AP opened the month of May with the Fourth Edition of the Bologna Peacebuilding Forum. Between 3-5 May, experts, professionals, scholars and an enthusiastic audience engaged a in sharp and forward-looking conversation on conflict prevention.

This year, the Bologna Peacebuilding Forum represented also the opportunity to present AP's report "Italy and Peacebuilding", the first report on Italy's infrastructures and practices in the peacebuilding and conflict prevention domain, co-financed by the Ministry of Foreign Affairs and International Cooperation.

Almost 100 days after the Russian invasion of Ukraine, Italy presented a
4-point peace plan to the UN Secretary General, Antonio Guterres. AP's Director, Bernardo Venturi brings the spotlight on the initiative with a reflection published in AP's blog on Huff Post.


Finally, this month the last of conference on Gender, Peace and Security, co-organized with the University of Bologna, had a particular focus on women's role in peace processes in the Mediterranean region.

Bologna Peacebuilding Forum 2022
On 3, 4 and 5 May 2022 AP hosted the fourth edition of the Bologna Peacebuilding Forum (BPF).
The Forum provided a space to engage and discuss among experts, professionals and enthusiasts of peacebuilding, contributing to the debate on conflict prevention.
On 3 May, a Civil Society Dialogue Network with Italian NGOs, organized and conducted by the European Peacebuilding Liason Office (EPLO), opened the Fourth Edition of the Forum.

Then, AP launched the new research report "Italy and Peacebuilding", with the participation of Bernardo Venturi, AP's Director, Anna Lisa Boni from the Municipality of Bologna, Donata Garrasi, political and security strategist, and opening remarks by the Italian Vice Minister of Foreign Affairs and International Cooperation, Marina Sereni. The report analyzes the Italian legislative framework and institutional infrastructure for peacebuilding, identifying strengths and weaknesses of the field at the national level, and offering specific recommendations (read more on the report below!).

On 4 May, at the Johns Hopkins SAIS Europe campus of Bologna, AP hosted the Conference "Re-Imagining Conflict Prevention", a public event featuring academics as well as practitioners of peacebuilding from international and regional organizations. The conference focused on a plurality of key topical issues, ranging from the meaning and practice of prevention in light of the conflict in Ukraine, to systemic prevention and early warning systems. The recording of the event and the individual speeches are available on AP's Youtube channel.

Italy and Peacebuilding

In Italy, peacebuilding has received limited consideration. There is no lack of legislative references, such as Law 125/2014, but the same cannot be said of the institutional infrastructure. In fact, the Ministry of Foreign Affairs and International Cooperation has no directorates, offices or task forces dedicated to this issue. A specific structure is not even present within the Italian Agency for Development Cooperation.

Two thirds of the Italian official development aid goes to multilateral institutions, and less than 1% of it is allocated to Conflict, Peace and Security. In addition, civil society is historically active in international cooperation, but the specific skills of Italian NGOs on peacebuilding and prevention of violent conflicts are very limited.

Gender, Peace and Security

The cycle of webinars on Gender, Peace and Security continued in May with the event "The Future of Women in Peace and Security: Perspectives from the North and the South of the Mediterranean".

During the conference, held at the University of Bologna (Forlì campus) on 19 May and moderated by AP's President Bernardo Monzani, experts and professionals in the field discussed the marginalization of women in transition processes in Europe and North Africa, despite their role at the forefront of the processes of change.
