Riverine training in Turbo, Colombia

UNODC GMCP facilitated a riverine training in partnership with the Center of International Advanced Fluvial Excellence (CIEAF) of the Colombian Navy
In February 2022, UNODC GMCP in partnership with the Center of International Advanced Fluvial Excellence (CIEAF) of the Colombian Navy, facilitated a training on riverine operations and transnational organised crime in Turbo, Colombia. More recently, UNODC GMCP released a video showcasing the highlights of this event, seeking to reflect on the importance of training in river operations in the fight against transnational organised crime. The video also captures the experience and testimonies of law enforcement officers who participated in the programme and emphasises how such trainings further promote regional cooperation. This activity was funded by US INL.

Tradewinds exercise in Belize

UNODC GMCP supports capacity-building across Caribbean nations through the Tradewinds annual exercise
From 15 to 16 May, UNODC GMCP and prosecutors from partner Caribbean nations participated in the annual Tradewinds regional exercise in Belize. The focus of this year’s exercise revolved around countering maritime threats and being executed in both a field training exercise and a command post exercise. Prosecutors from the Royal Bahamas Police Force (RBPF), the Bahamas Department of Public Prosecutions, the Trinidad and Tobago Police Service (TPS), the Parish Courts from the Jamaica Court Administration Division (CAD) and the Barbados Police Service (BPS) took part in practical boardings alongside maritime law enforcement operators with the aim of developing regional protocols and procedures on crime scene management, evidence handling and maritime crime prosecutions.

Seminario de interdicción marítima en Panamá

El GMCP de la ONUDC organizó un seminario de interdicción marítima para fiscales y agencias de aplicación de la ley en el mar en Panamá
El GMCP de la ONUDC, junto con la Procuraduría General de la Nación y el SENAN, llevaron a cabo desde 23 al 27 de mayo un seminario de interdicción marítima enfocado en el Derecho del mar y el rol de las agencias de aplicación de la ley marítima en la investigación y judicialización de los casos de crimen marítimo. Durante el seminario se desarrollaron sesiones prácticas, mesas de trabajo y simulaciones a fin de contribuir al desarrollo y robustecimiento de las capacidades de las agencias presentes. El evento contó con la participación de 20 delegados de La Fiscalía de Drogas de Panamá, La Fuerza Marítima Conjunta de Panamá y El Centro Regional de Operaciones Aeronavales de Panamá. Esta actividad es financiada por la Oficina para Asuntos Internacionales de Narcóticos y Ejecución de la Ley (US INL).

Entrega del “Compendio de Casos Prácticos sobre Delitos Marítimos” en Panamá 
El 26 de mayo, el GMCP de la ONUDC realizó la entrega del “Compendio de Casos Prácticos sobre Delitos Marítimos” que recoge casuística de Panamá en materia. El mismo es un esfuerzo de la ONUDC y de la Fiscalía Especializada en Delitos Relacionados con Droga cuya finalidad es brindar una herramienta que permita a los agentes de la aplicación de la ley, en particular a fiscales que se incorporan a la fiscalía especializada, tener un documento en el cual se recojan todos los principios jurídicos claves para la judicialización de los delitos marítimos.

Enhancing maritime communications across Southeast Asia

As a region home to a multitude of cultures and languages, the maritime landscape in Southeast Asia is vulnerable to unanticipated incidents that can spark from miscommunication that take place between users at sea.
In order to avoid any potential misunderstandings, UNODC GMCP is supporting the Maritime Law Enforcement Dialogues (MLED) in developing a Multilingual Communication Modality which employs eight distinct languages to relay messages to other sea users concerning safety and behaviour at sea.

Developing a maritime information sharing platform in Indonesia

UNODC GMCP supports the Indonesian Coordinating Ministry of Maritime Affairs and Investment in developing a maritime information sharing platform
UNODC GMCP supported the Indonesian Coordinating Ministry of Maritime Affairs and Investment in developing a maritime information sharing platform. The platform connects eight maritime agencies in Indonesia through application programming interfaces (APIs) to enable the sharing of vital maritime incident updates amongst the agencies. On 20 May 2022, UNODC GMCP handed over the platform to the Deputy Minister of the Coordinating Ministry of Maritime Affairs and Investment.

Support to UNSC maritime shipping sanctions within Malaysia and Thailand

UNODC GMCP handed over an assessment on the Implementation of UNSC Maritime Shipping Sanctions within Malaysia and Thailand
In May 2022, UNODC GMCP delivered preliminary findings on assessments pertaining to the legislative and regulatory frameworks surrounding the implementation of United Nations Security Council (UNSC) resolutions against the Democratic People’s Republic of Korea and relevant to Iran within the maritime shipping sector in Malaysia and Thailand. The assessments seek to provide maritime law enforcement and regulatory agencies with a baseline understanding of existing frameworks and processes that can be utilised to prevent the violation of UNSC resolutions. Both findings were delivered at in-person handover ceremonies in Malaysia and Thailand on 17 May 2022 and 20 May 2022, respectively.
In Malaysia, following multiple consultative sessions with Malaysian government stakeholders, the preliminary findings of the assessment and recommendations were presented to eight Malaysian government stakeholder agencies which included the Ministry of Foreign Affairs and Ministry of International Trade and Industry.
Meanwhile, in Thailand, a briefing on the outcomes and recommendations of the study were provided to senior officials from Thai government agencies such as the Thai Maritime Enforcement Command Center, Thai Marine Police Division, Customs Department, Anti Money Laundering Division, Office of the National Security Council, The Secretariat to the Cabinet, and the Department of International Organization.

Assessment on maritime crime law enforcement framework and practice in Vietnam

UNODC GMCP organised a briefing workshop to present the findings from an assessment of the maritime crime law enforcement framework and practice in Vietnam
In April, 2022, UNODC GMCP senior expert consultants finalised the report entitled, "The Mapping Of The Maritime Crime Law Enforcement Framework And Practice in Vietnam." The findings from the report were introduced to relevant government stakeholders in a workshop on 19 May 2022. With the participation from the Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Justice, Supreme People’s Procuracy, and Maritime Administration, the briefing generated an open discussion on current maritime law enforcement regulations and practices. At the briefing, UNODC GMCP consultants presented gaps and challenges in the Vietnam legal framework such as the Criminal Code and provided recommendations to strengthen current legislation. The workshop also stressed on the importance of enhancing existing cooperation mechanisms at both national and regional levels.

VBSS training for Zone E of the Yaounde Architecture in Nigeria

UNODC GMCP delivered the first week of a two-week VBSS course for Zone E of the Yaounde Architecture in Nigeria
UNODC GMCP concluded a series of Basic VBSS Courses for maritime law enforcement agencies from Zone E of the Yaounde Architecture to jointly increase their capacity in Visit, Board, Search and Seizure. The training is being conducted at the Joint Maritime Security Training Centre (JMSTC) in Lagos, Nigeria, in partnership with the Nigerian Navy. This activity is funded by the Government of Denmark.

Le PMCM de l'ONUDC a organisé un exercice de collecte de preuves en mer au Cameroun
Le PMCM de l'ONUDC a organisé une formation sur le droit de la mer au bénéfice des acteurs maritimes de l’état suivi d’un exercice en mer aux larges des côtes de Kribi, le 27 Mai 2022, suivie d’un procès fictif relatif à des cas de piraterie maritime, trafics de drogue et de migrants en collaboration avec la Marine nationale dans le cadre du Programme d’appui à la stratégie de sûreté et de sécurité maritimes en Afrique centrale (PASSMAR) financé par l’Union Européenne. Ces activités, avaient pour but de tester les performances des unités navales participantes et leurs équipages, de tester les procédures de mobilisation établies sur la base des images satellitaires de l’Agence Européenne de Sécurité Maritime (EMSA) COPERNICUS et des informations fournies par YARIS et de simuler le déroulement d’une procédure pénale relative à un cas fictif de piraterie, de trafics de drogue et de migrants relevé lors de l’exercice.

Le PMCM de l’ONUDC a organisé, avec le soutien financier de l’Union Européenne dans le cadre de son projet « Appui à la Sécurité Maritime Intégrée de l’Afrique de l’Ouest » (SWAIMS), un atelier de finalisation et de validation du projet de document de Procédures Opérationnelles Standards et Harmonisées (POSH) du 23 au 27 Mai 2022 à Lomé au Togo. L’atelier de finalisation visait à recueillir les dernières observations des administrations afin de présenter le projet de document de POSH aux autorités de l’action de l’Etat en mer pour son approbation et sa mise en œuvre.

Avec le soutien financier du INL, Département d'Etat américain, le PMCM de l’ONUDC a organisé un procès fictif sur la piraterie maritime au Sénégal 
Le PMCM de l’ONUDC a organisé à Dakar, au Sénégal, un procès fictif sur la piraterie maritime du 16 au 19 Mai 2022 avec le soutien financier du Bureau International chargé de la lutte contre les stupéfiants et de l’application des loi (INL, Département d'Etat américain). Cette formation a permis aux participants de tester l’application des conventions internationales qui s’appliquent à la lutte contre la criminalité maritime telles que la Convention des Nations Unies sur le droit de la mer (UNCLOS 1982) et ses articles 100 à 107 relatifs à la piraterie, ainsi que la Convention pour la répression d'actes illicites contre la sécurité de la navigation maritime (Convention SUA de 1988) et ses protocoles.

Small Boat Coxswain course started in Maldives

UNODC GMCP supports the Maldives Coast Guard through the delivery of Small Boat Coxswain courses
From May 29 to June 16 2022, UNODC GMCP is conducting a Small Boat Coxswain course for the Maldives Coast Guard in Hulhumale. The training is taking place at the Marine base of the Maldives National Defense Force (MNDF) with four officers. The participants are undergoing training on a variety of topics, including the rules of the sea, first aid, boat handling, emergency procedures, and navigation. This activity is funded by the Government of Japan.

Prosecutors training with Attorney General Department in Sri Lanka

UNODC GMCP organised the first prosecutors’ training in Sri Lanka with 14 prosecutors from the Attorney General’s Department
From 27 to 28 May, UNODC GMCP organised the first prosecutors’ training in Sri Lanka with 14 prosecutors from the Attorney General’s Department. The training covered maritime jurisdiction and its signification, challenges of vessel boarding and seizure of evidence, digital evidence in maritime crime and international conventions. The aim of the training was to provide prosecutors with a comprehensive understanding of how to combat and prosecute maritime crime, including piracy, smuggling of migrants, trafficking in persons, and trafficking of illegal substances. The activity also included extensive training and discussion on prosecuting crimes that affect the environment. Additionally, the course was a preparation for the prosecutors for a simulated trial to be conducted next month based on a VBSS exercise that took place a few weeks earlier at sea. This activity is funded by US INL.

Meeting with Bangladesh Coast Guard

UNODC GMCP works in close partnership with the Bangladesh Coast Guard to combat maritime crime in the country's territorial waters
On 16 May 2022, UNODC GMCP met with the Bangladesh Coast Guard to discuss ongoing technical assistance and strengthen inter-agency and regional cooperation in the prevention and detection of various forms of maritime crime. Bangladesh Coast Guard is one of the principal counterparts of UNODC GMCP in the country.

Critical communications assessment and training in Somalia

UNODC GMCP is conducting a critical communications assessment and training in Berbera for the Somaliland Coast Guard (SL CG)
In Berbera, the UNODC GMCP communication mentor is assessing the communications knowledge and capacity of six Somaliland Coast Guard (SL CG) officers and, the setup, configuration, maintenance, and diagnostics of critical communication systems to get a clear picture of how to draft an implementation plan for the training. The objective is to increase the capacity of the coast guard to conduct successful operations and improve the effectiveness of their overall communication. The communication mentor had in-depth pre-activities meetings with different stakeholders, which included SL CG leadership, the engineering mentor and the local engineer.

Engineering mentorship assessment in Somalia

UNODC GMCP supports the Somaliland Coast Guard (SL CG) through engineering mentorship
In Berbera, the UNODC GMCP engineering mentor, with the assistance of a local engineer, assessed the status of planning and preparation of the upcoming activities, namely the repairing of defect engines and the maintenance of boats. The support aims to identify the gaps in the said areas and work towards increasing the capacity of the Somaliland Coast Guard (SL CG) to conduct successful patrols and improve their effectiveness. The assessment took place between 19 and 24 May 2022.

In-country fisheries planning and coordination training/meetings

Funded by Denmark, UNODC GMCP conducted several planning and coordination training/meetings with the Mogadishu Coast Guard
UNODC GMCP maritime law enforcement mentor is working with sixteen officers from the Mogadishu Coast Guard for preparing the upcoming fisheries patrol operation to improve Somalia's ability to combat crimes in the fisheries sector. Last week's emphasis was on planning for the next joint training scheduled in June 2022 in the Seychelles. The virtual training took place on 23 May 2022.

Improving English language skills at the Yemen Coast Guard 

UNODC GMCP is delivering English language courses at the YCG Red Sea Office

Funded by the US Department of State EXBS Program and the UK FCDO, English lessons continue to be delivered for 67 Yemen Coast Guard (YCG) officers, including 17 female officers in a specialized English institute in Aden. In addition, last week, UNODC GMCP was able to establish the same English Language training course in the YCG Mocha base, using the training room that UNODC partially funded. This is a remarkable milestone as it relies on Phase 2 of the YCG Regeneration Strategy Implementation Plan. 30 YCG officers from the YCG Red Sea District participate daily in this programme, which will benefit the YCG when conducting routine patrols or boarding operations on international vessels.

Monitoring of YCG workshop personnel activities

UNODC GMCP has deployed a mentor to Aden to support the maintenance of the YCG's patrol boats

Sustaining the operational condition of the patrol boats is part of UNODC GMCP's plan to enhance the Yemen Coast Guard's (YCG) capability in conducting its patrol operations. Since mid-May, UNODC GMCP is mentoring 12 technicians from the YCG Central Workshop in their daily duties. The aim is to supervise the regular/periodic YCG boat maintenance to keep them performing with maximum speed, power, and consistency. The YCG maintenance teams continue to carry out routine maintenance activities, including removing the marine growth, cleaning, and inspecting the hull and engines. The personnel are following the implemented safety practices. This mentoring programme for the workshop team resulted in the successful maintenance of boats which have to be ready at any point in time.

Ongoing infrastructure support for the YCG

UNODC GMCP continues to support the upgrades of the YCG Operations Room 

Given the upgrades that UNODC GMCP is currently implementing at the YCG, funded by the US Department of State EXBS Program and the UK FCDO, the Operations Room has been temporarily moved from the second to the first floor. UNODC GMCP day-to-day mentoring for the Operations Room personnel has started as well as training of the radio operators on the installation of VHF radio devices and a radio repeater at the YCG base to expand the coverage of the communication network.

Trauma resilience workshop for the Kenya Prisons Service

UNODC GMCP delivered a trauma resilience workshop for the Kenya Prison Service in Nairobi

Kenya Prison Service (KPS) officers from Kamiti Maximum Prison and Langata Women’s Prison received a five-day Trauma Resilience workshop, facilitated by UNODC GMCP and funded by the British High Commission under the PVE3 project. The workshop is delivered by experts from the Albain Institute who provide professional psychosocial support to KPS officers specifically tasked with the management of violent extremism offenders (VEOs) at the prisons. Through the workshop, the officers learnt skills to become resilient psychologically to their highly challenging roles and work environment. Among the topics discussed are: symptoms of stress and trauma, effects of stress and trauma in their work and personal lives and, how to overcome stress and trauma.

Improving outboard engine maintenance in Seychelles

In partnership with the Royal British Navy, UNODC GMCP continues supporting capacity building initiatives for MLE agencies in Seychelles 

From 16 to 20 May, UNODC GMCP conducted a joint outboard engine maintenance training for the Seychelles Coast Guard and Marine Police Unit in Seychelles, in partnership with the Royal British Navy personnel stationed in Bahrain. Course objectives include equipping the trainees with the skills to troubleshoot and manage the servicing of boat motors, facilitate maintenance planning, and deepen the understanding on boat motors and equipment. This activity is funded by US INL.

Promoting standardisation of maritime information sharing in Seychelles

Under the EU MASE programme, UNODC GMCP supports the standardisation of maritime information sharing in Seychelles

In partnership with CMF, UNODC GMCP conducted a course at the REFLECS3 facility in Seychelles to promote regional standardisation among maritime information sharing centres within the MASE Member States, including NISCCs, RMIFCs, and RCOC. This activity is funded by EU MASE.

VBSS Instructors’ Course delivered in Seychelles

UNODC GMCP facilitated an Instructors’ Course on VBSS training for students from Seychelles and Mozambique

UNODC GMCP facilitated an Instructors’ Course on Visit, Board, Search and Seizure (VBSS) training in Seychelles in collaboration with CMF. From 9 to 13 May 2022, UNODC mentors supported and guided the trainees from Seychelles and Mozambique on the delivery of VBSS content, training presentation skills, the development of theory lessons, best practices for demonstrations and procedures, and training participant safety. The graduated trainees proceeded to support the delivery of a VBSS course as part of their practical application. The training for national instructors contributes to the development of capacities among national maritime law enforcement agencies in a self-sustaining manner, while leading to synergistic impacts with ongoing UNODC GMCP’s in-country mentorship programme within the Western Indian Ocean. This activity is funded by US INL.

Regional advanced VBSS course for Western Indian Ocean states

UNODC GMCP delivered an Advanced VBSS Course for maritime law enforcement officers from the Western Indian Ocean 

Maritime law enforcement officers from Comoros, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, South Africa and Tanzania participated in a Regional Advanced VBSS Course in the GMCP maritime training centre in Seychelles from 16 to 27 May 2022. The two-week course included theoretical and practical sessions, with both static and underway boarding procedures. This course was for graduates who completed basic VBSS courses and afforded them the opportunity to refine and further enhance their skills and knowledge. The delivery of the course was supported by a Comorian guest instructor, and national graduate instructors from Mozambique and Seychelles. This event is funded by US INL.

UNODC GMCP supports regional cooperation through in-country embedded mentorships across the Western Indian Ocean

In order to enhance the UNODC GMCP’s in-country embedded mentorships across the Western Indian Ocean, national guest instructors previously trained through the UNODC GMCP VBSS Instructor Courses are invited to support the delivery of advanced courses at the regional training centre in Seychelles. From 16 to 27 May 2022, an officer from the Comorian Coast Guard supported the delivery of a regional Advanced VBSS Course for participants from eight countries in the region. The guest instructor, having graduated from previous VBSS and Instructor courses, will also support UNODC GMCP’s in-country mentor in the strengthening of national MLE capacities. This activity is funded by US INL.

Prison mentor embedment at Kenya Prison Service Headquarters

UNODC GMCP in partnership with the UNODC Global Prison Challenges Programme has embedded a mentor in the KPS HQ

A UNODC prison mentor has been embedded at the Kenya Prison Service (KPS) HQ to support their efforts towards preventing violent extremism in prisons through sharing expertise and knowledge. This is part of the UK funded PVE3 project that seeks to improve the capacity of prison officers at four target facilities which host majority of the Violent Extremist Offenders (VEOs) in the country.

Échange de procureurs entre les Comores et Madagascar

Le PMCM de l'ONUDC a facilité l'échange de procureurs entre Madagascar et les Comores

Dans le cadre du projet US INL, le PMCM de l'ONUDC a facilité un échange de procureurs entre les Comores et Madagascar. Le Procureur General de l'Union des Comores a été intégré au bureau du Procureur General de Madagascar, du 23 mai au 4 juin. Au cours de ce programme, les procureurs des deux États cibles ont pu partager des informations et échanger leur expertise sur la poursuite des crimes maritimes.

Formation sur la sécurité portuaire à Moroni, Comores

Formation a Moroni, Comores dans le cadre du programme de l'UE sur la sécurité portuaire et la sécurité de la navigation 

Le 24 mai 2022, le PMCM de l'ONUDC a commencé un bloc de formation de deux semaines sur la sécurité portuaire à Moroni, aux Comores. Les agents travaillant dans le domaine de l'application de la loi et de la sécurité portuaire du port de Moroni participent à la formation avec des cours pratiques et théoriques. Cette formation fait partie du programme de l'UE sur la sécurité portuaire et la sécurité de la navigation financé par l'UE et coordonné par la Commission de l'Océan Indien.

FAO, UNDP, UNEP, UNESCO and UNODC are joining forces to bring together the European Commission, European Parliamentarians and representatives from the European Economic and Social Committee and the Organization of Africa, Caribbean and Pacific States (OACPS).
The event will provide a forum for exchanges, focusing on partnerships and joint advocacy while maintaining the momentum on ocean action. It will bring together a wide range of partners with the objective of sharing relevant messages and priorities relating to the topics of the UN Ocean Conference including: tackling IUU fishing, overfishing and crimes committed in the fisheries value chains, addressing marine pollution and plastic pollution as well as promoting ocean governance and awareness raising.
