MAYOR'S MESSAGE
This week has seen community engagement in both Horsham North and Natimuk. Council is committed to working with the community to develop plans that meet the specific needs of the different parts of our municipality.
 
The silo art works are progressing well and it is great to see so many community members driving past for a first hand update. Please remember to observe the road rules and keep everyone safe. Roadworks and parking improvements in the area will commence after the silo painting has been finished.
 
Wishing all mums a happy Mother’s Day for Sunday. Thank you for the important place that you have in our society. I hope that you each have the opportunity to create special memories with loved ones.

Silo art project taking shape

Artist Smug has made terrific progress with Horsham’s silo art project.
He’s almost halfway through the two-week project, with the story of Yanggendyinanyuk, a member of the Aboriginal First XI cricket team and tracker who helped find three lost children in 1864, starting to come to life through his countless cans of spray paint.
It's the third silo Mr Bates has painted in Victoria, after Nullawill in 2019 and Arkona near Dimboola, which he finished last week.

Silo artist mentorship brings new art for soundshell

Artist Tanisha Lovett will paint a new artwork at the soundshell this May as part of the new silo art project, Yangga Dyata - Walking on Country.

Mural artist SMUG, aka Sam Bates, will mentor Tanisha who will be undertaking her first large outdoor painting.

The artwork will be painted along the strip at the bottom of the soundshell and will reflect the story of Yanggendyinanyuk.

New riverfront pathway completed

Horsham South residents can now walk, ride or run into the city more easily after a new pathway connecting Kenny Road with Weir Park was completed this month.

Judgement day for Horsham

Keep Australia Beautiful (KAB) judges will be in Horsham on May 17 to review the city’s entry in the national Tidy Towns awards.

National Judge Gail Langley will compare Horsham against six other towns and communities across Australia that were also state finalists.

Depot trainees on road to success

Two of Horsham Rural City Council’s youngest employees have completed three-year civil construction traineeships and are now looking forward to long careers in local government.

Mayor Robyn Gulline visited Council’s operations depot this week to congratulate Ben Rowan and Johney Htoo after the pair officially completed their certificate three qualifications

Firstly, I apologise to those who attempted to contact me over the last four weeks while I’ve been away due to surgery, I’m trying to catch up, and will be in touch soon.

HRCC has commenced video recording Council meetings, indexed by agenda items.  An important improvement for those interested in decisions on matters concerning them. To access, go to http://webcast.hrcc.vic.gov.au/

You can access debate and concerns raised regarding the landscaping on the riverfront and the MoU for the mineral sands mine, both on the agenda last Tuesday April 26.

PROJECTS AND WORKS 
RIVERFRONT NODES UPDATE
This week joists were installed on the three riverfront nodes that are currently under construction. Decking and balustrading will follow in the coming weeks. The node pictured is at the end of Firebrace Street near the start of Dixon Drive. 
This area will form a key community meeting place with sheltered seating areas and a starting point to explore the riverfront.
Signage and educational material about the site, including indigenous cultural heritage and post-settlement history will be integrated into the landscape development. 
A site for a cafe is also proposed in the longer term.
 
TREE TRIMMING UNDERWAY ACROSS HORSHAM
Council advises that the powerline clearance program of street trees is currently being undertaken in Horsham.
The pruning will be conducted in accordance with the Energy Safe Victoria’s guidelines to ensure that the trees have the required clearance from power lines.
While the trees are being pruned, Council will ensure that the residents in the area will not be affected. 
The works are due to be completed by the end of June.

DADSWELLS BRIDGE RURAL ROADS
As part of Council’s capital works program, 800m of Delahuntys Road has been re-sheeted with gravel sourced from Mount Zero Quarry. Plant equipment will remain in the Dadswells Bridge area over the coming weeks as other rural roads receive scheduled maintenance.

The Natimuk Economic and Social Plan will focus on the economy and liveability within the town.
It will deliver an achievable three-year (2021-2024) plan that enables the Natimuk community to implement its actions.

Domestic Animal Management Plan

We are seeking input from the community on priority actions to include in the Domestic Animal Management Plan, which will guide Council on how to manage cats and dogs in the region. Your input will help to shape the draft plan’s objectives and actions.

Leading Hand Urban Maintenance/Concreter
This role is operational and includes responsibility for supervision of the day-to-day activities of the Urban Maintenance Unit, which provides effective maintenance of concrete and drainage structures including footpaths, kerb and channels and similar infrastructure.
