What's happening at CRRU

CRRU is working with all provinces and territories in preparation for the 13th edition of the Early Childhood Education and Care in Canada report. ECEC in Canada 2021 will be published in winter 2022.
 
This week, the Canadian Centre for Policy Alternatives' 2021  annual fee survey report, Game changer: Will provinces and territories meet the new federal child care fee targets?  in which CRRU plays a role, was released. CRRU welcomed Lin Velasco to the team as an intern through the George Brown College Leadership program. We are looking forward to having Lin join our team.

Game changer: Will provinces and territories meet the new federal child care fee targets?

The 9th annual CCPA fee report  provides detailed fee data for 37 cities from late 2021, just before major changes in the sector started. It calculates the federal targets for the end of 2022 for each city. Then, based on provincial and territorial child care action plans to date, it projects whether the federal government’s target of a 50 per cent reduction in fees (based on 2019 fees as the baseline) will be met. 

“Tin-pot childcare” lives on?

In this article, sociologist Tom Langford discusses Alberta developments with regard to the Canada-wide child care system. The author analyzes the political and policy contexts that have shaped the current approach, noting that under the government’s model, "high quality ELCC will be a prerogative of families who have the money to afford a hefty monthly fee, while families of more limited means will be pushed towards lower-cost options."

Fragile families in Quebec and the rest of Canada: A comparison of parental work-life balance satisfaction
Population Research and Policy Review, 2 April 2021
This paper examines the impact of social policy (child care, parental leave etc.) and cultural contexts of marital status and parental work-life balance among cohabiting, divorced, single and married parents in Quebec and the rest of Canada. Results indicate that there are significant work-life balance satisfaction advantages for married mothers across Canada, except for in Quebec where marital status made no difference on work-life balance suggesting strong family and social policy play a role for mothers, single or married. 

Fathers’ leave take-up in Finland: Motivations and barriers in a complex Nordic leave scheme

This article examines Finnish fathers’ motivations and barriers to take their leave. The father’s wish to take care of the child and to support the mother’s return to work were found to be significantly motivational for fathers to take their leave while the family’s economic situation often prevented it. It is suggested that extending investment in fathers’ individual paid leave would help promote greater gender equality for working parents.

What kind of "social Europe"? The example of child care

This paper identifies the impact of gender and class on three approaches to child care policy in Europe. The three models analyzed in this paper include: neo-familialist, Third Way and egalitarianism. It is noted that, while each approach seeks to address the challenge posed by the defamilialization of care, only the egalitarian design adopted in Sweden and Denmark aims to do so in such a way as to foster equality. The approaches are used to address the “care deficit” caused by women’s rising labour force participation rate.

Care work in the recovery economy: Towards a caring economy

This report is based on gender and care economy research which was presented and discussed at the Institute for Gender and Economy roundtable in February 2022. The report contains the graphic animation recordings of all presentations along with ashort video summary of the event. The report is available in English and French.
