Dear Reader,

Our focus has always been on inclusive mobility and liveable cities. A city where the most vulnerable can move around safely fits this description. We are very excited to be a part of the making of India's first ever Infant, Toddler and Caregiver Mobility plan! More about this in the issue. Also, don't miss the blog by Trustee and Founder Member Sujit Patwardhan on the city's bus system.

Air Quality
Air Quality Convening held with diverse stakeholders
An important learning from our work on air pollution over the past couple of years has been that the issue needs to reach to more people, and that we need more champions demanding and working towards clean air. Towards this goal, Parisar convened around 20 stakeholders from different organisations on 7th August at the PYC Hindu Gymkhana to understand air pollution better.

A session on the serious health impacts of air pollution was held by pulmonologist Dr Aparna Birajdar. The sessions that followed were designed to be interactive, aimed at bringing out linkages with different sectors like waste management and transport and brainstorming ways to approach these issues. This convening was the first in a series of consistent, periodic meetings which will be held to strengthen the efforts for clean air in Pune.
Inclusive Mobility
Towards a child and family friendly Pune city

With a vision to make Pune city a child and family friendly city, Urban95 Pune supported by Bernard Van Leer Foundation (BvLF) has initiated a project on Infant Toddlers and their Caregivers (ITC) Mobility-Oriented Plan for Pune city. Being the light house city, this would be the first attempt to develop an ITC Mobility-Oriented Plan in India.

Parisar was part of a meeting organised by Urban95 for the official engagement of the Pune Municipal Corporation. Parisar is playing the role of a local support to the World Resources Institute, who is working on this project for BvLF.

Maharashtra Bus Campaign

Report Release - Engage for Environment: Bus-based Public Transport and Environment in Maharashtra

The report is based on a series of multi-city webinars conducted with city-based research scholars, academicians and environmentalists to explore how they understand the linkages between environment and urban mobility, and how this knowledge informs decision- and policymaking in their cities.

The report attempts to highlight the comprehensive nature of the impact of transport systems on the urban environment, for which we chose to use the framework of panchtatva of nature. There is considerable global interest, often to the exclusion of other issues, on climate change and while the urgency of this looming disaster cannot be overstated, we firmly believe that local context matters and we cannot have sustainable or even low-carbon cities for that matter, if we only seek to “decarbonize” transport (aka electrify everything), without taking into account the overall impact that transport infrastructure has on all elements of nature and which often matter more to local residents.

Road Safety

Highest ever road crash fatalities in a year - road crashes in India claimed 426 lives per day in 2021

The National Crime Records Bureau (NCRB) reported that 1.55 lakh lives have been claimed on Indian roads in 2021. The NCRB report has pointed to a worrying trend of the consistent increase in the two-wheeler rider and pedestrian fatalities. The data shows that out of every 100 persons killed in a road crash, 44 were two-wheeler riders and 12 were pedestrians.

The Central and State Governments as well as cities have been building and widening roads and highways for faster movement of motorised vehicles, overlooking the safe passage of vulnerable road users. No concern for risk factors and nil enforcement on the ground is adding to the woes.

Road Safety Workshop for drivers of legislators held in the aftermath of Shri Vinayak Mete's demise in a road crash

Mr. Vinayak Mete former Member of the Legislative Council (MLC) died in a car crash on Mumbai-Pune Expressway. The State Road Safety Cell organized a road safety workshop on the 24th August 2022 at the Yashvantrao Chavhan hall, Mumbai for drivers working for legislators in the State.

The workshop focused on drivers’ behaviors, skills and traffic discipline. Drivers were sensitized and imparted basic training about post-crash emergency response. Road crash fatalities are a major concern in Maharashtra. Around 13,000 people die in road crashes across Maharashtra in a year.

Parisar was invited to make a presentation at the training program. Sandeep Gaikwad (Senior Program Associate), shared the relation between speed and road crashes, along with other safe driving practices. We also wrote a letter to the Transport Commissioner congratulating him on the effort and made some recommendations to strengthen the program.

PMPML on a suicidal path
Founder and Trustee Sujit Patwardhan writes about the serious need of intervention in the management of the city's bus system, PMPML.

During the past few months many of PMPML's half-baked ideas failed – and continued to give bus based public transport a bad name but also cemented it as a “loss making” venture deserving no priority or nurturing – even though PMPML is the backbone of Public Transport in the city with over 10 lakh passenger trips. The much-hyped Metro Rail with an investment of Rs. 11,522 crores for the first two corridors (PCMC to Swar Gate/Katraj and Vanaz to Ramwadi) gets royal treatment with no questions asked although its DPR promises ridership of mere 7.5 lakhs per day when the corridors are up and running by 2031 or later. Whether it is the selection of routes, inconvenience to other modes like buses, cycles or walking, damage to the environment from features like pillars in the riverbed or damage to the skyline, the Metro is given a free hand.
