5th District Newsletter 

Hello Neighbors,

Council is on break from formal meetings this week; we will resume meeting on Tuesday, May 24th, 2022. As always, my office remains available to you and your neighbors should any issues arise. Please don't hesitate to reach out with any questions or concerns. 

On May 3rd, 2022, during the Environmental Quality & Public Works Committee meeting, we received updates on Lexington's paving process, an aesthetic cross-walk pilot program, a presentation on what we learned during our trip to Sevierville, TN about their waste management program and how we may implement those strategies locally, as well as our city's continued usage of compressed natural gas for public transit. The General Government & Social Services Committee meeting on May 10th, 2022, was also an eventful update! We heard from 10th District Councilmember Amanda Bledsoe and Council Research Analyst Jennifer Sutton about Council's review of the local redistricting process; there will be a workgroup to make recommendations for any changes to the process for the 2030 census/redistricting. We also heard great updates from Aging and Disability Services presented by Director Kristy Stambaugh. She and her teams have continued their vital work throughout the pandemic reaching out to and engaging our senior community. They were flexible and consistently rose to the challenges facing Lexington seniors in unprecedented times. You can view these presentations and updates here

The Council continues our work finalizing the Fiscal Year 2023 budget. The General Government Link (subcommittee) completed our meetings with the various departments/entities on Wednesday, May 4th, 2022. We had a marathon day of presentations and robust question/answer sessions. As Chair, my office is preparing the General Government presentation for the full Council "Committee of the Whole" meetings scheduled for May 31st and June 2nd. I look forward to continuing this work and helping to shape Lexington's priorities for the next fiscal year.

WOMEN LEADING KENTUCKY BREAKFAST
Monday, May 9th, 2022 several of my colleagues and I joined other women leaders from across Kentucky at this year's Women Leading Kentucky Breakfast. Thank you to Saint Joe Health for sponsoring and to Refuge for Women for hosting us!

The event featured a panel with 4 organizations helping women and families in KY: All God's Children, Natalie's Sisters, Wanda Joyce Robinson Foundation, and Lane of Roses.
MAY THE 4TH BE WITH YOU
The family and I had a great time celebrating "Start Wars Day" at Henry A. Tandy park! We even nabbed a picture with one of our favorites. Lexington's Parks and Recreation team did a wonderful job offering this free community event. 

Activities included a people’s parade, food trucks, performances, live music from the movie, a photo booth, and Star Wars themed printmaking, along with a DJ for a party that night. I'm already looking forward to next year! 
UK HEALTH SCIENCES RECEIVES $4M GRANT FROM DOD TO STUDY FEMALE MARINE INJURIES
From The Lane Report: 

"Researchers from the University of Kentucky’College of Health Sciences are part of a team studying how to prevent injuries and improve warfighter performance in female Marines.

Matt Hoch, Ph.D., associate professor in the Department of Athletic Training and Clinical Nutrition and associate director of the UK Sports Medicine Research Institute (SMRI), along with his investigative team, received a $4 million Department of Defense grant from the United States Office of Naval Research for the three-year study, 'Musculoskeletal health considerations to improve resiliency and lethality in female Marines.'

Musculoskeletal injuries are conditions involving bones, muscles, ligaments, nerves, or tendons that frequently result in activity limitations and restricted ability to participate in military occupational and unit requirements." Read more here! 

KENTUCKY GIVES DAY 2022
Kentuckians donated $725,649 to 223 nonprofit organizations participating in the tenth annual Kentucky Gives Day online giving campaign. Read more about our neighbors' generosity at The Lane Report!
HEARING AND SPEECH CENTER GOLF SCRAMBLE 2022
Mark your calendars! The Lexington Hearing and Speech Center, located in the 5th District, is gearing up for its annual "Birdies for Sound Beginnings" golf scramble on Monday, September 26th. BLUEGRASS FAIR 
The Bluegrass Fair returns! From June 9th-19th, folks can enjoy Kentucky's largest county fair at Masterson Station Park. Here's more information from the Bluegrass Fair Website (you can find ticket prices and other information there as well): 

"The Lexington Lions Club proudly presents the 60th annual Bluegrass Fair at Lexington’s Masterson Station Park for eleven fun-filled nights, showcasing an 'all-new' entertainment line-up featuring The Rocketman Valencia – a human cannonball who has appeared in some of the worlds biggest events including the closing ceremonies of the 2012 London Olympics.

This year’s fair will also feature: Live Shark Encounter, pig racing, thrill and kiddie rides and carnival games from Kissel Entertainment, Nightly live music, exhibits and all your Fair-food favorites including funnel cakes, cotton candy, gourmet corndogs, turkey legs, pizza, deep-fried delights, and the best Mexican food in Central Kentucky—in a clean, family-friendly, alcohol-free environment.

The Bluegrass Fair is Kentucky’s largest county fair.

Gates will open at 5 p.m. on weekdays and at 3 p.m. on weekends."

EAST VINE STREET UPDATE

Traffic patterns will change on East Vine Street following the completion of the Town Branch Commons Trail construction in the area. The change is being made to balance traffic flow between Quality Street and East Main Street.

The Town Branch Commons Trail will soon be substantially complete along East Vine Street, followed by paving work. Paving will take place in the evening.

Paving work on Vine Street, between Quality Street and East Main Street, is expected to begin the week of May 16, and last 2 – 3 weeks. The right-hand lane of East Vine Street will remain closed between Quality Street and Grand Boulevard through mid-June. When all lanes re-open in June, overhead signage will be in place to help guide drivers into correct outbound lanes. East Vine Street will still be three lanes, with the far right lane ending at Old Vine Street. After passing Old Vine Street, a third lane is added on the left side of the road, heading outbound onto Midland Avenue.

After evaluation by a traffic engineering consultant, it was recognized that half of the traffic on East Vine Street was in the far right lane, causing significant lane shifts and backups. The new design will balance traffic across all three lanes and should be safer by reducing lane shifts between Old Vine Street and East Main Street.

ROOT CONTROL WORK ONGOING 

As part of the Lexington-Fayette Urban County Government’s infrastructure program, chemical foam is being injected into the sanitary sewer system to control and inhibit root growth within the system. Although the chemical is safe, you may experience the smell of rotten eggs or sewer fumes if there is no water in your drain traps. Please run water in any drain that may not have been used lately. If you experience these smells, ventilate the area and the smell should go away.

SUMMER CAMP REGISTRATION OPEN

Community & Resident Services is hosting a tenant’s rights workshop on Wednesday, May 18 from 10:30 a.m. – 12:30 p.m. and 5 – 7 p.m. at the Lexington Public Library Northside Branch, 1733 Russell Cave Road.

This is an opportunity for tenants in Fayette County to receive information on their housing rights. The workshop will consist of short presentations by Lexington Fair Housing, Legal Aid of the Bluegrass and LFUCG Code Enforcement. Following the presentation will be a panel discussion and a Q&A with representatives from partnering agencies, including Fayette District judges, Lexington Fair Housing Council, Legal Aid of the Bluegrass, Code Enforcement and Fayette County Constable – District 1.

NONPROFIT CAPITAL GRANT PROGRAM REQUEST FOR PROPOSALS

The City of Lexington is providing a one-time grant to local 501(c)(3) agencies for major capital projects in two categories:

1.) Facility improvement (ex., the purchase, construction, expansion, repair of a building, installation or major overhaul of HVAC systems, etc.)

2.) Operational investments (ex., purchase of major equipment, such as generators or vehicles).

Community nonprofit partners with established proven track records of performance that are located in Lexington Fayette-County are invited to apply. These grants are for capital projects, are funded by federal American Rescue Plan Act (ARPA) dollars, and are subject to federal reporting and spending requirements.

To be considered, completed proposals are due no later than 2 p.m. on Tuesday, June 21 via the LFUCG’s procurement software at https://lexingtonky.ionwave.net/Login.aspx. For assistance in registering, contact Katie Osborne at (859) 258-3320 or kosborne@lexingtonky.gov.

The proposal must contain the required documents and respond to each of the required narrative/application questions to be complete. Submissions containing significant omissions of the required information will be considered non-responsive and will be removed from the funding process and constitute an incomplete proposal.

CITY SEEKS GENERAL CONTRACTORS FOR HOUSING REHABILITATION PROGRAM

The Lexington-Fayette Urban County Government is seeking general contractors to participate in bidding for the federally funded Single-Family Housing Rehabilitation Program.

Registered contractors may bid on projects to work for eligible homeowners in Lexington-Fayette County whose property is in need of repair to meet building code standards. Work varies by home and includes, but is not limited to, roofs, HVAC, windows, flooring, gutters and more.

ART ON THE TOWN

“Art on the Town” features eight mobile art carts that will be scattered along the Town Branch Commons trail, typically near the Marriott, and at these corners: Vine and Upper Street, Vine and South Mill Street, and Vine Street and Broadway.

Artists will be able to reserve the carts and use them to sell or demonstrate their work, including paintings, drawings, jewelry, baskets, prints, books, pottery, and more.

The carts will be a new and unique shopping opportunity and a great way to learn more about Lexington’s arts community. Carts will be available only to artists who reside in or have their workplace in Lexington and who are juried into established programs such as the Kentucky Arts Council’s Kentucky Crafted Program or Art, Inc.’s Artist Incubator, among others. 

The carts will appear on the Trail beginning in June.

BLUEGRASS CLASSIC SHEEPDOG TRIAL 2022

Annual favorite, the Bluegrass Classic Sheepdog Trial, will return to Masterson Station Park on May 18 – 22, 2022.

The competition is one of the longest-running and most prestigious stock dog trials in the country, typically drawing hundreds of spectators and the top handlers from across the country.

The
Bluegrass Classic Sheepdog Trial, a non-profit event in partnership with Lexington Parks & Recreation, dates from the early 1960s, and was held for many years at Walnut Hall Farm. It has become a featured event the last 24 years, previously hosted at the Kentucky Horse Park and more recently at Masterson Station Park.

This event, which is nearly identical to the one shown the popular movie Babe, features 500 sheep from Montana and over 600 dog-handler teams competing across five days – all in the picturesque setting of Masterson Station Park. The trials run continuously from dawn until dusk with concessions and vendors available as well as a silent auction.

Families and spectators are encouraged to bring their dogs (leashes required), lawn chairs or picnic blankets, and enjoy this unique, fun outdoor event.
