Game changer: Will provinces and territories meet the new federal child care fee targets?

The 2021 Canadian Centre for Policy Alternatives annual child care fee survey report is now available. This year the survey provides detailed parent fee information collected before the first Canada-wide policy changes to parent fees began to be implemented. It also considers the federal target of an average 50% fee reduction for all regulated child care by the end of 2022 as set out in the federal budget, calculating the federal targets for each of the 37 cities included in the survey. Then, based on provincial and territorial child care action plans to date, the report projects whether or not the federal government’s target of a 50 per cent fee reduction (based on 2019 fees as the baseline) will be met. According to the report, child care fees Canada-wide are on track to drop quickly by the end of 2022. However, differences in how provinces/territories plan to meet the fee reduction targets mean that some are projected more or less likely to reach them. The report notes that the 50 per cent fee reduction is the first concrete step in the multi-year Canada-wide plan to build an affordable, accessible, and high quality child care system; system- building is expected to take a number of years with multiple linked pieces.
