2020 and 2021 CDBG-DR Notice Published

Today, HUD published the Allocations for Community Development Block Grant Disaster Recovery (CDBG-DR) and Implementation of the CDBG-DR Consolidated Waivers and Alternative Requirements Notice.

In October 2021, HUD allocated $2 billion in CDBG-DR funds appropriated by the Disaster Relief Supplemental Appropriations Act, 2022 to assist in long-term recovery from disasters occurring in 2020. In March 2022, HUD allocated an additional $722,688,000 in CDBG-DR funds from the Act for disasters occurring in 2020 and $2,213,595,000 in CDBG-DR funds from the Act for disasters occurring in 2021.

This Allocation Announcement Notice applies the requirements of HUD’s CDBG-DR Consolidated Notice (“Consolidated Notice”) (Appendix B) and any amendments to the Consolidated Notice to CDBG-DR grants for disasters occurring in 2020 and 2021, as identified in the Notice. The Consolidated Notice, as amended, includes:

  • Waivers and alternative requirements
  • Relevant regulatory requirements
  • Criteria for action plan approval
  • Eligible disaster recovery activities

Through this Notice, HUD seeks to:

  • Advance equitable distribution of assistance, including planning for targeted assistance to residents of underserved communities, members of protected classes under fair housing and civil rights laws, and vulnerable populations who have been historically marginalized and can be adversely affected by disasters that often exacerbate existing inequities
  • Improve long-term community resilience by:
    • Fully integrating resilience planning and hazard mitigation activities into disaster recovery to reduce the impacts of climate change and future disasters
    • Encourage green recovery efforts (focusing on healthier water and air, and effective debris and waste management)
    • Address environmental justice concerns associated with disaster recovery efforts
    • Address recovery needs for accessible, resilient, and affordable housing for low- and moderate-income persons

Upcoming Webinar: 2020 and 2021 CDBG-DR Notice Overview – May 25, 2022 – 2:00 PM EDT

HUD is hosting a webinar on May 25, 2022, from 2:00 – 3:30 PM EDT to walk grantees through the 2020 and 2021 CDBG-DR Notice, focusing on waivers and alternative requirements that are new for 2020 and 2021 CDBG-DR grantees, and the administrative process grantees should follow if they previously received funds in the February 3, 2022 Notice. The training will provide an opportunity for grantees to ask questions on Notice requirements.

Save the Date: DRGR Public Action Plan Training for Grantees – June 14, 2022 – 2:00 PM EDT

HUD is sponsoring a webinar on June 14, 2022, from 2:00 – 3:30 PM EDT that will focus on the Disaster Recovery Grant Reporting System (DRGR) Public Action Plan module, how grantees must use and submit the Public Action Plan via DRGR, the difference between the DRGR Action Plan and the Public Action Plan, and recent Public Action Plan modifications in DRGR. This training for CDBG-DR grantees will provide a detailed review of the DRGR Public Action Plan module and allow for grantees to participate in a live question and answer session.

CDBG-DR grantees are encouraged to visit the 2020 and 2021 CDBG-DR Grantees page on HUD.gov to review the Notice, training webinars, fact sheets, and other grantee guidance and checklists that will provide guidance and technical assistance to ensure compliance with the Notice.
