A Message From Board Chair, Janice Miller
We are coming off of a particularly violent May, both here in the City of Baltimore, and in the country as a whole.  This violence is coming on top of the already overwhelming impacts of the pandemic, and the ongoing daily housing crisis that many of our citizens experience.  Each of us has a right to feel safe and to be treated with dignity and respect. This right extends to our places of worship, our workplaces, our communities and markets, our schools, and in the places we call home. 

In times of crisis we often wonder what we can do that will make a difference.  First and foremost, we can support those friends, families and neighbors we know are struggling with fear, grief and loss.  We might also choose to use our voices to speak out against violence and the inequity that supports it. We can support efforts to prevent or reduce violence, and efforts to support individuals and communities in meeting their basic social and emotional needs.  The individuals and organizations in the Continuum of Care work daily to make instances of homelessness rare, brief and non-recurring. 

The CoC Action Plan is focused on building up employment and income, increasing affordable housing, streamlining our homeless response system, transforming our shelter system to a more dignified and trauma informed one, and ensuring race equity in all we do.  Violence has no place in our communities.  We stand with others across the country in condemning these hate crimes and acts of violence that have devastated individuals, families and communities.

Announcements
The June CoC Member and Board Meetings will take place in-person. The CoC Member Meeting will be held on June 9, 2022 from 2 - 4 pm at Helping Up Mission Center for Women and Children. The CoC Board Meeting will be held on June 16, 2022 from 2 - 4:30 pm at The House of Ruth Maryland’s Community Engagement Center. Registration is required for both events. We're Back In-Person!
HUD and Announce Funding Opportunities for Youth Experiencing Homelessness or Housing Instability
HUD and ACF Have announced 4 new NOFOs. Each are aimed at addressing youth homelessness and housing instability. More information for each NOFO can be found on their respective Grants.Gov pages. They are as follows:
  • FY 2022 Street Outreach Program (SOP) NOFO: Provides street outreach services to youth experiencing homelessness or housing instability, who have left home, and are sleeping on the street or are at-risk of sexual abuse, sexual exploitation, and human trafficking. 
  • FY 2022 Basic Center Program (BCP) NOFO: Provides emergency shelter and services to youth under 18 years of age who have left home without permission of their parents or guardians, been forced to leave home, or are experiencing homelessness for up to 21 days.
  • FY 2022 Maternity Group Home (MGH) NOFO: Provides up to 22 months of housing and services for pregnant and/or parenting youth and young adults ages 16 to under 22 and their dependent children.
  • FY 2022 Transitional Living Program (TLP) NOFO: Provides up to 22 months of housing and services for youth and young adults ages 16 to under 22.
Extended! New Submission Deadline for Non-Congregate Shelter RFP
The submission deadline for qualified nonprofit organizations that have the capacity to operate non-congregate shelter(s) and provide supportive services has been extended to May 31, 2022. More information can be found here.
Mayor Scott Joins HUD’s House America Initiative to Address Homelessness in Baltimore

On Wednesday, May 18, 2022, Mayor Brandon M. Scott joined the U.S. Department of Housing and Urban Development (HUD) and United States Interagency Council on Homelessness (USICH) for House America: An All-Hands-On-Deck Effort to Address the Nation’s Homelessness Crisis. Mayor Scott made the announcement with leadership from HUD, USICH, the Mayor’s Office of Homeless Services (MOHS), the Baltimore City Department of Housing and Community Development (DHCD), and a community member with lived experience of homelessness. 

Baltimore has set a goal to rehouse at least 1,000 households experiencing homelessness and add at least 1,605 new units of affordable housing, including 597 deeply affordable units, into the development pipeline during the 2022 calendar year.
