Workforce Australia


From 1st July the Australian Government is introducing the new employment service Workforce Australia. Workforce Australia will change how employment services is delivered, including upfront, early investment in an intensive, individually tailored, case management service for job seekers at risk of becoming long term unemployed and who have vocational or non-vocational barriers to work. 

Details on Workforce Australia and other recent Government tender announcements have been included in this update. We will continue provide you further information in future updates about these new programs.

We would like to acknowledge our current providers for the significant contribution they have made in supporting job seekers, their dedication to the region and support for the Local Jobs Program.

Make sure to check out the new Labour Market Insights website launched by the National Skills Commission. The website HERE provides a range of data and insights into the local labour market including unemployment rates, participation rates, employment services caseload data, key industries and occupations and employment growth data. Self Employment Assistance 2022-27

 
From 1 July 2022, the Self-Employment Assistance program will replace the existing New Business Assistance with NEIS program in 51 Employment Regions around Australia.

The Self‑Employment Assistance program will provide a range of services 
for current and aspiring business owners, ranging from flexible individual Business Advice Sessions  to a structured 12‑month package of Comprehensive Services. The program’s flexibility allows people to choose the support that best fits their needs and design their own pathway to run a successful small business.

JobTrainer Low Fee Courses Extended to Existing Workers in Social Care & Digital Skills

 
JobTrainer is a joint partnership between the Commonwealth and State Government to support low- cost training for more South Australians. It represents a significant investment into training delivery in South Australia.
 
JobTrainer was originally targeted to provide low-fee courses and qualifications for school leavers, young people and jobseekers, however it has recently been expanded to include existing workers in social care and digital skills.
 
A list of courses and qualifications available to existing workers in social care and digital skills, is available here. This is a great opportunity to upskill existing workers at a low cost.

Untapping the unique, hidden potential in the Yorke Peninsula to contribute to local Workforce Solutions

 
As job vacancies in Yorke Peninsula reach record numbers and the demand for workers continues to be a challenge for local business, the Local Jobs Program and the Yorke Peninsula Advisory Group (YPAG) of COTA SA came together in April explore opportunities to support and encourage older people into work.
 
The Yorke Peninsula has a significantly higher proportion of older people compared to the average age profile of South Australia. Approximately 47 per cent of the population is aged over 55 compared to 28 percent in South Australia and mature aged job seekers make up over 35 per cent of the registered job seekers in the employment region. There is a diverse range of older people within the region including job seekers, people who have moved to the region for lifestyle reasons, pensioners and people who are early retirees, semi-retired or retired.

National Work Experience Program

 
If you are registered with a jobactive Transition to Work or Disability Services provider; if you are on income support; if you are 17 years of age or older - then you are eligible for this program.
  • The program places participants in real life unpaid work experience placements
  • It helps jobseekers gain experience and confidence, while demonstrating skills to potential  employers.
  • Placements are unpaid and run for a maximum of four weeks up to 25 hours per week.
  • It's a great way for employers to assess the suitability of candidates and ensure they’re a good  fit for their business before committing to employment.
  • Businesses are eligible to receive an incentive payment of $300 for hosting an eligible National  Work Experience Programme candidate, and if participants are offered ongoing employment after the placement, they may also be eligible for a wage subsidy.

Re-engaging Volunteers into Residential Aged Care Facilities Program


There is currently a critical shortage of volunteers in Residential Aged Care Facilities (RACFs). Volunteer numbers fell dramatically during the height of COVID-19 , with more than 70 per cent of volunteers unable to assist as a result of the pandemic.
 
The Re-engaging Volunteers into Residential Aged Care Facilities program is seeking new and experienced volunteers needed for non-clinical social support to help in aged care facilities, providing companionship and assisting with leisure activities to combat social isolation and loneliness.
 
Volunteers will be matched with one of the hundreds of facilities that have registered for the program, which will run until August.

Volunteers will need to complete a short online training session and police checks and show proof of COVID-19 and flu vaccination.

Spencer Gulf Cities Regional Priorities Forum - Community

The Upper Spencer Gulf Common Purpose Group Inc. (trading as Spencer Gulf Cities (SGC)) is a strategic partnership between the cities of Port Pirie, Port Augusta and Whyalla.

This is an important regional planning forum to help shape the future of our region. We want to hear firsthand from key community and essential service providers what is needed to support the sustainable growth of our region and how we can work together to support and grow our communities.

The forum will focus on key priority areas including housing, transport and infrastructure, workforce and skills, water security, renewable energy, waste, and image and liveability. We also want to hear about any other priority areas that need to be addressed.

  • You can gain experience that could lead to a job in a business by taking part in a PaTH internship (trial). A trial is an opportunity to show an employer what you can do and how you fit into their business.
  • Trials run for 4 and 12 weeks, for 30 to 50 hours of participation per fortnight.
  • Trials are unpaid by the business, instead you will receive an extra $200 a fortnight on top of your income support payment, paid by Services Australia.
  •  To do a PaTH Internship, you must be 17 to 24 years of age.

  • You  can  trial  a  young  person  for  future  employment  in your  business  by  taking  part  in a  supervised  work  trial through a PaTH internship. Hosting a young person is an opportunity  to  find  out  if  they  are  a  good  fit  for  your business.
  • Trials  run  for  4  to  12  weeks  with  30  to  50  hours  of participation  per  fortnight.  
  • This  can  include  weekend or shift  work  (excluding  public  holidays)  if  that's  a  normal part of your business.
  • Businesses do not pay the young person during the trial, rather  the  young  person  receives  a  fortnightly  incentive paid by the Australian Government, on top of their income support   payment. 
  • The   young   person   is   covered   by insurance purchased by the Australian Government during their participation in the trial.
  • Employers who take part will receive a payment of $1000 to help cover the costs of hosting a trial.

Mid North Care And Support Employment Guide


The Mid North Local Jobs Program has developed a reference guide for people considering employment in the Care and Support Sector given the significant demand for workers across this sector, and the varying job roles and entry requirements across different businesses which can be confusing for people seeking work

We hope that this will be a handy reference guide for job seekers and others looking at employment in the care and support sector.

Indigenous Skills and Employment Program (ISEP)

 
The Indigenous Skills and Employment Program (ISEP) contributes to closing the gap in employment by supporting pathways to employment for Indigenous Australians, through flexible, locally informed investment. The program will increase economic opportunities for Indigenous Australians and drive actions that connect Indigenous Australians to jobs, targeted skills acquisition and career advancement opportunities.
 
The ISEP is a complementary Indigenous employment program that endeavours to work seamlessly alongside other Commonwealth or State and Territory funded employment programs. The ISEP fosters partnerships and co-investment with key stakeholders at the local level, in particular with providers, state, territory and local government and employers, to realise mutually beneficial outcomes.
 
A two stage competitive selection process is expected to commence from March 2022. For further details, please visit the program website.

Overview

Commonwealth Home Support Programme (CHSP) Transport service providers and CHSP providers where Transport costs are more than 5 per cent of their organisation’s annual grant funding may apply for  additional one-off funding under the CHSP Ad Hoc Proposals Grant Opportunity (GO4265). This recognises that for some CHSP providers, their transport costs have risen significantly in recent time, due to the fuel price increases or longer trip times due to road closures from recent flooding events. These costs are an unforeseen cost associated with the delivery of CHSP services, and therefore fall in scope for applications under GO4265.
 
Combined with the Government’s announcement in March 2022 to temporarily reduce the fuel excise, funding under GO4265 will assist to maintain the service delivery of CHSP services.
This payment is a one-off payment and will take into account the increased fuel costs for the 
period 1 March 2020 to 30 June 2022. The one-off payment equivalent to 30 cents per litre will be made in May/June 2022 to eligible providers via a variation to their existing grant agreement.
Additional one-off funding for CHSP Transport costs is only available to:
 
•     CHSP Transport only providers where underspends have been fully utilised,
•     CHSP providers funded to deliver Transport and other services, where flexibility provisions and underspends have been fully utilised,
•     CHSP providers funded to deliver services other than Transport, but have a transport  component (i.e. unaccompanied shopping, social outings, meals) where flexibility provisions and underspends have been fully utilised
•     Providers that without the additional funding, are presented with continuity of service risks for clients until 30 June 2022
 
Sub-contractors cannot apply directly. Sub-contractors must contact their funded available to them. All applications must nded organisation in the CHSP Funding Agreement.
 
How to Apply
CHSP providers must complete the GO4265 application form (version 4 - December 2021) as per the Grant Opportunity Guidelines (GOGs), with the following guidance for this specific funding request.
• In the section Please indicate under which category you are applying for funding providers should select unforeseen and exceptional circumstances, and ensure they click the ‘Y’ button for Are you requesting one-off funding?
•     In the section Alignment with Grant Opportunity Objectives, the information supplied should include clear details on the cost increases incurred. Information that demonstrates how the flexibility provisions and any underspends have been fully utilised should also be provided.
•     Information must include what the estimated litre usage is for these four months, including any actual usage available for the period of March 2022. A 30c per litre funding will be applied to this estimate.
•     Ensure you include the relevant ACPR(s) and set the Activity Type to CHSP Transport in the funding table and ensure an accurate sub-total and total are applied.
