LGPD Regulation For Small Agents: Highlights, Advances And Future Paths

 

The Brazilian Data Protection Regulator (ANPD) adopted its Regulation for the Application of the Brazilian General Data Protection Law (LGPD) to Small-sized Processing Agents. Promoting BRICS economic integration via Central Bank Digital Currencies

Luca Belli (CyberBRICS Director) participated in the Conference “Promoting #BRICS economic integration via Central Bank Digital Currencies”. The event was organized by the National Institute for the Humanities and Social Sciences of South Africa, the South African BRICS Think Tank (SABTT), Nelson Mandela University and the International Business School of Zhejiang University. The Conference aimed to analyze the development of digital currencies in the #BRICS countries, highlighting issues related to interoperability and international exchange, as well as the infrastructural arrangements that the Central Banks of these countries must make to implement these new technologies.

CyberBRICS director participates in public hearing on artificial intelligence

Luca Belli (CyberBRICS Director), Ivar Hartmann (CyberBRICS Associated Scholar) and a team of researchers were invited to participate in the public hearings of the Commission of Jurists of the Federal Senate responsible for supporting the elaboration of a substitute on Artificial Intelligence. Luca Belli presented the Chinese approach to AI, based on the CyberBRICS comparative research on Personal Data Regulations across BRICS Countries. “What regulation for Artificial Intelligence” Conference

Luca Belli participated in the Conference “What regulation for Artificial Intelligence”. The event was hosted by Sorbonne University Abu Dhabi and brought together perspectives from different regions of the world on AI regulation. CyberBRICS Director Luca Belli discussed the Brazilian approach to AI, analyzing the Brazilian Bill for an AI Framework  during the conference session dedicated to the South American perspectives on AI. Artificial Intelligence, Global Differences and Inequalities

CyberBRICS Research Fellow Smriti Parsheera participated to the event on "Artificial Intelligence, Global Differences and Inequalities: Challenges and Responsibilities for Researchers and Innovators,” organised by the Centre for Computing and Social Responsibility and the global RRING Community. This multistakeholder event analysed what challenges and responsibilities arise from the development and use of AI in a context of socio-economic inequalities as well as differences in cultural values, political systems, regulation, scientific capacities, and other factors.

UN Event On Bridging Digital Divides

On Thursday, 17 March, Luca Belli (CyberBRICS Director) participated as a speaker at the Side-Event of the UN’s 49th Session of the Human Rights Council – “Eliminate the Global Digital Divide and Safeguarding Human Rights”. Belli approached the development of community networks as alternative Internet access models and highlighted their important role in bridging the digital divides among the connected and the unconnected. He also emphasized the fundamental role community networks play in ensuring what he defines as “network self-determination”, that is, “the right to freely associate to define, in a democratic fashion, the design, development and management of network infrastructure as a common good, in order to freely seek, impart and receive information and innovation”.

Brazil’s Top Court lifts ban on Telegram after content removal

Brazil’s Supreme Court lifted a ban on Telegram after the popular messaging service complied with a court order that included removing posts from President Jair Bolsonaro’s channel.

Justice Alexandre de Moraes, who had banned the service on Friday 18th March, revoked his previous court order in a decision on Sunday 20th March. The Telegram ban was part of a widening investigation into what local authorities describe as fake news and hate speech in the lead-up to Brazil’s presidential elections in October.

Online commerce in Brazil will grow 95% by 2025, double the global average

Worldwide internet sales will grow by more than 55.3% by 2025 and reach more than $8 trillion in transaction value, according to a new report released by financial technology firm FIS. The Global Payments Report 2022 points out that in the Brazilian ecommerce market, growth will be even greater, 95% in the same period, reaching US$ 79 billion (R$ 400 billion).

Brazilian National Data Protection Authority (ANPD) seeks experts to regulate the role of data protection officer

The Brazilian National Data Protection Authority has opened a call for contributions, through technical meetings restricted to guests, to discuss the role and attributions of the data protection officer. The Authority’s intention is that external experts can contribute to the process of regulating the role of the DPO, under the terms of the General Personal Data Protection Law (LGPD). It is worth remembering that the Ministry of Labor has recognized the profession of DPO.

Russian regulator blocks Google News, cites Ukraine conflict

Russia’s communications regulator has blocked the news aggregator service of Alphabet Inc’s Google, accusing it of allowing access to what it calls fake material about the country’s military operation in Ukraine, Interfax news agency said on March 24.

Russia's Yandex Reaches Settlement in Search Engine Dispute

Russian tech giant Yandex said it had reached a settlement agreement in a competition law dispute over its search engine results with Russia's Federal Antimonopoly Service (FAS) and a consortium of IT companies. The FAS told Yandex last February that it had created unequal market conditions for general online search services, that it was preferentially promoting its own products and asked it to stop. Yandex at the time said it was ready to defend its position.

Popular e-commerce platform Shopee shuts operations in India

Singapore’s giant Sea announced its plan to shut down Shopee, its e-commerce platform, in India. Shopee entered the Indian market last year and gained wide popularity very quickly due to the wide range of budget offerings. The Shopee website and app are no longer available for download on the Google Play Store and the Apple App Store. Shopee said that it is shutting business in the South Asian market due to “global market uncertainties”.

The Cyberspace Administration of China (CAC) announced the launch of the Internet Information Algorithm Filing Service, in compliance with Art 24 of the Internet Information Service Algorithm Recommendation Management Regulation, in force since 1 March 2022.

Ramaphosa puts “Internet censorship law” into operation

The Film and Publications Amendment Act of South Africa, known as the "Internet Censorship Law" entered into force. The Act prohibits propaganda for war, incitement of imminent violence, advocacy of hatred and child sexual abuse material.

Major phone and SIM-card change planned for South Africa

The Independent Communications Authority of South Africa (Icasa) has proposed tying the biometric data of South Africans to their SIM cards in a move to clamp down on fraudulent activity.

The proposals are included alongside other draft regulations which were published for public comment by the regulator on Wednesday (23 March). The regulations define biometric data as the “measurement and statistical analysis of people’s unique physical and behavioural characteristics”.

 

South Africans to receive 50GBs of free data, according to the Government 

According to the National Infrastructure Plan 2050, published by South Africa’s Minister of Public Works and Infrastructure, Patricia De Lille on Friday, every South African household will receive 50GB of data by the 2025/6 financial year.

The document says that the government aims to provide high-speed, affordable, and accessible broadband to underserved and low-income areas.
