The elephant in the room: Reforming Zimbabwe’s security sector ahead of elections
Human Rights Watch
June 05, 2013

Reforming Zimbabwe’s security sector is key to ensuring that the upcoming 2013 presidential and parliamentary elections are credible, free and fair. The elections could usher in a government that would introduce and implement far-reaching reforms in the security sector and in other sectors. The current “unity government” has, for various reasons, failed to advance such important reforms, many of which have a huge bearing on the human rights situation in the country, especially around elections.

The new constitution, signed into law by President Robert Mugabe on May 22, 2013 following a March 16 referendum and the approval by the Zimbabwe parliament, replaces the 1979 Lancaster House Constitution. The new constitution may prove beneficial to the electoral process as it prohibits any changes to the electoral law once elections have been called. Also, it restores citizenship and voting rights to those born in Zimbabwe to a parent or parents with citizenship of another Southern African Development Community (SADC) country but resident in Zimbabwe. While very important, the new constitution is only one of the reforms required for an environment conducive for credible elections.

Hello Team Kubatana,

It is always so painful and very difficult to say goodbye, but when the time is ready it cannot be stopped.

Like a routine, I was used to keep myself busy with your Tuesday newsletter. It was not just a newsletter, but a one stop shop where all shades of life would be mirrored. Civic issues, entertainment, consultancies, internships, job vacancies, essentials skills and courses - to mention just a few. These would be packed into your newsletter to cushion the ever bumpy road of our every day journey in life.

Issues that matter most and topical ones would be discussed and dissected without bias or favour on Kubatana. The bone chilling and deadly Coronavirus would be discussed, and more importantly, vital information shared for public awareness for us in the form of safety nets. The funny stories and some poetry would make me laugh ribs out all through your newsletter.

Missing your newsletter is going to be a disease to me.

It’s unfortunate that you pause and scale down or fold operations more to financial constraints than anything else when somewhere and someone is busy looting money for selfishness. Like Thomas Sankara said, it is better to all have clean water than for some to buy expensive whiskey.

Words cannot express how I will miss your eye opening letters. I hope to hear more from you again one day. Thank you for building the community and being actively involved.

ZINASU leads protest - pushes for resolution of inter-party deal
Zimbabwe National Students Union (ZINASU)
Oct 27, 2008

Students and youths today staged yet another demonstration in Harare which was strategically held the same day as the SADC talks on Zimbabwe. The protesters demanded an immediate resolution to the current political impasse facing the country. ZINASU President Clever Bere addressed the crowd before they marched to Harare International Conference Centre (HICC). Mr. Bere urged youths not to be spectators in Zimbabwe's current political crisis but to arise and compel the urgent resolution of the power sharing agreement that has since turned into a long standing disagreement.

The youths were however blocked by heavily armed policemen before they got to (HICC). About 120 policemen with dogs and armed with canisters, button sticks and rifles descended on the youths. The police fired teargas and ruthlessly beat the protesters including other ordinary people most of who were queued in banks. More than 50 people were arrested, most of them members of the Women's Coalition. One unidentified youth was abducted by Zanu pf youths and taken away in a ZANU PF truck.

Dear Kubatana Team

I am so very sad to see Kubatana go. Kubatana's service to us has been unparalleled. We live in a world of information overload and a lot of false news and a lot of bad news. It is easy to just bury the head and live for oneself and not really face the issues of the day. But Kubatana has helped keep us engaged by doing all the hard work.

You have:
  • Scanned all the relevant info out there which is too much for most of us to get to.
  • Checked the sources for accuracy and truth so we are not misled.
  • Presented it to us simply in language we understand.
  • Shown the implications on our everyday life.
  • Many times given us an opportunity of expression in response to that and then listened and responded. Not many window in life here to do that.
  • Lightened up tough information with encouraging news of creativity with in our continent.
You have been both informative and cathartic on tough issues. You have been creative and uplifting on happy news reporting. Thank you for serving our community with love and passion. May you all be blessed in the paths you take and we hope and pray that Kubatana can be revived again.

God bless you all

Report on the impact of Operation Murambatsvina: The case of Hatcliffe extension
Researched and compiled by Zimbabwe Lawyers for Human Rights (ZLHR) & Department of Sociology, University of Zimbabwe
May, 2006

In May 2005 the Government of Zimbabwe launched a month long clean-up campaign termed "Operation Murambatsvina", translated as Operation Drive out the filth. The Operation was justified as a program to enforce City bylaws to halt allegedly illegal activities and realize high standard of cleanliness in major cities and towns throughout Zimbabwe.

The clean up campaign was carried out from the 19th of May to the 12th of June 2005 throughout the major cities and towns of Zimbabwe. Hundreds of thousands of men, women and children were rendered homeless, without access to food, water and sanitation, or health care. Education for thousands of school age children has been disrupted. Many of the sick, including those with HIV and AIDS, no longer have access to care. The vast majority of those directly and indirectly affected are the poor and disadvantaged segments of the population. They are, today, deeper in poverty, deprivation and destitution, and have been rendered more vulnerable.

Operation Murambatsvina took place at a time of persistent budget deficits, triple-digit inflation, critical food and fuel shortages and chronic shortages of foreign currency. It was implemented in a highly polarized political climate characterized by mistrust, fear and a lack of dialogue between Government and local authorities, and between the former and civil society. The findings of this report provide an insight into the far-reaching and long-term social, economic, political and institutional consequences of the Operation.

Funding for Implementation of Programmes for People Living with HIV by Community Organisations: The Zimbabwe National Network of People Living with HIV (ZNNP+)
Deadline: 28 June 2022

The Zimbabwe National Network of People Living with HIV (ZNNP+) with seed funding from the National AIDS Council (NAC) is pleased to announce a call to submit applications to implement programmes under Social Contracting arrangement for networks and community-based organizations (CBOs) led by or providing services to people living with HIV (PLHIV) in Zimbabwe. This funding opportunity seeks to improve the quality of HIV treatment services in Zimbabwe through the collection of client feedback by trained community members.

The HIV and AIDS epidemic has evolved over the years from being a generalised epidemic which could be addressed with broad strategies targeted at the entire population to epidemic control whereby the majority of the People Living with HIV (PLHIV) have been identified and put on treatment and only a few sub-populations are yet to be identified and enrolled into care in line with achievement of the country’s 95, 95, 95 goals To be in sync with the epidemic shift and trends, National AIDS Council through ZNNP+ and other partners, has therefore come up with targeted programming using models designed to address specific sub-populations. This approach uses various strategies but key among them is the use of social contracting of organisations operating in locations where specific populations that are still lagging in as far as access to services is concerned are found.

In a bid to achieve the stated goals there is need to capacitate networks and CBOs of People Living with HIV to be able to implement, coordinate and participate meaningfully in the national response, and to that end, National AIDS Council (NAC) has come up with a grant system that supports networks / organisations of PLHIV to strengthen their capacity for coordinated Programme implementation. The Social contacting Grant system seeks to strengthen the capacity of legally registered organisations of People Living with HIV (PLHIV), Community Based Organisations (CBOs) and Faith Based Organisations (FBOs) to implement decentralised programmes aimed at reducing new HIV Infections and HIV related deaths.

Prospective grantees should be capable to collaborate at national level with ZNNP+, NAC, MoHCC and other key stakeholders, as well as at community level with health facilities and community cadres.
