NEW United States Internationalization Strategy
Succeeding Globally Through International Education and Engagement (revised in 2022)

The U.S. Department of Education’s updated international strategy reaffirms the Department’s commitment to preparing today’s students for a hyper-connected world. Underlying the strategy is the notion that advancing educational achievement and increasing economic viability are worthy pursuits.

The initial international strategy, upon which this updated strategy is based, was developed through extensive consultation within the Department, as well as with other U.S. government agencies and nongovernmental organizations. Since its establishment, the strategy has been used to guide the Department’s international activities and engagement.

Why an international focus?
More than ever, it is vital to prepare students to engage with the world. We must begin to reimagine and rebuild the future of education and provide all learners with the opportunity to grow and thrive. An effective domestic education agenda must aim to develop a globally and culturally competent citizenry equipped with critical thinking and creativity to solve complex problems, well-honed communication skills, language ability, and STEM skills. Such competencies enable students to appreciate our multicultural society, address global challenges and opportunities, find fulfilling jobs, and promote American national security.

Strategic Objectives:
Three interrelated objectives outlined below will advance the Department’s larger strategic goals:

Increase global and cultural competencies of all U.S. students
Learn from and with other countries to strengthen U.S. education
Engage in active education diplomacy to advance U.S. international priorities
The activities supporting these objectives are undertaken by program offices across the Department and, in some cases, in cooperation with other U.S. government agencies.

NEW: Education Abroad and College Completion ARTICLE
Rachana Bhatt, Angela Bell, Donald L. Rubin, Coryn Shiflet & Leslie Hodges just published an article: Education Abroad and College Completion in Research in Higher Education (2022).
The Consortium for Analysis of Student Success through International Education (CASSIE) compiled semester-by-semester records from 221,981 students across 35 institutions, including 30,549 who had studied abroad. The analysis found positive impacts of education abroad on graduation within 4 and 6 years and on cumulative GPA at graduation. Overall, the results warrant conclusions that studying abroad does not impede timely graduation. On the contrary, encouraging students to study abroad promotes college completion. The results held similarly for students who had multiple study abroad experiences, and who have studied abroad for varying program lengths.

While some stakeholders presume that studying abroad distracts students from efcient pursuit of their programs of study, others regard education abroad as a high impact practice that fosters student engagement and hence college completion. The Consortium for Analysis of Student Success through International Education (CASSIE), compiled semester-by-semester records from 221,981 students across 35 institutions. Of those students, 30,549 had studied abroad. Using nearest-neighbor matching techniques that accounted for a myriad of potentially confounding variables along with matching on institution, the analysis found positive impacts of education abroad on graduation within 4 and 6 years and on cumulative GPA at graduation. A very small increase in credit hours earned emerged, counterbalanced by a small decrease in time-to-degree associated with studying abroad. Overall, the results warrant conclusions that studying abroad does not impede timely graduation. To the contrary, encouraging students to study abroad promotes college completion.
These results held similarly for students who had multiple study abroad experiences, and who have studied abroad for varying program lengths.
