2022 Zero-Emissions Vehicle Rebate and Vehicle Infrastructure Grants Now Open

ZEV Infrastructure Grant Program
The ZEV Infrastructure Grants program provides funding for municipalities, including cities, towns, village and counties to install ZEV infrastructure, including Level 2 (L2) and direct current fast charge (DCFC) electric vehicle supply equipment (EVSE) and equipment for dispensing hydrogen to hydrogen fuel cell (HFC) vehicles, using hydrogen produced through electrolysis or biogas reformulation. The program covers at least 80 percent of eligible ZEV infrastructure installation costs including, but not limited to, the purchase of materials, equipment, hardware and software, and site preparation work.
Application Due Date: 4:00 p.m. on September 30, 2022, when DEC chooses to withdraw this request for applications (RFA), or when funding is exhausted, whichever occurs first. Last year, the funding was exhausted prior to this deadline, so we suggest applying early.
A total of $5 million is available for the 2022 round of the ZEV Infrastructure Grant Program. Of this $5 million, 40 percent ($2 million) will be prioritized for projects in Disadvantaged Communities, as identified by the Climate Justice Working Group (CJWG) draft criteria. EV Make-Ready funds from utilities may be used as match for installation of L2 or DCFC stations. Make-Ready does not support installation of hydrogen fuel cell infrastructure. Information and program details for individual utilities is available online: https://jointutilitiesofny.org/ev/make-ready
ZEV Rebates for Vehicles
The ZEV Rebates for Vehicles program provides rebates to cities, towns, villages, and counties of the State of New York to encourage and enable ZEV adoption.
Application Due Date: 4:00 p.m. on September 30, 2022, when DEC chooses to withdraw this request for applications (RFA), or when funding is exhausted, whichever occurs first. Last year, the funding was exhausted prior to this deadline, so we suggest applying early. Awards are announced on a rolling basis.
A total of $750,000 is available for the 2022 round of the Municipal ZEV Rebate Program. Of this $750,000, 40 percent ($300,000) will be prioritized for rebates to municipal applicants that intersect with at least one Disadvantaged Community, as identified by the Climate Justice Working Group (CJWG) draft criteria. For vehicles with a gross vehicle weight rating of up to 8,000 pounds, rebates will be issued toward the cost of eligible vehicles on a tiered basis according to the electric range of the vehicle:
• $2,500 per vehicle for those with an electric range between 50 and 100 miles
• $5,000 per vehicle for those with an electric range between 101 miles and 200 miles
• $7,500 per vehicle for those with an electric range of 201 or more miles
