Welcome to this week's edition of the
Disability Information and Advisory Service Newsletter

Have you heard about Pūkare cards?

Pūkare cards are committed to creating an interactive teaching and communication tool to help youth express their emotions. With scenarios on the back and Te Reo Māori featured they are great for having discussions and make it simple for our youth to express their feelings.

Read about this Young Enterprise Scheme in the newsletter below...

Just a friendly reminder that the Disability Resource Centre (HB) Trust’s Community Connector service is ready and available to support people with disabilities or significant health conditions (and their family/whānau) who are self-isolating as the result of COVID-19, and who are living in the Hawke’s Bay area.

NASC

Needs Asessment and Service Coordination
The Needs Assessment and Service Coordination Service is for people with a physical, intellectual and or sensory impairment, or a disability that is likely to last longer than 6 months and reduces their ability to function independently.

As part of the Ministry of Health's Disability Support Service initiative to support NASC, a National Referrals Centre is being piloted and is now working along side NASC Hawkes Bay using

The referral process will not change, a person may self-refer, or any other person may refer on behalf of that person if they have the person's consent.

It is important to know that you can continue to send referrals to NASC Hawkes Bay (NASC.HB@hbdhb.govt.nz) and they will redirect your referral to the National Referrals centre, however the NRC is encouraging referrals to be made electronically via www.nrcentre.co.nz or email referrals can be made to referrals@nrcentre.co.nz

For those referrals that do not meet the eligibility criteria for Ministry of Health funded disability support services, you will be referred to a local organisation who will work with you to help you and your family connect with the support you need based on a no wrong door focus.

 Pūkare Cards
Taradale High School
Young Enterprise Scheme

A group of young start-up students have an ambitious product that aims to utilize te reo Māori and emotive cards to help youth express themselves.

Four students from Taradale High School have created Pūkare Cards, a business concept as part of the Lion Foundation Young Enterprise Scheme.

Year 12 Tom Little is the CEO, Year 12 Liv Fountain is the marketing manager, Year 12 Elizabeth Raitaci is the executive administration officer and Year 13 Jasmine Paz is the CFO.

Pūkare cards are a teaching tool for communication, 25 cards each with a different emotion and scenarios on the back weaving in te reo Māori throughout.

Tom explained that pūkare means to express emotion and feelings and to be evocative.

He said they wanted to create something that was meaningful, innovative and would help them.

"When I was younger I struggled with ADHD and I would have benefited from something like this to help express my emotions."

We have produced a brochure which includes key information we think people need to know before the new Ministry starts on the 1 July as well as the offer to have a say on what you think the new Ministry should work on once it begins.

We are going to take all this advice and put in one paper to give to the new CE on day one of their new job.

There are multiple ways people can do this and all the channels are listed on the back of the brochure.

Office For Disability Issues
is getting a new home!

ODI is getting a new home

The Office for Disability Issues will be moving from the Ministry of Social Development to the new Ministry for Disabled People.

This decision has been made by Cabinet. Integrating ODI into the new Ministry will help support the new Ministry’s cross-government leadership role. Staff and roles within the Office will not be changing.

The following is a summary of the reasons why Cabinet has made this decision:
ODI was established in 2002 to provide departmental functions and services directly to the Minister for Disability Issues from a dedicated unit within the Ministry of Social Development (MSD). Its intended functions included acting as the lead agency for the Disability Strategy, providing policy advice on disability issues including being the lead agency for strategic and cross-sectoral disability policy, and ministerial servicing.

The intention for ODI to provide advice on cross-sectoral disability policy issues has never been fully realised, though the Office has led significant work in redeveloping the Disability Strategy and provides second opinion advice on a range of government work from a disability perspective. However, ODI has picked up a range of other functions over time. It has become the government’s focal point for the UNCRPD, including providing support for DPOs and coordinating government’s input into the Treaty examination process. ODI also administers the New Zealand Sign Language Act 2006, provides secretariat support for the New Zealand Sign Language Board, maintains a disabled persons nomination database, and has recently published a Disability Toolkit for Policy.

ODI’s functions, especially those relating to the Disability Strategy, advice on disability issues, the UNCRPD, partnership with DPOs and capacity and capability are a good fit for the intended role of the new Ministry.

Bringing ODI into the new Ministry will:
  • ensure that there is a single point in government responsible for advising on cross-government disability strategy
  • provide a greater profile and, ideally, resourcing for the current ODI functions
  • minimise confusion in government and with the public over the respective roles of the Office and new Ministry
  • ensure the new Ministry starts out with a cohort of staff (many of whom are disabled people) with experience working within government from a disability rights-based perspective and strong relationships with the disability community.
  • Officials have received resounding support from both community groups and government agencies during consultation on the recommendation to bring ODI into the new Ministry.
  • ODI’s work will be strengthened by the continued role of external parties such as the Disability Rights Commissioner, and by a greater emphasis for the Ministry as a whole on promoting and listening to the voices of disabled people.
There’s still more work to be done on how we will fit into the new Ministry, but we’re up for the challenge!

Hawkes Bay Funding Roadshow

Community groups seeking financial assistance now have a new one-stop-shop resource to find and access potential funding in the region.

The brainchild of the Hawke’s Bay Funders Forum, it’s a website that outlines the different available funding opportunities in the region and gives tips on how to apply for funding.

Established in 2007, the forum members comprise the four Hawke’s Bay councils, along with local charitable trusts, sporting bodies, central government agencies and gaming trusts, and was established to
strengthen coordination in the sector and provide better access to funding.

Forum chair and Hastings District Council community grants and partnership advisor Kevin Carter said the website was the latest initiative to achieve this goal.

“For community groups, it means they now have an easy, quick tool to find what funds are available and the points of contact for the different organisations and agencies so they can start the process of
assessing what kind of funding their project might be able to attract.”

Sport Hawke’s Bay general manager Ryan Hambleton said most charities were supported by a dedicated and committed volunteer workforce.

“As a collective, we wanted to support this workforce in making it as simple as possible for them to access funding and to allow them to do the great mahi they do in our communities.

“This new, one-stop resource will provide all charities the relevant information needed so they can spend less time in front of a computer and more time supporting those across the region.”

Hawke’s Bay Foundation executive officer Amy Bowkett said feedback from conversations with local charities accessing funding highlighted that the process was time consuming and sometimes a bit of a
maze to navigate.

“We want to make it as simple as possible for our local charities to keep doing the wonderful work they do in Hawke’s Bay by consolidating all funding options into one accessible site that is free to use.”
The Hawke’s Bay Funders Forum also runs events such as the HB Funding Roadshow, another of which is set to take place on June 8 this year.

The roadshows aim to connect community and not-for-profit groups and organisations directly with funders in Hawke’s Bay, so they can get information and advice about funding opportunities.

The roadshow will be held at the Havelock North Function Centre on Wednesday, June 8 from 7am to 9am and people can register to attend through the website www.HBFunding.co.nz
