Summer is here and staff continues to keep marching forward with activities, programs, and projects. Our Parks & Recreation and Community Services departments are geared up for summer camps, programs, and community engagement. Our project at Town Center continues on schedule and based on the July start of the balance of the Town Center work at the Amphitheater, programming there will continue until the end of June. Plans are in place to provide programming at Village Park over the summer and possibly beyond while the Amphitheater is closed due to construction. Additionally, we will continue to program the promenade for activities as well. The last day of school is the 26th, but we will continue activities at multiple school locations through our interlocal agreements with the District.
On development-related topics, we have had multiple discussions with Mr. Bellissimo as he prepares to submit various property development options for the Village's consideration. We expect that closing on the IPC property will occur sometime between the end of May and the first week of June (Bellissimo/USPA). We expect that USPA will be at our June Council meeting to present on their plans and the Polo World Championships. In other development news, Scott Swerdlin has prevailed in his lawsuit against the Polo West HOA and will be providing information on the latest evolution of the project on the Polo West Course.
We also continue to work on the Wellington Athletics project. Assuming we do not have any other interested parties submit a proposal pursuant to the statutorily required advertisement, we expect to have the project scheduled for our June 14th Council meeting.

On May 30th for Memorial Day, the Village Park gymnasium and parks will be open normal hours. The Wellington Community Center will be closed, while the Tennis Center will be open from 7:30 am. to 2:00 pm and the Aquatics Complex will be open from 12:00 pm to 5:00 pm.
Summer camp begins on May 31st.
There will be 7 free Tai Chi and Matter of Balance classes offered for seniors aged 55 and up, starting on July 5th and ending September 12th.
Applications for next season’s Lakeside Market have gone out to interested vendors and vendors from this season.

Youth Programs:
Boys and Girls Club Tutoring: Monday thru Thursday, staff works hands on with the Boys and Girls Club from 2pm to 6pm for tutoring. A total of 24 kids per day participate in the program. This program provides students with a quiet environment to focus and enhance their educational needs.
Mental Wellness Program: The program takes place Monday thru Thursday from 2:30pm to 5:30pm. Angela Harper, our Mental Wellness instructor from Therapeutic Living, conducts this program at the Community Services Building. The program partnership provides students with the opportunity to open-up in a safe environment to discuss daily stresses, personal hardships, and reoccurring issues to enhance their mental well-being.
Christopher Aguirre Memorial Foundation: This week, staff has been working with the Parks and Recreation Department at Village Park to sign-up students from the Boys and Girls Club for our Wellington Parks and Rec Summer Programs. The Christopher Aquirre Memorial Foundation will provide the Scholarships.
SWAG Parent Orientation: On Wednesday May 11th we hosted our Parent Orientation for our Swag Program. The Crowned Pearls of Wellington assisted with the meeting and discussed their expectations for the students at each individual job opportunity. The SWAG program's primary objective is to prepare high school students for future success by providing personal and professional development opportunities.
SWAG Student Interviews: On Friday May 13th, staff attended an interview with one of our SWAG Students at Premier Family Health. The student was given their expectations for work and discussed their scheduling for their program work hours. On Monday, May 16th staff attended interviews with two (2) of our SWAG students, one at the office of Commissioner Melissa McKinlay and the other at the Wellington Magazine. Both students were provided with their expected responsibilities and work hours for the program.
Crossover Program at B & G Club: On Saturday, May 14th staff hosted the weekly Crossover program at the Boys and Girls Club. There were 42 participants in attendance. This program acts as an open environment for all ages to be physically active and engage in the sporting activities.
McKinney-Vento Program for Homeless Students: On Tuesday May 17th, the Community Service Director met with Aleshia Coleman, the program planner for McKinney-Vento Program for homeless students in Palm Beach County District Schools. The Program has 145 homeless students from Wellington schools. We will partner with the program to provide additional services to the Wellington students identified by the program. O
Annual Water Reuse Summit Tour: On Wednesday May 18th, staff assisted with the travel of the Annual Water Reuse Florida Summit Tour by driving the Village bus. The Water Reuse Florida Summit is an opportunity to advocate for the many benefits water recycling provides for our Florida Communities.
Diversity and Inclusion: On Wednesday, May 18th, the Community Services Director met with Michael Slater, the Village's Diversity and Inclusion consultant to discuss his upcoming visit. Meetings were scheduled with youth groups from the Boys and Girls Club as well as several Wellington Schools.

Event Dates:
May 30th Memorial Day Parade and Ceremony
Memorial Day:
The Annual Memorial Day Parade and Ceremony will be held on Monday, May 30th. The parade will begin at 8:15am in the City Hall parking lot area and travel down Forest Hill to the Veterans Memorial. PBSO, PBFR, The American Legion, local Veterans, and the boy/girls scouts will participate in the parade. Once the parade concludes, the ceremony will begin (estimated to be 8:30am). Council will welcome and lead the ceremony. Tom Wenham will be the keynote speaker for the American Legion.
June 5th Wellington Family Autofest (Rental with the Wellington Rotary Club)

Wellington’s Family Autofest (Rental with the Wellington Rotary Club):
The Wellington Rotary Club will host a “Wellington Family Autofest” on the first Sunday of each month beginning in June (and resuming in September). The Autofest will feature classic cars and different types of vehicles along with children’s activities, sponsors, vendors, and food trucks. All proceeds will go towards a different charity selected by the Rotary Club, each month.
Redteenth (Juneteenth):
The Annual Redteenth event will be held on Sunday, June 19th from 4:00pm-8:00pm on the Promenade. This event will highlight fathers/grandfathers/prominent male figures (since it will be Father’s Day) and special give-a-ways and raffles will be offered. Food trucks, refreshments, and vendors will be onsite. Performances by the local high schools and the Boys and Girls Club will take place throughout the 4hr event.

Tanabata Celebration:
Tanabata, also known as the “Star Festival”, is a Japanese festival celebrating the folklore of the meeting of deities who become lovers who are separated and allowed to meet only once a year on the seventh day of the seventh lunar month. Traditionally, leading up to the 7th day, a bamboo tree is decorated with colorful strips of paper called Tanzaku that wishes are written on and attached to the tree. On the 7th day, the wishes are taken down. Beginning July 1st, the lobbies of the Wellington Community Center, Village Hall, and Village Park will feature a bamboo tree and Tanzaku (colorful sheets of paper) at the front desks that residents can post a wish on. A brief description of the meaning of the Tanabata will be displayed alongside the tree.
July 4th Family Celebration:
The Annual July 4th Celebration returns to Village Park on Monday, July 4th from 6:00pm-10:00pm. This year we will feature the largest fireworks display in Palm Beach County. In addition to the fireworks, we will have the return of: Crazy Games, a petting zoo, face painters, bingo, stilt walkers, traditional games, bounce houses and more! New this year- we will have United States Ninja Warrior obstacles in the roller hockey covered rink. The band will be “The Longrun” and will end just before the fireworks, which are scheduled for 9:10pm.
Back To School Backpack Event:
The Annual Back to School Backpack event will be held on Saturday, July 30th from 9am-12pm at the Wellington Community Center. With the help of the Wellington Community Foundation and Back to Basics, the backpacks and uniforms for 600 students have been purchased. The supply drive will begin on June 6th and will run until July 28th. An Eventbrite app invite will go out to students identified through their schools. Students who live in Wellington, but go to school elsewhere, will have an opportunity to receive a backpack by calling the Community Service Department. Signage will be placed in neighborhoods identified as needing assistance. The Christopher Aguirre Foundation has graciously supplied the entertainment for the event including bounce houses, obstacles, face painters, balloon artists and more. Additional sponsors include Joe DiMaggio Children’s Hospital and the Crowned Pearls. The Wellington Rotary Club and Starbucks will assist in volunteering the day of the event. The Aquatics Complex will be open and free to the public from 9am to 12:00 noon during the event.

PUBLIC SAFETY
Palm Beach County Sheriff’s Office
District 8 is working with the Courtyard Shops (Greenview Shores and Wellington Trace) property management to address complaints about golf carts illegally parking near handicap spots. Otherwise, no other incidents involving golf carts was reported this week.
Crime Bulletin issued for a stolen Watercraft bass boat that was tied up to the canal in the backyard of a home in Monterey on the Lake.
Commercial Vehicle Traffic Safety:
The Village’s two PBSO Commercial Vehicle deputies have been working hard keeping residents and visitors safe when travelling within the Village. The CMV unit conducts inspections on commercial vehicles ranging from landscaping trucks to large tractor trailers. Since the beginning of 2022, District 8 CMV units have conducted over 350 inspections resulting in 33 Out of Service drivers and 112 Out of Service vehicles. The CMV unit has conducted almost 1,000 traffic stops while assisting the District 8 Traffic Unit in mitigating crashes within the Village. Enforcing regulations on unqualified drivers, as well as critical vehicle safety violations take unsafe drivers and vehicles off Village roadways.
Road Patrol Assists Locating a Missing Elderly Man:
On May 18, 2022 at 9:52pm, Road Patrol received a case regarding a missing 86-year old elderly male with early signs of (undiagnosed) dementia. The man was last seen leaving his residence that morning. The man was found safe at a Greyhound Bus Station in Atlanta on May 19, 2022 at 1:11am in the morning. Special thanks to the coordination between PBSO District 8 and the Atlanta Police Department, the family of the man was notified and arranged to bring him back home safely.
Street Team Spotlight:
The street team has been active eliminating illicit narcotics in the Village. Team members made two felony arrests regarding illicit narcotics being sold at the Chevron gas station on Forest Hill Boulevard. Another suspected narcotics dealer was identified in the incident who resides in Wellington. The team will be conducting an extensive background investigation on the suspect.
License Plate Reader Assists Clearing Two Cases:
Through on-going surveillance and a License Plate Reader hit, the Street Team located a suspicious vehicle that entered the Village of Wellington. Agents initiated a traffic stop and agents seized numerous drugs and paraphernalia to make capsules and pills utilizing Fentanyl. The suspect, a documented gang member, was charged with trafficking cocaine, heroin, hydrocodone, possession of amphetamines, and manufacturing narcotics paraphernalia. Thanks to the outstanding efforts of the agents involved, this seizure prevented many deadly drugs from entering into Wellington and the case was cleared by arrest.
A stolen vehicle was reported on 3/17/22 at Wellington Trace and Forest Hill Boulevard. The vehicle fled east on Forest Hill and PBSO intercepted the vehicle. The vehicle’s occupants were taken into custody with no danger to the community.

The applicant for the conditional use request for Valerie’s Place ALF on Guilford Way has withdrawn the application.
The Architectural Review Board will discuss proposed updates to the color palette at its July meeting. The workshop with Council to discuss the same is tentatively scheduled for August or September.
Dr. Swerdlin has prevailed in the lawsuit with the Polo West Home Owners Association regarding the access to the former golf course. A pre-application meeting has been requested. Details of the proposal will be forwarded as more information is available.

- Department disconnects for delinquent customer accounts above $500 will re-commence next week after an extended Covid-19 grace period.
- Current "No Reads" are at 2,526. Endpoint inventory continues to arrive (80%+ of planned inventory for the FY22 Phase II Replacement project has arrived). Contractor Pedal Valve is on site this week performing endpoint replacements that will form part of the additional parallel test runs to validate the new automated meter management process.

- On May 18ith the Village's Utility Department hosted WaterReuse Florida for their annual Reuse Summit: Irrigation and Beyond, at the WCC. The summit included a presentation on reuse in Wellington and a tour of the Village's Peaceful Waters Sanctuary.
- The Utility continues working on deployment of upgraded Virtual SCADA system which will provide improved reliability and redundancy to the SCADA network as well as enhance the Department's cyber security posture. The Utility has completed configuring the new equipment across our Lift Station network and is monitoring performance. Lift Stations are expected to be fully complete May 31st. The WTP is planned to be upgraded by June 30th and the WRF by July 31st.

- Hinterland- Lift Station Phase II Rehab- Pumps were installed at Lift Station 10 this week.
- Wharton Smith-WTP R & R Project – Village staff is facilitating electrical shutdowns of caustic pump building and panels in the High Service Pump building this week to accommodate the construction work.
- Phase II Endpoint Replacement Plan (FY22) has commenced installations this week. The initial 2 weeks of project field work will be used to validate the automate process that will be used to more efficiently manage meter inventory.

Construction Projects:
Aero Club Drive widening: Ranger Construction has completed the shoulder widening, milling, and re-paving. Temporary striping has been placed until the asphalt is ready to receive the striping, which is a minimum of 14 days from the time of placement. Upcoming activities over the next two weeks include swale restoration and final striping.
Town Center Phase 2: Phase 1 of the project continues with no delays reported to date. Currently the contractor is grading the sub-base within the parking area. Over the next two weeks, the contractor will continue to grade out the parking lot and begin adding base material. Placement of underground electrical and communications conduit has commenced this period as well. We have agreed to cease Amphitheatre activities and close Scott’s Place as of July 4th, 2022, in anticipation of commencement of Phase 2 of the construction project.
Aero Club / Big Blue Landscaping: An NTP was executed on 04/29. The contractor is currently obtaining building permits to begin the irrigation portion of the project. Over the next two weeks, we hope to see construction activity on the Aero Club portion of the project.
Bent Creek Road: Curb and Fence (NE Corner of Oak Chase Drive / Bent Creek) to be installed after school ends. This work is anticipated to commence in June.
Squire Drive / Paddock Road: Curb and fencing to be installed along the rear of the Fire House parcel to address the student cut through traffic from Wellington Landings Middle School. This work is anticipated to commence in June.
Squire Drive / Ranchwood Court: Curb and fencing to be installed along the north side of Ranchwood Court to address the Golf Cart parking in the resident’s swales. This work is anticipated to commence in July.
Coming Attractions:
- Golf Cart Expansion (widening) projects will be on deck for the 06/13/2022 Village Council agenda including:
- South Shore Boulevard (Big Blue to Margate)
- Forest Hill Boulevard (Birkdale to Stribling)
- Pierson Road (Village Park to Stribling)
- Aero Club Drive / Binks Forest / Greenview Shores Intersection: The proposed project consists of the milling, paving, and restriping of the intersection of Binks Forest Drive, Aero Club Drive, and Greenview Shores Boulevard. Village staff intends to rely on Ranger Construction’s Palm Beach County Annual Contract to conduct the milling and paving and Steffen & Sons Striping, LLC’s Palm Beach County Annual Contract to conduct the striping. Once the milling, paving, and striping is concluded, Palm Beach County will replace the traffic signal loops for the existing intersection.
We continue to address golf cart pathway issues as they present themselves. We are currently awaiting delivery of additional signs for installation around the Greenbriar Corridor in the Aero Club Subdivision.

- Removed and replaced damaged sidewalk sections along Cypress Green Circle.

- Pressure cleaned sidewalk sections along South Shore Boulevard.
Surface Water Management & Preserve Maintenance
- Clean debris from various canal ends and pump stations throughout the Village on a regular and continuing basis.

Bids/RFPs/RFQs:
- RFQ 202203 - Architectural and Engineering Services for the Construction of a New PBSO Substation – Eight proposals were received on January 13th. The selection committee met on January 27th and short-listed five firms for presentations/interviews. The selection committee met on March 2nd to hear presentations and interviews from the short-listed firms. Subsequently, the committee scored and ranked each proposer. Based on the results the scoring the committee is recommending authorization to negotiate with Leo A. Daly Company. Authorization to negotiate was requested at the April 12nd Council meeting. A contract negotiation session was held on April 26th. Contract award consideration is scheduled to be presented at the June 14th Council meeting.
- ITB 202213 - Purchase & Delivery of Fill Materials – One bid was received on May 12th. Purchasing and Public Works are reviewing.
- ITB 202214 - Architectural and Engineering Services for the Construction of an Aquatics Facility – Proposals are due June 23rd.
- Notice of Unsolicited Proposal for public private partnership opportunity for Wellington Community Park redevelopment opportunity will be published on May 12th. Anyone interested in submitting a competing proposal under the provisions of Section 255.065, Florida Statutes, is hereby invited to submit a proposal in compliance with the provisions of Section 255.065 Florida Statutes. Proposals are due June 2nd.
