June 2022 Grants and Events Guide: CFA Edition

Dear HVRC Community,  

This month we are introducing you to the Hudson Valley Regional Council’s new Grants and Events Guide. Every month, HVRC will be bringing you news on available grants and opportunities for economic development, clean energy, and sustainability. Welcome to the first edition, focused on the Consolidated Funding Application Round XII! In the future, we will dive more deeply into some of these grant opportunities. Please feel free to reach out should you have questions on any of the funding available under the CFA.

Watershed Characterization Technical Assistance from HRWA

The Hudson River Watershed Alliance (HRWA) is soliciting applications to provide technical assistance to develop watershed characterizations. No funding or match is required from participants. Applicants and advisory committee members will commit their time to support the watershed characterization process.

For details, see the program website and full Request for Applications here. Applications are due by June 15 at 5 PM.

The Round XII Consolidated Funding Application is open until July 29th, 2022 4:00 PM.

The Mid-Hudson Regional Economic Development Council (REDC) is hosting multiple informational sessions about this round of the CFA – more details available here.

Empire State Development: Up to $25.125 million
• Up to $15 million for Market New York
• Up to $8.125 million for Business Incubator & Innovation Hot Spot Support Program
• Up to $2 million for Strategic Planning and Feasibility Studies

Homes and Community Renewal: Up to $24.2 million
• Up to $4.2 million for New York Main Street Program
• Up to $20 million for New York State Community Development Block Grant Program

Office of Parks, Recreation and Historic Preservation: Up to $20.875 million
• Up to $20.875 million for Environmental Protection Fund Grants Program for Parks, Preservation and Heritage (EPF)

Department of State: Up to $26.3 million
• Up to $16.3 million for the Local Waterfront Revitalization Program
• Up to $4 million for the Brownfield Opportunity Area Program
• Up to $2 million for the Smart Growth Comprehensive Planning Grant Program
• Up to $4 million for Local Government Efficiency Program

New York State Canal Corporation: Up to $1 million
• Up to $1 million for the Canalway Grants Program

New York State Department of Agriculture & Markets: Up to $5.8 million
• Up to $5.8 million for the NYS Grown & Certified Infrastructure, Technology & R&D Program

New York State Energy Research and Development Authority: Up to $25 million
• Up to $10 million for Carbon Neutral Economic Development Program
• Up to $15 million for Commercial and Industrial (C&I) Carbon Challenge

Department of Environmental Conservation: Up to $92 million*
• Up to $14 million for the Climate Smart Communities Grant Program
• Up to $75 million for the Water Quality Improvement Project (WQIP) Program
• Up to $3 million for the Non-Agricultural Nonpoint Source Planning and Municipal Separate Storm Sewer System (MS4) Mapping Grant Program

Environmental Facilities Corporation: Up to $18 million*
• Up to $15 million for the Green Innovation Grant Program
• Up to $3 million for NYS EFC Wastewater Infrastructure Engineering Planning Grant

Empire State Development: Up to $225 million
• Up to $150 million for ESD Grant Funds
• Up to $75 million for Excelsior Jobs Program

New York State Power Authority: Up to 17.9 Megawatts
• Up to 17.9 Megawatts for the ReCharge NY Program

Climate Smart Communities Grant Program 2022 RFP

These 50/50 matching grants are available to all communities across New York State to aid in the completion of priority climate and environmental protection activities. The community portion of the match can include personnel services, and real property, in-kind equipment, volunteer time, and donated professional services. There are multiple types of projects acceptable under the Climate Smart Communities Program, described below.

Implementation- Greenhouse Gas Mitigation Projects:
Project types: reduction of vehicle miles traveled (VMT), reduction of organic waste, refrigerant management, renewable energy in low-income housing.

Implementation – Climate Adaptation Projects:
Eligible adaptation project types include projects designed to provide a meaningful reduction of risk to residents, infrastructure, and/or natural resources from hazards projected to become more severe or frequent as a result of climate change, such as flooding, drought, natural disasters or extreme heat.

Certification Category Projects:
Up to $2,000,000 is available for government and community greenhouse gas inventories, government operations and community climate action plans, fleet inventories, fleet efficiency policies, organics management plans, construction and demolition waste policies, comprehensive plans with sustainability elements, complete streets policies, planning for biking and walking, natural resources inventories, climate vulnerability assessments, evaluating policies for climate resilience, climate adaptation plans, heat emergency plans, design of flood elevations and flood maps, freeboard policies, and National Flood Insurance Program Community Rating System participation. 

Did you know?

The Community Choice Aggregation Public Order states that “All customers, including residential and non-residential, regardless of size, shall be eligible to participate in CCA programs.” That means municipal accounts can participate in 100% Renewable CCAs and run their operations on local, green energy. However, only certain account types are enrolled automatically when a municipality joins a CCA. Other accounts will need to request enrollment in the CCA. Below are the Utilities in the Mid-Hudson Region and the Electric Service Classes that are automatically enrolled in CCAs:
 
  Central
Hudson Gas and Electric
Consolidated Edison Company of New York New York State Electric and Gas Corporation Orange and Rockland Utilities
SC1 Residential Service; and SC2 General Service SC 1 Residential and Religious; SC 2 General-Small; SC 8 Multiple Dwellings-Redistribution; SC 12 Multiple Dwelling-Space Heating; and SC 13 Bulk Power- Housing Developments SC 1 Residential Service; and SC 6 General Service SC 1 Residential Service; and SC 2 General Secondary or Primary Service
 
There are other reasons why the above account types may not be automatically enrolled in a CCA serving the municipality. Customers currently served by an ESCO, subject to an account block or freeze, and customers on riders or other special rate treatment are also not included automatically.
