Announcing What’s in the Chatterbox? Large Language Models, Why They Matter, and What We Should Do About Them, the third report from University of Michigan Science, Technology, and Public Policy Program's Technology Assessment Project (TAP). The report anticipates the social, environmental, and equity implications of large language models (LLMs), a new type of artificial intelligence, using our innovative analogical case study approach.

Large language models (LLMs) are a controversial new technology likely to transform many facets of modern life, including how companies interact with their customers, how policymakers assess public sentiment, and how patients seek medical care. LLMs such as GPT-3 can recognize, summarize, translate, predict and generate text, and are likely to provide the most convincing computer-generated imitation of human language yet. But our new research finds that while there is great potential for these machine learning algorithms to benefit society, without oversight they are likely to reinforce inequality, damage the environment, and place still more power in the hands of tech giants.
 
We also did an in-depth analysis of the implications of LLMs for how scientists do, evaluate, and publish their work. Overall, our report provides a comprehensive analysis of the transformative social change LLMs could produce, both for good and for ill. We also propose policy recommendations, a developers' code of conduct, and recommendations for the scientific community.
