Hello and Welcome!

We want to say thank you! Over the last few years, we have authored and expanded our outreach via the weekly newsletter recipients and have received an outpouring of positive and thankful feedback from our audience. We are excited to continue growing our network, expand our communication capabilities, and utilize different communication platforms such as our DEMA website, social media, and relevant topics through a regular webinar series. These additional outreach items will take time and effort; therefore, the newsletter will change from weekly to monthly publishing so our team members can begin communicating and educating our audience through multiple platforms. The following newsletter is scheduled to be sent out on July 7th.  We are also very excited to introduce two new team members!
  • Leanne VanDerveer is the new Principal Planner for the DEMA Recovery team. A native of Virginia brings a unique perspective and experience ranging from small, rural community flooding events to major hurricanes and blizzards. She spent the last five years at the Virginia Department of Emergency Management as the Recovery Grants Manager before her family relocated to Delaware in January 2022.
  • Stephanie Swisher is the new Administrative Specialist for the DEMA Recovery team. Originally from Colorado, Stephanie and her family have resided in Germany for the last five years. She is a veteran and has a background in military emergency management operations and is happy to be able to continue her public service as an advocate for Delawareans impacted by natural and manmade disasters.

PUBLIC ASSISTANCE

COVID-19 Public Assistance (PA) Grant Application Deadlines:

  1. Request for Public Assistance (RPA) must be submitted by July 1, 2022.
    1. Applicants submit RPAs through FEMA’s Grants Portal system.
    2. If your organization does not yet have an account, you may request an account via the self-registration option on the home page.
  2. Federal grant cost-share under the P.A. program will decrease from 100% to 90% for any projects with work completed on or after July 1, 2022.
    1. 100% Funding: FEMA will apply 100% federal funding to all eligible COVID-19 costs for work performed and items used from the beginning of the incident period through 11:59 p.m. on July 1, 2022
    2. 90% Funding: In Section 311 of the Consolidated Appropriations Act, 2022, Congress directed the federal share of assistance for the COVID-19 disaster declarations to be at least 90%. FEMA will apply the 90% federal cost-share to funding for all eligible costs for work performed and items used on or after July 2, 2022. This includes any P.P.E. or other supplies purchased for a 60-day time.
  3. Project applications and all supporting backup documentation for work completed between January 20, 2020, to July 1, 2022, are due to FEMA no later than December 21, 2022. All backup documentation should be uploaded into the FEMA Grants Portal, per project.

What Happens Next?
 
On March 15, President Biden signed "H.R. 2471, Consolidated Appropriations Act, 2022" into law, which granted a minimum 90% federal cost-share for any emergency or major disaster declarations with an incident period between January 1, 2020, and December 31, 2021. The Federal Emergency Management Agency (FEMA) announced the new 90/10 cost-share adjustment, "the enacted law authorized an increase to the standard 75% federal cost-share to at least 90% for Public Assistance (P.A.), the Hazard Mitigation Grant Program (HMGP) and specified Individual Assistance (I.A.) programs authorized under emergency and major disaster declarations." 
 
In Delaware, DR-4566 Tropical Storm Isaias and DR-4627 Remnants of Hurricane Ida are both within the associated timeframe for the increased cost-share. Therefore, the increased federal cost-share directly benefits applicants with projects in all phases, including those that have already been obligated and those still in project formulation and will be obligated in the future. 

1. Process: Applicants do not need to request the change to increase their cost-share: this process was initiated automatically in the FEMA Grants Portal for all affected projects. The Delaware Emergency Management Agency (DEMA) P.A. team is verifying all applicant projects affected by the additional grant funding increase were accurately adjusted. 
2. Agreements: Those applicants with increased obligated project awards will be contacted to sign amended or initial Public Assistance Sub-Recipient Award Acceptance Agreement letters acknowledging the increase in funding. Once the administrative process is complete, DEMA PA staff will work diligently to coordinate awarding the additional P.A. grant funding.    
3. Timeline: Our team is working on updating all award letters and agreements affected by this change, and those should be circulated within the next two weeks if you haven't gotten anything yet. With State fiscal coming up on their annual shutdown, it will likely be July before you will see the effects of the increased cost-share for your grants.

NOAA Predicts Above-Normal Atlantic Hurricane Season

The National Oceanic and Atmospheric Administration (NOAA) predicts an above-normal 2022 Atlantic Hurricane Season which begins June 1, 2022, to November 30, 2022. Last week, Small Business Association Administrator Isabella Casillas Guzman joined President Biden and others for a briefing on interagency efforts to prepare for and respond to hurricanes this season. Make sure you are prepared this hurricane season with help from SBA.

New Climate Modeling Predicts Increasing Occurrences of Flash Floods Across Most of the U.S.

A research team led by the University of Oklahoma, with the NOAA National Severe Storms Laboratory and collaborators at the National Center for Atmospheric Research, have created simulations from coupled climate and hydrologic models demonstrating widespread increases in the occurrences of flash flooding events across most of the United States. They found that if emissions continued at their current rate, flooding events would become 7.9% "flashier” by the end of the century, meaning heavy rainfall events are likely to occur quickly and in concentrated areas that are likely to lead to flooding.

Prepare Emotionally for Hurricanes

Following are resources for disaster behavioral health professionals, parents and families, and the public about preparing for a hurricane. The resources discuss steps to take in preparing for hurricanes and common mental health and substance use-related reactions to hurricanes. 

  • This web page from the National Child Traumatic Stress Network provides an overview of hurricanes and suggests steps to take before, during, and after a hurricane to stay as safe as possible and support children and other family members. 
  • This fact sheet from the Substance Abuse and Mental Health Services Administration explores possible emotional, physical, and behavioral reactions to a disaster or traumatic event to highlight signs of stress for disaster survivors. It provides practical tips for relieving stress such as focusing on physical health and developing coping skills, and it includes helpful resources for those seeking further support. 

Support After Violence

SAMHSA DTAC provides materials, training, and technical assistance to the entire United States, its territories, and federally recognized tribes for all-hazards disaster behavioral health preparedness, response, and recovery.  
SAMHSA has compiled a list of resources for those struggling to cope with the recent mass shootings:

  • Resources for children, youth, parents and other caregivers, and schools 
  • Traumatic Stress and Retraumatization Resources

Primary discussion topics include documentation requirements, application process steps, and resources for requesting assistance with applications or appeals.

Disaster Financial Management Best Practices

Now is an ideal time for operational and fiscal emergency management teams to come together to look at pay policies, contracts, and other items that may be required as part of the post-disaster reimbursement and/or economic recovery process. Agencies must follow their internal procurement and pay policies and comply with state and federal requirements to be potentially eligible for disaster grants following presidentially declared disasters. We recommend a review of the FEMA sample contract provisions template, emergency/exigency requirements for procurement under grants, and for partners to look at their internal pay and documentation policies ahead of the height of hurricane season.

GPD: Briefings on Procurement
Disaster Assistance Team Field Manual 

FEMA’s Grant Programs Directorate (GPD) will host 30 minute briefings to review the recently issued "Procurement Disaster Assistance Team (PDAT) Field Manual" as well as additional resources the team offers. The briefings will be facilitated by GPD’s PDAT every Tuesday and Thursday from June – July 2022. 

The briefings will provide key information on the PDAT Field Manual, including: 
  • Background and navigability tools. 
  • An overview of federal procurement rules and recent Office of Management and Budget and revisions. 
  • Additional resources to help users develop further procurement knowledge. 
While you are welcome to join any session, it may be more beneficial to attend the session that best match your office or region as indicated in the schedule.  
                       Topic: NOAA Sea Level Rise Scenarios and RASCL
                                         Project Guidance Group

This Coffee Hour will feature a presentation on the federal government’s new set of sea-level rise projections for all U.S. States and Territories, the latest projections issued since 2017. Speakers from the National Oceanic and Atmospheric Administration (NOAA) will discuss the major takeaways from the new projections, which extend out to 2150 and capture the latest advances in science. For example, the latest report contains higher confidence in projections of sea-level rise out to 2050. In addition to a summary of the latest projections, NOAA will also review two planning tools that can assist community adaptation planning: the NOAA Sea Level Rise Viewer, and NOAA Adapting to Stormwater Management for Coastal Floods tool. There will also be time for questions.
 
We will end with a short presentation from RASCL's Resilient Project Implementation Committee on the launch of Project Guidance Group. This is a new service being offered to Delaware communities needing technical assistance and advice to initiate or complete resilience-related projects. The group is staffed by RASCL-affiliated experts who are lending their time and assistance in an advisory capacity.

Before the COVID-19 pandemic, hazards and disaster researchers relied heavily on fieldwork to collect data. The 2022 Researchers Meeting will take stock of the research that has been conducted under these conditions, as well as what we've learned during this time of disruption, reflection, and change. Plenary and thematic sessions will address questions related to how the pandemic has altered approaches to hazards and disaster research, while also considering the potential long-term consequences of COVID-19 on the research enterprise and communities that face disasters.
