Hello and welcome to Warwickshire County Council's May 2022 edition of Warwickshire SEND. This newsletter brings you news and information on special educational needs and disability (SEND) in Warwickshire. 
Government releases Green Paper for SEND Review: Right support, right place, right time

The Government has published the SEND Review Green Paper recently and they have called it SEND Review: Right support, right place, right time.

You can find out more about their vision for SEND support by reading through the materials they have published.  Please also note that there is an open consultation element to the review and you can share your views here.

Anyone can respond to the consultation but the Government is especially keen to hear from: 

  • children and young people
  • parents and carers
  • those who advocate and work with the SEND sector
  • local and national system leaders
An update from the Autism in Schools Project

Warwickshire County Council and Warwickshire Parent Carer Voice are involved in an NHS funded project seeking to enable schools in the county to create an autism-empowered environment for pupils. The ‘Autism in Schools’ project is nation-wide, with local authorities and participating schools involved from across the country. Warwickshire is part of the Arden and BSOL project team, project managed by Peopletoo Ltd.

The project team involves working with Birmingham, Solihull and Coventry local authorities, which leads to co-production, innovation and sharing of good practices across the four authorities. Of the 8 schools participating in the region, two schools are within Warwickshire; Kingsbury School and Kenilworth School & Sixth Form.

The project focuses on promoting a person-centred approach to working with autistic young people in mainstream schools, and each authority is set to deliver resources and training to staff and pupils to support autistic children. Resources in each region will help children and young people develop confidence in their self- identity as autistic through positive self-worth, social confidence and peer relationships.

Warwickshire has commissioned Act for Autism to deliver training to Kenilworth and Kingsbury. It is hugely exciting to have Act for Autism on board, who have shown a passion for supporting and empowering autistic children in schools since joining the project. After collecting baseline data and information from schools in the form of baseline surveys and parent carer forums, it is now time to start pupil engagement. Over the coming months, Act for Autism is running twilight sessions with staff and will be running self-identity and self-advocacy workshops in school.

The project team is delighted that the project is moving into the action side of the process, and are looking forward to seeing the positive impact the project has on autistic young people and children.

Warwickshire County Council held a webinar in partnership with Warwickshire Parent Carer Voice recently on the topic of the county's Local Offer. 

The Local Offer is the county's digital library of resources and information on SEND support. It can be found here: www.warwickshire.gov.uk/send.

The webinar was a great opportunity to discuss what the Local Offer is, how people access it and what goes in to keeping the information current.

What is the role of the FIS Team?      
   
The Family Information Service (FIS) is the first point of contact for families living in Warwickshire on a wide range of subjects. We provide easy access to information and signposting to support for all families with children aged from pre-birth to 25 on topics such as:

  • Family relationships
  • Money
  • Housing
  • Parenting
  • SEND
  • Childcare
  • Health and wellbeing
We work with commissioned services and other agencies, including making referrals into services where appropriate and with the family’s consent.

Describe a typical day:   
   
There is no typical day although one thing we do know is that we will be busy! Our staff will be answering queries on the helpline and following up email queries and referrals from professionals. We may be out visiting a family in their home to help complete a Disability Living Allowance form or following up services and support with them. Others will be out in the community, providing professionals with an update on our services, answering questions and supporting parents and carers in schools or outreach centres or working with refugees who have recently arrived in our country to help them understand and access essential services.
 
We deliver this through the following services:
  • Digital information on our Children and Families webpages and the SEND Local Offer
  • Social media and our weekly newsletter
  • Telephone and email helpline service
  • Outreach through attendance at meetings and events throughout Warwickshire to inform professionals who work with families and provide direct support to families
  • Brokerage, which is one-to-one support in the family home or a suitable location to help them access the services that are available to them

This effective early intervention helps families get the right support as soon as possible.

FIS helps to support families where there are barriers such as mental health, disability, language or complex needs to ensure equality of access.

First Child Friendly Warwickshire Youth Conference is a success

Over 70 young people from across Warwickshire came together recently for the first Child Friendly Warwickshire Youth Conference: Future Ready, to discuss important topics facing them.

The event was organised with the help of young people who chose the five themes for the day which were climate change, mental health, careers, respectful relationships and youth homelessness.

A key part of the day was the quiet space, supported by the county council’s Voice, Influence & Change team, for any person who needed time away from the activities and the crowds. This area proved to be very beneficial to many young people in attendance and will be a priority for all future Child Friendly Warwickshire events.

The feedback received from the young people in attendance mentioned how ‘inspirational’, ‘exciting’ and ‘interesting’ the day was and that they were pleased to have an opportunity to have their voices heard. Many left the day keen to make a difference in their community and are already looking forward to the next chance to get together.

An update on the Written Statement of Action

Here’s the latest news on progress to deliver our action plan following the Ofsted and CQC inspection last year in our ‘Written Statement of Action’. 

Area 1: Autism waiting times and support for families:  

Additional clinical staff are now in post and more assessments are being carried out. A new model of assessment is also being tested to improve the process of assessment and diagnosis. Over 250 people attended the Together with Autism Conference on 2nd April in Warwick and two more events are being organised for later in the year. Positive feedback included: 

"It was really encouraging to hear testimonials of children managing their autism and how they can still succeed”. "Discovering all the help out there that didn't realise". "Knowing you’re not alone".
 

Area 2: Communication and engagement with parent carers:  

A wide programme of communications and events continues including: 

A Live Feedback Form has been developed to capture feedback, positive and negative, to hear from parents, carers and young people to help us continue to improve services. https://www.warwickshire.gov.uk/sendfamilyfeedback

Area 3: Inclusion in schools:  

The Inclusion Framework for Schools trial is going well in 17 schools in Rugby. Staff have carried out SEND reviews with peer-to-peer support, to identify training needs. Learning from the trial will be used to roll out an inclusion framework across all mainstream schools with the support of 'change champions'.  

Area 4: Workforce development:  

A multi-agency Working Group is reviewing current training and develop a programme of targeted support to improve the knowledge, skills and understanding of staff in schools, with the aim of increasing the confidence of parent carers and improving outcomes.

An exciting new pilot has started to change how we support children and young people with SEND in schools. 

Area 5: SEND Local Offer webpages:  

The new improved local offer webpages provide information about local services and support available across education, health and social care for families with children and young people aged 0 to 25 with SEND. Flyers and posters are being produced and will be shared with schools, GPs, Children and Family Centres and other venues to help promote the webpages and services available.
