What happened this week at the State House:
Click here for a complete list of bills Bi-State is tracking. As we approach the end of the 2022 legislative session, all bills have now gone to a vote in both the House and Senate. Before going to the Governor’s desk, many bills that passed both houses will go to a Committee of Conference, made up of several Representatives and Senators, to hash out the final details. Thank you to you, your staff, and your board members for all of your emails and phone calls to your legislators. It means so much!
Summary of votes this week:
- HB 1022 permitting pharmacists to dispense the drug ivermectin by means of a standing order: Passed Senate by voice vote.
- HB 1080 relative to the rights of conscience for medical professionals: Referred to Interim Study by Senate.
- HB 1131 prohibiting mask mandates in schools: This bill would remove a school board's ability to implement a mask mandate in the event of a medical emergency, like the Covid-19 pandemic. Passed Senate.
- HB 1210 relative to exemptions from vaccine mandates: This bill would add a new undefined “conscience” objection to exemptions from workplace vaccine mandates. Defeated in Senate 19-5.
- HB 1455 relative to state enforcement of federal vaccination mandates: Passed Senate with Amendment 13-10.
- HB 1526 relative to income eligibility for in and out medical assistance: Passed Senate by voice vote.
- HB 1606 making the vaccine registry opt-in: This bill would weaken NH's vaccine registry by forcing individuals to opt-in participate rather than allowing them to opt out, as is the case under current law. Passed Senate 13-10.
- HB 1609 relative to certain provisions of the fetal life protection act requiring an ultrasound examination: On its way to Governor's desk for signature! Read PPNNE's 5/6 recap of ongoing actions on federal and state reproductive health bills.
- SB 422 establishing an adult dental benefit under the state Medicaid program: Passed House 205-109.
What's going on next week:
The House will meet Thursday, May 12th at 10:00 am. The House will also meet on Thursday, May 26th when they expect to complete their work on committees of conference reports. The Senate will meet in session on Thursday, May 12th at 10:00 am in the Senate Chamber.

NH DHHS Request for Proposals Announcement: Substance Use Disorder Treatment and Recovery Support Services within the Greater Nashua Area (RFP-2022-BDAS-08-SUBST)

NH Children and Teens Experiencing Mental Health Disorders: An Analysis of 2019 Healthcare Claims Data
UNH Institute for Health Policy and Practice in collaboration with the Children's Hospital at Dartmouth has just released a summary report of findings from an analysis of pediatric mental health care claims data for 2019. This report reviews for the 0-18 population in NH: the burden of pediatric mental health conditions; mental health conditions and comorbidities with other mental health conditions; and mental health medical and pharmaceutical service utilization.
Health Landscape New Hampshire Chartbook
The Northern Border Regional Commission (NBRC)-HRSA-funded chartbooks of the landscape of health care in the NBRC region states have been posted. Here they are for New Hampshire and Vermont.
Colorectal Cancer Screening Resources
The NH Medical Society is partnering with the American Society for Gastrointestinal Endoscopy and Exact Sciences to encourage all physicians to visit their Colorectal Cancer Screening Appropriate Use website to download patient education resources, including a printable office/practice poster and patient letter templates. Materials explain the colorectal cancer screening options based on patient age and risk including colonoscopy, fecal immunochemical test, and MT-sDNA (Cologuard).
NH DHHS Launches New Customer-Centric Website
On 5/3/22, NH DHHS released this press announcement on their redesigned website. The website address dhhs.nh.gov will remain the same but includes enhanced customer-centric features designed to make it easy for visitors to find the information they need. The previous version of the DHHS website, which focused on the Department’s bureaus and divisions, sunsets after more than 10 years.
NH DHHS Announces Funding Opportunity for Summer Youth Programs
On 5/3/22, NH DHHS released this press announcement that funding is available to organizations offering summer and school-year programs geared toward middle and high school youth. As part of New Hampshire’s Invest in the Future Fund, the State will utilize $3.5 million in federal American Rescue Plan Act funds to support the Empowering Youth Program.
NH DHHS Urges Former Foster Youth to Apply for Federal Pandemic Relief Funds
On 5/2/22, NH DHHS, DCYF, released this press announcement urging former foster youth to apply for time-limited federal funding under the Consolidated Appropriations Act of 2021.

Burn Surge Virtual Tabletop Exercise Invitation (5/19, 9:00 am-12:00 pm)
The GSHCC invites you to participate in the 2022 Burn Surge Annex Tabletop Exercise on May 19th. This includes an overview of the GSHCC Burn Surge Annex prior to formal exercise play and a hotwash period immediately following the exercise. This exercise will look at high level planning assumptions, identify potential resource gaps, and highlight areas for alignment in future planning, education, training, and response between individual agencies, the GSHCC, and NH ESF-8. To promote inclusion and engagement of other member and partners in GSHCC exercises, this exercise will be open to observers. Members and partners are encouraged to listen in on exercise discussions and contribute to the learning environment. This is a great opportunity for agencies with uncertain roles to consider how they may support response in the future. Register here no later than Tuesday, May 17th COB!
