Board of Supervisors Meeting Notes:

May 3, 2022

  • The Board discussed the proposed re-development of the Quality Inn & Suites site at 943 S. High Street. It was determined not to proceed with re-zoning the property for the proposed use that was requested.
  • The Board reviewed a proposal from Carroll Engineering Corporation for a Stormwater Feasibility Study for areas in the Township without stormwater infrastructure.

  • The Board discussed a proposed ordinance to recoup fees from the SPCA for the housing of stray animals.

  • The Board discussed a proposal from Brickhouse Environmental to perform certain work associated with a parcel of land currently owned by Stanbery West Goshen, LLC that it is proposed to be donated to the Township.

  • The Board adopted Resolution No. 8-2022, declaring the week of May 15, 2022 to May 21, 2022 as National Public Works Week.

  • The Board discussed the Zoning Hearing Board application for 702 Old Westtown Road.

  • The Board approved TE-160 traffic signal applications for installations/improvements at three (3) locations in the Township. 

The May 17, 2022 meeting of the Board of Supervisors was cancelled. The next meeting is scheduled for June 7, 2022 at 6:00 pm at the West Goshen Township Municipal Building.

May 15-21 is National Public Works Week!

This week we celebrated the public works superheroes who help keep our community strong by providing an infrastructure of services in transportation, wastewater and stormwater treatment, parks and grounds and more. They are what make our community a great place to live and work!
Here are some of our public works superheroes working on a recent stormwater replacement project on Locksley Lane! 

Plans Under Review

  • The Planning Commission issued a recommendation for a final lot consolidation plan for a 15,000 square foot area to be added to 815 Paoli Pike for Perfect Self-Storage, LP.  

  • Plans currently under review include a 19,325 square foot warehouse building on Saunders Lane, a self-storage facility on Snyder Avenue, a subdivision plan for a two (2) lot residential subdivision on 981 North New Street, a 17,007 square foot building addition at 800 East Washington Street, and a hotel on Carter Drive.

  • The Zoning Hearing Board met on April 25, 2022 at 7:00 pm at the West Goshen Township Administrative Building and issued their decision to approve the relief requested by 1115 West Chester Pike. The Zoning Hearing Board also met on May 23, 2022 in order to hear the application for 702 Old Westtown Road. This application was a request for continued relief that was previously granted in 2018.

All meetings of the Planning Commission are held on the second Tuesday of the month at 7:00 pm at the West Goshen Township Municipal Building. The agendas are posted the Friday before the meeting. The Zoning Hearing Board meets the fourth Monday of the month at 7:00 pm at the West Goshen Township Municipal Building if there are applications before them.

Aqua Main Water Projects

Aqua PA is on track to complete their work in the southern portion of the Township. Road restoration is slated to occur this spring and the Township is working with Aqua PA to ensure that the road restoration is completed to our standards. The remaining projects are still under construction and updates will be provided as they become available.

We appreciate everyone’s cooperation during the completion of these projects.  

Upcoming PECO Gas Work

PECO’s scheduled installation of a new gas service to all of Joeck Drive is continuing. This work is anticipated to take up to two (2) months to complete. We will provide updates on this work as they become available.

Upcoming Township Road Projects

Last month, the Township announced the roads scheduled to be paved as part of the Township’s 2022 Paving Program. Allan Meyers is seeking to start the scheduled paving in late June or early July. We anticipate that the project will be substantially completed by mid-August.

West Goshen Township Board of Supervisors Meetings on YouTube

The monthly meetings of the West Goshen Township Board of Supervisors are livestreamed and made available on the Township’s YouTube channel. This is an option for members of the community who want to be informed on what is happening in the Township, but cannot always make it to the meetings. Simply go to www.youtube.com and search for “West Goshen Township” in order to view the meetings. Links to the meeting videos are also made available on the Township’s website in the “Agendas & Minutes” section for each meeting. There is also a live comment feature that is monitored during the meeting by the Township Manager. The Board of Supervisors meets on the 1st and 3rd Tuesday of each month at 6:00 pm.

Sign-Up to Receive Alerts from the Township

Members of the community are invited and encouraged to register with Blackboard Connect and ReadyChesco to receive important alerts. The Township utilizes Blackboard Connect to keep the community informed about both emergency and non-emergency situations. You can register to receive alerts via email, text, and/or phone call. ReadyChesco is Chester County’s emergency alert system and is their official notification system. Information on how to register is below.

Each month, we discuss the various stormwater projects that the Township is undertaking. This month, we wanted to take the opportunity to highlight the work of the Public Works Department in addressing a major repair on Locksley Road. Undertaking this project was the result of an investigation of a sinkhole that was developing on Locksley Road. Upon investigation by the Street’s Department, it was determined that the piping was failing and needed to be replaced. At their meeting on April 5, 2022, the Board of Supervisors discussed this project and approved emergency repair work for the roadway. This project involved the replacement of 160 ft. of corrugated metal pipe and 160 ft. of curbing. Work began on April 20, 2022 and the members of the Streets Department worked diligently to complete this project. The pictures above outline the progress, including the sinkhole that initiated the work, the pipe that was removed, the construction, and the restoration. Due to the quick action of the Streets Department, the Township was able to identify this issue and make the necessary repairs in an expeditious manner.  

Thank you to members of the Streets Department for their work in addressing this situation and for everything all the members of the Public Works Department do for the Township. We would also like to thank the residents in the project area for their cooperation and understanding as we worked to complete this project.

Yard Waste Collection

Curbside yard waste collection is back.  The 2022 dates for Saturday yard waste collection are as follows:

  • June 11th
  • July 16th
  • August 13th
  • September 24th
  • October 15th

Please have your yard waste curbside the night before collection or by 6:00 AM the day of collection. Sticks, branches, and twigs must be tied in bundles no more than 4 feet in length and 4 feet in diameter, and may not exceed 50 pounds per bundle. Branches may not exceed 4 inches in diameter. Other yard waste may be placed in trash cans or biodegradable paper bags which may be purchased at home improvement stores. Bags are not available through West Goshen Township. There is no limit to the number of bundles or bags that will be collected.

Reusable Bags Available
West Goshen Township is pleased to offer reusable bags to the community. Reusable bags are available at the Township Building free of charge to residents during normal business hours. We will also have these available at the Township’s various community events throughout the year.
Bags are available on the same side of the reception area where tax and sewer bill payments are made. Please be advised that there is currently a limit of one (1) bag per household.  

Park and Recreation

Fun in the Sun with the Summer Recreation Program, Summer Teen Program and Afternoon Sports Clinics!

The West Goshen Park and Recreation Department is happy to offer the following youth summer programs!

1. Summer Recreation Program:  Ages 5-12 – Barker, Coopersmith and WG Community Parks
2. Afternoon Sports Clinics: Ages 5-12 – WG Community Park, Lambert Park and Ice Line
3. Summer Teen Program: Ages 13-15 – Robert Lambert Park

Families may register for Barker Park. Both Coopersmith Park and West Goshen Community Park are at full capacity. 

Registration is still open. Please visit the West Goshen Township Administration Building during regular buisiness hours to register your child(ren).

Space Remaining for Summer Bus Trips

Space is still available for the following Summer 2022 bus trips:
  • Saturday, June 25th : New York City
  • Saturday, July 23rd : The Statue of Liberty and Ellis Island
  • Sunday, August 14th : Phillies vs. Mets at Citi Field
  • Saturday, September 10th : World Trade Center Memorial and Museum
  • and Historic Tour of Lower Manhattan

On Monday May 2nd, West Goshen Township hosted a Basic chainsaw safety class sponsored by Delaware Valley Trust. The Streets & Parks departments attended along with Whitemarsh and New Garden Townships. Operating chainsaws in normal conditions is one of the most dangerous jobs anyone can undertake. Now, throw in fallen trees on streets during ice storms, hurricanes and mix in some traffic, you have a serious situation on your hands.

There was 4-hour indoor classroom work followed by a few hours outside doing some hands-on tree work and take down techniques, the attendees learned the following:

  • Basic chainsaw maintenance
  • Safety requirements
  • Site preparation & PPE
  • Chainsaw startup techniques
  • Chainsaw operation & best practices
  • Post operation instruction
  • Proper takedown techniques

POLICE DEPARTMENT NEWS

National Police Week
May 15-21

National Police Week is a collaborative effort of many organizations dedicated to honoring America’s law enforcement community. During this week we recognize the sacrifices and valor of law enforcement -- and thank them for keeping our communities safe.

Last month, Officer Laura Ashe had the honor of speaking with Girl Scout Troop 463.

They also donated many boxes of Girl Scout cookies to the West Goshen Police Department.

FIRE DEPARTMENT NEWS


SAFETY TIPS
  • Propane and charcoal BBQ grills should only be used outdoors.
  • The grill should be placed well away from the home, deck railings and out from under eaves and overhanging branches.
  • Keep children and pets at least three feet away from the grill area.
  • Keep your grill clean by removing grease or fat buildup from the grills and in trays below the grill.
  • Never leave your grill unattended.
  • Always make sure your gas grill lid is open before lighting it.

Arbor Day 2022

West Goshen Township celebrated Arbor Day this year by honoring the past and encouraging the planting of trees for the future.

The celebration was held on Friday, April 29, at Oaklands Cemetery, a beautiful, heavily wooded natural burial park in the western section of the township. Supervisor Tinamarie Smith read the Arbor Day proclamation, which commemorated the life and work of Joseph Trimble Rothrock, called the “Father of Pennsylvania Forestry,” who died in 1922 and is buried at Oaklands. The timing is fitting, as the last week of April was designated in 1961 by the Pennsylvania General Assembly as “Joseph T. Rothrock Memorial Conservation Week.”

SAC Welcomes Barbara Rinehart

The Sustainability Advisory Committee is excited to welcome Barbara Rinehart as its newest member. An 11-year resident of the Township, Barbara has a Bachelor of Science in biology from James Madison University and a Master of Science in general science education from The Johns Hopkins University. Her interest in science and biology extends deeply into the natural world, with a focus on horticulture.

Roonie Says.... Keep Your Pets Safe in Your Garden this Spring!
Spring has officially sprung, and we are all eager to be able to spend some time outdoors – especially gardeners (and their pets!). But, before you get out and start tending to your garden this year, consider these helpful tips to keeping your furry friends safe outdoors during the springtime.

Make sure you plan before you plant! As pretty as they can be, there are quite a few plants that are dangerous, if not lethal, to dogs. Here are some common toxic springtime plants to be weary of before heading to the store.
 
- Lillies                                         - Daffodils 
- Tulips, Hyacinths and Iris          - Fertilizers

If you plan on bringing a toxic plant into your home or garden, make sure that they are fenced in or blocked off to keep any snooping noses or paws away! Read the full guide to pet gardening safety from the ASPCA here.
