There were also several transportation electrification developments in August, including all 50 states submitting funding proposals for the National Electric Vehicle Infrastructure program.

Latest Climate Announcements from the White House 🇺🇸

On August 16, President Biden signed into law the Inflation Reduction Act (IRA), the largest and most consequential U.S. climate legislation in history, into law. The bill will greatly encourage domestic manufacturing of clean energy technologies that need to be deployed at a rapid rate and help boost the economy. An analysis by Energy Innovation finds that the IRA is projected to generate at least 1.4 million domestic jobs, reduce emissions an estimated 37-41 percent below 2005 levels, and avoid more than 3,600 deaths in 2030. 
 
Last month, the President also signed the CHIPS and Science Act of 2022 into law. This bipartisan bill focuses on federal aid to encourage the construction of microprocessor manufacturing facilities in the United States. It appropriates $52 billion in incentives for semiconductor manufacturers to bolster a domestic supply chain for chip components critical across a swath of technology. It also significantly increases authorizations for federal science and technology research and development programs, including $50 billion over five years for DOE’s Office of Science and $81 billion over five years for the National Science Foundation.
All 50 States Submit Plans for National Electric Vehicle Charging Network

In June, DGA reported on the Biden Administration’s National Electric Vehicle Infrastructure (NEVI) Formula Program’s proposed new standards to guide States' use of federal funding to develop and deploy EV chargers in compliance with a standardized national charging network. The NEVI Formula Program required all states to submit an EV Infrastructure Deployment Plan to the Joint Office of Energy and Transportation by August 1, 2022 to access the funds. As of August 23, all 50 states, the District of Columbia and Puerto Rico submitted EV infrastructure deployment plans as required under the NEVI Formula Program. The plans are intended to describe how each state will use the NEVI funding in accordance with the Federal Highway Administration guidance (FHWA) to ensure the national EV charging network is consistent, reliable, and accessible to all Americans, according to the FHWA. The Joint Office and FHWA will continue to work with states with the goal to approve plans by September 30. Funds will be made accessible to each state’s department of transportation once their plan is approved and will be made available to states over the next five years as established by the Bipartisan Infrastructure Law.

California Approves Ban on Sale of Gas-Powered Cars starting in 2035
 
This month the California Air Resources Board voted to ban the sale of gas-powered cars starting in 2035. The state’s Advanced Clean Cars II rule will ratchet up the proportion of electric or non-emitting cars required to be sold in the state annually, until new sales must be 100 percent electric starting in 2035. The proposal amends the Zero-emission Vehicle Regulation to require an increasing number of zero-emission vehicles, and relies on advanced vehicle technologies, including battery-electric, hydrogen fuel cell electric and plug-in hybrid electric vehicles, to meet air quality and climate change emissions standards. The proposal also amends the Low-emission Vehicle Regulations to include increasingly stringent standards for gasoline cars and heavier passenger trucks to continue to reduce smog-forming emissions while the sector transitions toward 100% electrification by 2035.

Multi-state Agreement to Build a Region Clean Hydrogen Hub Grows
 
On August 25, New York Governor Kathy Hochul announced Maine and Rhode Island have signed on to a multi-state agreement, joining with Connecticut, Massachusetts, and New Jersey to develop a proposal to become one of at least four regional clean hydrogen hubs designated through the federal Regional Clean Hydrogen Hubs program included in the Bipartisan Infrastructure Law. The coalition of six states and now more than 60 clean hydrogen ecosystem partners—14 private sector industry leaders, 12 utilities, 20 hydrogen technology original equipment manufacturers, 10 universities, seven non-profits, and two transportation companies—are laying the groundwork for a proposal for DOE funding opportunity (FOA) anticipated to come out in September or October with up to $8 billion in total funding available. DOE also recently announced $40 million in funding to advance the development and deployment of clean hydrogen technologies, with phase one of the application process due on September 23. 
Biden Administration Announces State Clean Energy Program Expansion

On August 26 the Biden Administration announced DOE is accepting applications from all 50 states, five U.S. territories, and the District of Columbia for $425 million in formula funding through the State Energy Program (SEP). The funding expands formula grants to nearly 10 times of recent funding levels, allowing states to finance a range of activities and projects, such as:
  • Installation of renewable energy systems and clean energy infrastructure
  • Innovative clean energy technology demonstration projects
  • Energy efficiency upgrades
  • Clean energy financing programs
  • Critical planning for clean energy and workforce development program

CUSTOMERS CHANGING THE ENERGY LANDSCAPE
Last month, Porsche Cars North America Inc (PCNA) announced a partnership with local solar provider Cherry Street Energy, LLC to build a solar power microgrid at the company’s One Porsche Drive site in Atlanta, Georgia – the site combines PCNA corporate headquarters with the Porsche Experience Center Atlanta. Cherry Street Energy estimates the solar energy microgrid will generate 2,050 MWh of electricity annually to the One Porsche Drive and is expected to represent an estimated 3.2 million pounds of CO₂ reduction per year. The solar energy will reportedly be used to provide significant power to the campus and chargers for Porsche’s EV sports car, Taycan.
