Thank you to all who attended the Empire Clean Cities 13th Annual Stakeholder Meeting on Thursday, May 26th held in conjunction with the 33rd Annual NYC Vehicle and Equipment Show. Special thanks to NYC DCAS and NYC Parks for organizing the largest event to date! Thank you to our incredible speakers and presenters, as well as to our event sponsors, members, and nearly 200 exhibitors who came out to Flushing Meadow-Corona Park, Queens!

Public Comment Period Extended for Draft Scoping Plan
Deadline for comments extended to July 1st! The Draft Scoping Plan, approved New York State's Climate Action Council, lays out the recommended policies and actions to help the state meet its ambitious climate directives as part of the New York Climate Leadership and community Protection Act (CLCPA). Submit your comments here, and be sure to view the Draft Scoping Plan in its entirety here.
NYTVIP Updates: CMAQ Funding Exhausted
The New York Truck Voucher Incentive Program (NYTVIP) has exhausted all available CMAQ funding.  NYSERDA will also no longer accept new applications for trucks and buses that only qualified for funding under the “Other” funding category (Section 1.2.5 of the Implementation Manual). NYSERDA will review any previously submitted applications to determine if funding is available for these projects and, if so, if their projects are approved. Program participants with approved vouchers should continue to complete their projects and submit final documentation. Contact Empire Clean Cities or the Voucher Help Center for questions about funding the remaining categories!

Funding Opportunities

The $35 million Global NY Fund provides grants and loans to help NYS’s small- and medium-sized businesses go global and create new jobs. Grants of up to $25,000 to help companies start exporting or increase their global exports. Grants of up to $100,000 are available to non-profit organizations that provide export assistance and trade education to NYS companies. 

The Department of Energy's (DOE) Loan Programs Office (LPO) as $17.7 billion in loan authority to support the manufacture of eligible light-duty vehicles and qualifying components under the ATVM, authorized by the Energy Independence and Security Act of 2007. Read DOE's two-page fact sheet for an overview of how LPO can finance auto manufacturing projects here.
As part of its University Transportation Centers (UTC) program, the USDOT is seeking applications from universities for up to 35 UTC awards, with total funding of $450 million from 2022 through 2026. Only U.S. non-profit institutions of higher education are eligible to apply or to be members of a proposed UTC consortium. This Notice of Funding Opportunity (NOFO) is open now through August 25th, 2022
The Bipartisan Infrastructure Law of 2021 authorizes EPA to offer rebates to replace existing school buses with clean and zero-emission models.The program guidance and application process differ from prior EPA school bus rebate programs in many ways, so please review the summary of program requirements here before proceeding. Applications are due on August 19th, 2022.
Current Federal and State RFIs, RFNs, and ROIs

The activities to be funded under this anticipated FOA will support the government-wide approach to the climate crisis by advancing RDD&D in several areas critical to achieving net-zero greenhouse gas (GHG) emissions by 2050, including: advancement of electric drive technologies, reduction of weight of battery electric vehicle (BEV) technologies, and deployment of these technologies among diverse communities.
New York State Volkswagen Settlement Funds: Current Programs
Rebate incentive funding is now available for fleets and businesses in NYC Industrial Business Zones (IBZs) for the replacement of older, diesel-fueled trucks with BEV models. Eligibility update: applicants can now purchase an older diesel truck from a third party owner to meet the qualifying (old) truck eligibility requirements.
 
NYTVIP provides vouchers to fleets across New York State for the replacement of older diesel vehicles with the purchase or lease of battery-electric medium- and heavy-duty models. Eligibility update: As of May 27th, NYSERDA will only accept applications for Class 4-8 trucks, transit buses, school buses, and non-road port cargo handling equipment accompanied by the scrappage of a qualifying pre-2009 vehicle.

White House and USDOT Appoint New Port and Supply Chain Envoy to Work on Supply Chain Disruptions
Last week, the White House and the U.S. Department of Transportation (USDOT) announced that Retired General Stephen Lyons, former Commander of the U.S. Transportation Command, will serve as the new Port and Supply Chain Envoy to the Biden Administration's Supply Chain Disruptions Task Force. 
Clean Fuels: Study demonstrates lower consumer costs at the pump 
A new study from Clean Fuels Alliance America, "The Offsetting Impact of Expanded Biomass Based Diesel Production on Diesel Prices," shows that American production of renewable diesel and biodiesel consistently reduces distillate fuel prices by increasing the overall supply.
