Welcome to the Oregon Tobacco Retail Licensing Program email list, managed by Oregon Health Authority (OHA) and the Department of Revenue (DOR).

Together, we make sure that tobacco retailers like you have information to stay in compliance with all tobacco regulations in Oregon. We’ll send you quarterly emails with updates on tobacco retail licensing, news from the field, resources to help you follow tobacco laws and answers to questions you might have. We’ll also send you an email if there is a time-sensitive update, event or alert. Together, we can help keep tobacco out of the hands of Oregon’s youth.

Starting July 1, 2022, OHA will begin compliance inspections.

Each tobacco retailer will have two inspections per year from Oregon Health Authority: One inspection will make sure retailers are not selling to people under 21. The other will check for compliance with all tobacco retail sales laws. The Department of Revenue also conducts inspections to make sure tobacco retailers have a license. Retailers may also be subject to federal inspections conducted by the U.S. Food and Drug Administration (FDA).

As a retailer, you are responsible for making sure your employees follow federal, state and local tobacco regulations. We’ve developed the following resources with information about tobacco retail licensing to help you stay in compliance with all tobacco laws and regulations:

Tobacco Retail License Training for Retailers

OHA is offering an informational session for retailers to learn what to expect from Tobacco Retail Licensing, what enforcement will look like, and an opportunity to ask any questions.

Department of Revenue (DOR):
The Department of Revenue issues licenses to retailers, annually renews licenses, collects fees associated with licenses and penalizes retailers selling tobacco without a license. They also offer retailers access to program staff who can answer questions about the law and provide support with compliance. For information about the law or licensing, visit go.usa.gov/xe999.

Oregon Health Authority (OHA):
OHA conducts retailer education and outreach, inspections to prevent sales to people under 21, shares information about changes to the law and evaluates how well this law works. OHA also offers training, phone consultations, and in-person educational visits that you can use to train your staff.
