CEGA: Request for Proposals: Digital Credit Observatory (DCO) Data Privacy (Jun 22)
Details: The Center for Effective Global Action (CEGA) is pleased to announce the 2022 Digital Credit Observatory (DCO) Data Privacy Request for Proposals, with support from the Bill & Melinda Gates Foundation. The widespread adoption of mobile phones, mobile money, and other digital devices and services has led to a rapid increase in the volume of personal data being collected in low- and middle-income countries (LMICs). Data privacy has received a lot of attention in high-income country contexts from both technical and non-technical researchers, but little work has been done to study data privacy in the LMIC context. This initiative is intended to help fill that gap.

This RFP is focused on funding original research on questions related to data privacy in low- and middle-income countries. We are interested in technical proposals that explore the potential for privacy enhancing technologies (PETs), as well as theoretical and qualitative work that seeks to better understand concerns regarding data privacy and/or possible ways to enhance data privacy protections in LMICs. While we do not have a particular disciplinary preference, the proposal must focus on data privacy, and it must have a specific focus or relevance to LMIC contexts.

Digital Transformation of Development (DToD) Fellowship | Blum Center for Developing Economies (Jun 13)
Details: Funded by a National Science Foundation Research Traineeship (NRT) award to the University of California-Berkeley, the Digital Transformation of Development (DToD) Fellowship provides interdisciplinary training for our students in design methodologies, algorithms, and problem-solving approaches to substantively analyze, ethically investigate, and develop verifiable, fair, inclusive, and useful observations from datasets and models. The project anticipates training 100 master’s and doctoral students, including 28 NRT-funded trainees, from any degree program at the university that expresses interest in researching digital transformation of development (DToD). Accepted fellows will participate in relevant events, professional training and will have the opportunity to apply for a travel fellowship to apply their research in a specific context.

Weiss Fund for Research in Development Economics Implementation and Policy Grants | University of Chicago Becker Friedman Institute (Rolling)
Details: The Weiss Fund for Research in Development Economics supports research by students and ladder faculty at Boston University, Columbia University, Harvard University, MIT, Northwestern University, Princeton University, Stanford University, University of California, Berkeley, University of California, San Diego, University of Chicago, and Yale University working in development economics, broadly defined.

The Weiss Fund is interested in funding proposals to (a) bring research to bear on important policy questions in collaboration with governments or NGOs working at scale; and (b) support research / implementation studies that may be needed to inform immediate, high impact decisions by implementers. This call is open across sectors, although initially we are particularly interested in proposals from researchers working with NGOs and governments to address the impacts of the COVID-19 crisis. Implementation and Policy Grants are capped at $25,000 and will be reviewed on a rolling basis.

CEGA: Development Impact Summit (Jun 21-22)
Details: Development Impact West Africa (DIWA) is holding its Development Impact Summit on June 21-22, 2022 in Accra, Ghana. The Development Impact Summit brings together the impact evaluation community in West Africa, government officials in Ghana, and renowned experts in the field from all over the world. The event will showcase findings from rigorous policy relevant research coming out of the region and offer networking opportunities for new collaborations and intellectual exchanges.

Established in 2019, DIWA is a partnership between the Ghana Institute of Management and Public Administration (GIMPA) and the Center for Effective Global Action (CEGA) at UC Berkeley.

CEGA: 2022 Africa Evidence Summit (Jun 29-30)

Details: CEGA's 10th Annual Africa Evidence Summit in Kigali, Rwanda is an annual gathering that brings together our network of East and West African scholars, U.S.-based faculty, policymakers, and practitioners to disseminate the latest research findings from the region and forge new connections. We are delighted to partner with the Network of Impact Evaluation Researchers in Africa (NIERA), the University of Rwanda (UR), and CEGA’s Digital Credit Observatory (DCO) to host this event.

CEGA’s Global Networks program launched in 2011 with our flagship program, the East Africa Social Science Translation (EASST) Collaborative. EASST has built a robust network of talented East African scholars conducting rigorous impact evaluations of social programs in the region, who established NIERA in 2018. In 2019, CEGA expanded to begin working in West Africa, together with the Ghana Institute of Management and Public Administration (GIMPA) on Development Impact West Africa (DIWA). For our 10th Annual Summit, we are delighted to bring these networks together and showcase evidence on East and West Africa from leading local and US-based researchers.

Financing Primary Health Care: Opportunities at the Boundaries | The World Bank (Jun 14-16)
Details:
The World Bank, USAID and the Global Financing Facility, with the support of GIZ, will host the 6th Annual Health Financing Forum (AHFF) on June 14 to 16, 2022. This year's AHFF will focus on approaches to mobilizing and pooling funds to pay for primary health care (PHC).
Despite more than 50 years of global attention to PHC, including efforts over the past ten years working towards universal health coverage (UHC) with essential services and financial protection, the COVID-19 (coronavirus) pandemic has revealed how health systems in many low- and middle-income countries remain focused on delivering secondary and tertiary care. 

This year, the forum will be hosted in Washington, DC and online. Six plenary sessions will explore opportunities at the boundaries, that is, areas where the way forward remains controversial or unclear.  The Forum will build on the work of the recently released Lancet Commission on Financing Primary Health Care: Putting people at the Centre.

ECA Talk: Foreign Aid to Countries in Conflict | The World Bank (Jun 16)
Details:
How does conflict influence which countries with good or bad governance receive official development aid flows? What is the effect of aid on conflict? The foreign policy objectives of the largest donors – especially the U.S. – play a large role in how these questions turn out. During the period when US foreign policy was dominated by the War on Terror (2001-2021), foreign aid increased the fastest to countries in conflict and to the most authoritarian states. Evidence during this period indicates that aid on average made conflict worse. The end of the War on Terror and the onset of the War in Ukraine marks a new phase in which U.S. foreign policy now prioritizes support of democratic states. There is hope that aid to countries in conflict may now have a more positive role.

Using Data to Address Inequality in Development | Harvard Kennedy School (Jun 29)
Details:
Join Rema Hanna, the Jeffrey Cheah Professor of South-East Asia Studies and Chair of the International Development Area of HKS, for a discussion with Harvard faculty Zoe Marks and Asim I. Khwaja about using data to address inequality in development. This interactive panel will explore different dimensions of inequality that have been highlighted and exacerbated over the past two years. Drawing lessons from the COVID-19 pandemic, speakers will address questions about how to use data effectively for more equitable development going forward.

CEGA: Hiring Program Manager, Berkeley Initiative for Transparency in the Social Sciences (Rolling)
Details: CEGA seeks a motivated Program Manager to support our flagship research transparency initiative, the Berkeley Initiative for Transparency in the Social Sciences (BITSS). This is an opportunity for candidates who are passionate about social science research; want to contribute to positive change within the scientific community; and have a strong desire to expand and deepen their skills in project management, strategic planning, and partnership development.

The BITSS Program Manager will manage the implementation of projects that fall under the BITSS portfolio, as well as program communications, event organization, and research. They will also support general administration and contribute to BITSS’s institutionalization, training, and research projects. The incumbent will be a proactive team player with project management experience and knowledge of the academic research process.

CEGA: Hiring Program Manager, Data Science for Development (DS4D) (Rolling)
Details:
The Center for Effective Global Action (CEGA) seeks a full-time Program Manager to lead our data science for development (DS4D) sector. This sector brings together research initiatives and activities that facilitate the use of novel data sources and data science tools for addressing issues of global poverty.

The Program Manager will be responsible for managing the DS4D sector’s research programs and initiatives, including those focused on targeting aid, digital financial services, data privacy, measurement, and geospatial analysis for development. The Manager will do this by managing existing portfolios of research, conceptualizing new areas of research, fundraising, building partnerships, and engaging in communications to support researchers who are working in this space. The Manager will not be responsible for technical data science applications but should be conversant with related research and technologies, as well as topics related to international development.

CEGA: Hiring Software and Data Engineer (Rolling)
Details:
CEGA, in coordination with the Global Policy Lab, is recruiting a full-time Software and Data Engineer to help us tackle some of the world’s most pressing challenges. We are an interdisciplinary team of faculty, students, scientists, and engineers that conduct path-breaking research and high-impact policy related to global poverty, climate change, and related topics. This role will work across several new and existing projects, starting in the Summer of 2022. The exact role and responsibilities will depend on your strengths and interests, but examples of projects include: open source software development and repository management, large-scale data engineering, back-end ops, and front-end software development (optional, and only if the candidate is interested).

Economist, Senior Manager, Causal Design (Rolling)

Causal Design is an economic consulting firm conducting rigorous program evaluations and analysis for international development organizations. Our evaluations are designed to provide timely and practical information to decision makers working to end poverty and inequality.

We are looking for a social/economic researcher to join our team. While we work collaboratively on all our projects, the Impact Evaluation focused Economist will be expected to work fairly independently as they are often on site with our NGO partners (including in the field). This position will be expected to leverage in-depth and comprehensive technical and managerial expertise to independently complete and oversee all aspects of Impact Evaluation (IE) design and implementation across a range of complexity and client/country context across a large share of Causal Design’s portfolio of IE activity. DevLab@Penn and the Center for the Advanced Study of India (CASI) seek outstanding candidates for predoctoral research coordinator positions to work with us on research projects in international development.

DevLab@Penn and CASI seek to provide hands-on research experience to early career researchers, and particularly encourage applications from recent graduates with a strong desire to attend a top global PhD program in the social sciences. We welcome applicants from a wide variety of research backgrounds, and do not require a particular country focus or expertise (including on India). Successful candidates will work on DevLab@Penn and/or CASI research projects, receive mentorship from Penn faculty, and will have the opportunity to enroll in classes while at Penn. This is a one-year term position with the possibility of renewal for a second year, contingent upon continued funding.

Mental Health & Psychosocial Support (MHPSS) Research Specialist, Hebrew Immigrant Aid Society (Rolling)
Details:
HIAS seeks a Mental Health & Psychosocial Support (MHPSS) Research Specialist to lead coordination on research initiatives globally, working closely with the Director, Resilience Programs, the Regional Technical Advisors, MHPSS and external academic partners. This role involves liaising across several research and programmatic initiatives for MHPSS globally to deliver the projects in a high-quality, effective and efficient manner. Under the direct supervision of the Director, Resilience Programs, the MHPSS Research Specialist will deliver technical assistance remotely to country program colleagues to support field implementation of operational research. They will support the following areas, including research protocol development and implementation; data collection, monitoring and evaluation; data analysis; process documentation and deliverable tracking; and staff training and technical oversight. They will coordinate closely with regional MHPSS stakeholders. This position will also support with implementation of similar pilots, cross-context learning, development of program guidance and other internal initiatives
