In Memoriam – Officer Stephen Plum, Jr.
Warrington Township Police Department is mourning the sudden loss of K-9 Officer Stephen Plum, Jr., an eight-year veteran of the department and a veteran of the United States Marine Corps. Officer Plum passed away Monday, May 16, 2022 at the age of 38. Officer Plum, Jr. was laid to rest on Friday, May 27, 2022.
Officer Plum was known for his kindness, infectious laugh, smile, and big heart, which impacted everyone around him, including those in the Warrington community he served with honor and dedication. A devoted husband, father, son, brother and friend, Officer Plum is survived by his wife and best friend Nancy, five children (four sons and a daughter), parents, siblings, friends, his beloved K-9 Murphy and his fellow officers in law enforcement.
Officer Stephen Plum, Jr. is fondly known as ‘K-9 Murphy’s human,’ He was devoted and committed to our K-9 Unit and to his partner Murphy.
A GoFundMe page has been set up to help support Officer Plum’s family through this difficult time and in the foreseeable future. Donations can be made, here.
Donations can also be mailed to or dropped off at the Warrington Township Police Department’s headquarters, located at 2330 Lower Barness Road, Warrington, PA 18976. Checks can be made payable to Nancy Plum.
Warrington Community Day 2022
County Line Road Improvement Project In Progress
County Line Road between Fairmount Avenue and Bradford Road will remail closed for roadwork with detour until spring 2023. Repairs will be made to the roadway including a replacement of the bridge. Traffic will be detoured over Lower State Road, W. Street Road and Route 611. Access to residences and business along County Line Road will be maintained by PennDOT within the construction zones.
The project is part of a 3-mile wide transportation improvement project between Kulp Road and Route 611 (Easton Road). The improvement project in its entirety is expected to be completed by 2026.
Community Room Task Force Committee
The Community Room Task Force Committee had reached a decision to allow GKO to proceed with the design and estimates for the building. The group decided on an HVAC system that meets the needs of the building and is the most cost and energy efficient for the project.
The Warrington Township Community Room Task Force Committee will discuss the concept to construct a community room at Lion’s Pride Park located on Bradley Road. The meetings will be hybrid on Fridays at 2:00 PM through July 1, 2022, at the Warrington Township Building or via zoom.

Rental Housing Inspection Program
Warrington Township implemented an annual rental inspection program for all rental housing units located in the Township to ensure the health, safety, and welfare of the Township residents. The inspection is to ensure the rental housing units are in compliance with building, housing and safety ordinances.
Rental Inspections in Warrington Township are conducted Monday through Friday between 8:30 am and 3:00 pm. If you paid and registered for your annual inspection for 2022, call to schedule, please contact the Rental Inspection Office at 215-997-7501 x 302 or email to schedule.

Use and Occupancy Certification
Selling your home or business? Or getting new tenants?
A Use and Occupancy is required for both commercial and residential properties going for lease/rental and resale in Warrington Township. Occupancy Certificates are applicable for 60 days once issued. If a home is equipped with a sprinkler system, the system needs to be certified by a registered third-party agency.

Building Permits
The Building and Code Enforcement office would like to remind you for the need to get permits. Permits are required for any zoning work such as fences, sheds, paving, etc. Building permits are required for any alterations, additions, finished basements, decks, swimming pools, etc. The Township website is equipped with permit forms and information packets to answer any specific questions you may immediately have. Public Service Announcement:
Residential Sprinkler Systems
It has been brought to the attention of the Warrington Township Emergency Management office that some homeowners with sprinkler systems are having sprinkler systems shut off in their homes. Those homeowners who re-piped the sprinkler system, a permit is required. In addition, in the event a fire occurs if the sprinkler system has been shut off, it’s likely that the homeowners' insurance policy will deny a claim.

The Warrington Dragons are a competitive swim team that competes in the Lower Bucks Swim League (LBSL).
Our growing team supports athletes ranging in age from 5-18. Our swim season begins each year in late May and concludes by the end of July.
The Warrington Dragons Swim Team is a non-profit self-supported organization offering the children of Warrington Township and nearby communities an excellent opportunity to participate in a summer recreational athletic program.
Participation in the swim program has shown to be a great character builder. The program encourages excellent teamwork, leadership, and social skills while creating a great sense of accomplishment, both as an individual and as a team. This experience also has wonderful health and physical benefits, not to mention the pure “FUN” of swimming and being with friends during a great time of the year. DocterAdams® Community Park: NOW OPEN
The Doctor Adams Community Park grand opening occurred on Friday, April 29, 2022, with State, County, and Warrington Township officials along with special guests and New Orleans Saints running back Josh Adams. Members of the community including township staff and law enforcement celebrated the Ribbon Cutting for DocterAdams® Community Park by enjoying the amenities of the newly equipped playground.

Trained and Equipped with Autism Kits
Warrington Township Emergency Management and the Warrington Police Department have been working to train and equip their vehicles with Autism Kits. On April 27, 2022, Chief Daniel Friel of the Warrington Police Department received a donation, from Mr. Lou Altomari, President of the Rotary Club. Mr. Altomari provided the Police Department with enough Autism Sensory Kits to equip all Warrington Patrol Vehicles. On behalf of the Warrington Police Department, Chief Friel graciously accepted the donation and thanked Mr. Lou Altomari, President of the Rotary Club for their generous donation of Autism Sensory Kits.

Carrying the Flame of Hope, Bucks County Special Olympics Torch Run
Corporal Neipp, Officer Kozuch, and Officer Coia assisted in the Bucks County Special Olympics Torch Run. The mission of the Law Enforcement Torch Run® (LETR) is to raise awareness and funds for the Special Olympics movement. Approximately 20 runners were escorted 15 miles from the Bucks County Court House to Council Rock High School to open the 2022 Special Olympics.

Warrington officers have been compiling a database which will provide first responders with the information they need to help a special needs resident who is without their caregiver, who may have wandered from home or who otherwise is in need of assistance. This form will provide the officers with vital information to ensure the ‘Handle with Care’ resident is properly cared for in an emergency situation. All information in the registry will be held in strict confidence.

Online Police Reporting has been launched through the Warrington Police, CRIMEWATCH Platform. The public can go to the CRIMEWATCH portal to file an incident report. They can find our portal using the customized department domain name that they currently use.

Warrington Employee Retirement of Joe Scarpill
Joe Scarpill of the Warrington Township Public Works department retired after 43 years of service to the Township. Mr. Scarpill retired from his full-time position 10 years ago and remained a part-time employee ever since. After 43 years of service to the Township, staff and friends celebrated with Mr. Scarpill. Warrington Township is honored to have a long-time dedicated worker like Mr. Scarpill and we all wish him the best in his retirement!

Reporting a pothole can be submitted through Warrington’s Action Line portal for Township roads and on the PennDOT website for State Roads. State Roads consist of Easton (RT. 611), Bristol, County Line and Street Roads.

Committee Vacancies
Swim Club Advisory Committee Openings
We have openings on the Swim Club Advisory Committee for the 2022 season. This group meets once a month from February through September (meeting days and times vary) to discuss pool operations and programs. Tasks include but are not limited to:
- Establish an effective marketing plan
- Recommend new programs
- Recommend facility improvements and amenities
This is a great way to help steer the pool in a direction that will keep our pool fresh and exciting for years to come. This committee works with the pool staff and Parks Director to address issues and concerns. Bike, Hike, and Trails Committee
We have an opening on the Bike, Hike, and Trails Committee. This is a great committee committed to improving and promoting the expanding trail system in the Township. Duties include but are not limited to:
- Advising the Board of Supervisors regarding issues for bicyclists and pedestrians
- Investigate and analyze appropriate bike and pedestrian routes in the Township
- Coordinate potential extensions and connections with adjoining municipalities
- Establish programs and events to encourage the use of trails and outdoor spaces
The committee works with other committees to help expand the trail system and to inform residents of the benefits of enjoying getting out and walking, running, and riding safely throughout the Township. This committee meets once a month on the third Wednesday of the month at 7:00pm. Applications and letters of interest can be submitted to Jeannine Fielding at jfielding@warringtontownship.org.

It's time to explore some of our newly connected Warrington trails! Join the Bike Hike Trails Committee on Saturday, June 4th at 9 am for a "Guided Walk & Talk" with our Parks and Rec Director, Andy Oles. He will give us a narrated tour as we walk around Upper Nike and Lion's Pride Park, highlighting some of the history around Upper Nike as well as the groundbreaking initiative on Lion's Pride Park.

Now that the weather is getting warmer and there is more daylight, expect to see more bicyclists on the roadways. As a friendly reminder, when overtaking a bicycle in your vehicle, you must allow 4 feet of distance between yourself and the cyclist. Only pass when it is safe and legal to do so.

EAC Clean Up Day
Over 100 volunteers gathered on Saturday, May 21st to work with the Environmental Advisory Council leadership team to conduct a Clean Up Day around the Township.
Highlighted areas included:
- Bradford Dam
- Lions Pride Park
- John Paul at Lower Nike Park
- Including weeding the pollinator garden at John Paul Park
- The Weisel Preserve
Volunteers came from CB Cares, an organization of youth through CB South High School, National Honor Society students from CB South High School, CB South football players, Boy Scouts, Cub Scouts, and many adults.
provided the EAC with tools, mulch, and water for the gardens. During the event, Warrington Township Public works worked with the EAC by providing tools, mulch, and water for the gardens and worked to deliver the supplies to IPW, Lions Pride, and John Paul Park.

The EAC planted 49 additional trees and 30 shrubs at the Weisel Preserve.

Veteran Affairs Committee
|
|
Warrington Township Veteran Affairs Committee in partnership with Township leadership hosted its annual Memorial Day Ceremony on May 28, 2022 with about 200 attendees at Igoe Porter Wellings Field in Warrington. Master of Ceremonies and Committee chair Pete Scott spoke briefly and then introduced guest speakers Congressman Brian Fitzpatrick, State Senator Maria Collette and State Representative Todd Polinchock. The Invocation and Benediction were performed by Steve Hecht of Zoe Christian Fellowship Church and the posting and retreat of the colors was performed by Scout Troop 133 of Chalfont. There was a special remembrance for Officer Stephen Plum of the Warrington Police department who passed away suddenly. Music throughout the program was provided by the Veteran Association of Military Musicians. A wreath was placed at the veteran's wall by Dennis Igoe and Veteran Committee member Vice Chairman, Vinny Valinotti.
Three new names were added to the wall; Andrew Bracy, Irina Garmiz and Bruce Jackson. A special Viet Nam Veterans recognition was performed by John Dischert, a member of the Veteran Affairs Committee in partnership with the DoD.
Food was provided by Mission BBQ and Sal's Pizza.

VA Life Insurance for Disabled Veterans
Service-Disabled Veterans’ Insurance (S-DVI) provides life insurance to Veterans with service-connected disabilities with basic coverage up to $10,000 and supplemental coverage up to $30,000. Interested Veterans should apply for S-DVI by December 31, 2022. S-DVI enrollees may also consider VA Life Insurance (VALI), a new program taking effect in January 2023. Warrington Township has an active Veteran Affairs Committee (VAC) which is dedicated to serving our Veterans. We are in the process of initiating a program to help.

Special Equestrians Summer Camp
Camp will be held for one week, August 15th-19th, from 9 am until 2 pm, for children with disabilities ages 8 to 16. Activities include group therapeutic riding lessons and unmounted instruction on horse care and stable management. PLUS, arts & crafts, team-building activities, and downtime to relax with therapy dogs. Recruitment has started for the PA PFAS Multi-site Health Study.

The Agency for Toxic Substances and Disease Registry (ATSDR), a part of the Centers for Disease Control and Prevention (CDC), is studying the human health effects in communities exposed to per- and poly fluoroalkyl substances (PFAS) through drinking water. PFAS are man-made chemicals that were used for decades in firefighting foam and in many different industries including those that made waterproofing materials. ATSDR is funding researchers from seven different sites across the United States to see how PFAS impacts health. The Pennsylvania site includes 11 townships near the military bases in Bucks and Montgomery Counties.
Researchers at RTI International, Pennsylvania Department of Health (PA DOH), Temple University, and Brown University received funding from ATSDR to study PFAS and its possible relationship to health among those exposed to PFAS-contaminated drinking water in these communities.
The study team plans to enroll 1,000 adults aged 18 and older and 300 children aged 4-17 (with parent/guardian permission) to evaluate their PFAS levels, health measures like thyroid hormone levels and liver function, and medical history (including personal and family history of cancer). Participants will receive individual test results with their PFAS levels, which they can share with healthcare providers.
