It is with sadness we write to inform you of the passing of our kuia, Hine Kahu Rickus who passed away 15 June 2022. Eldest daughter of Tokawhakaea and Tirawareware Graham.

Kahu will be leaving I C Marks - Queen Street, Levin at 10 am Sunday 19 June 2022 and taken to Whakarongotai Marae, Waikanae where she will lie in state until her burial Tuesday 21 June 2022. alongside our matua and sister Tuini at Ruakohatu Urupa, Waikanae.

We are calling our iwi, hapū and whānau together to wānanga key planning issues that will impact us for the following year and beyond. This will be followed by hakari where we can warm our puku and our hearts and take the opportunity to enjoy some time together on our marae.

With winter now upon us, Hora Te Pai are providing pop-up Health Clinics at Whakarongotai Marae every Tuesday during June. 
 
The scope of the clinics are simple healthcare screening and immunisation, with similar frameworks to other community based clinics we provide in Kapiti.  
 
Above all, Hora Te Pai wanted to respectfully acknowledge our whakapapa and legacy by returning to our ukaipo in recognition of our tupuna Te Peehi Parata and his aspirations to provide a Marae based clinic. It is time 😊

Reporting into the Regional Commissioner for Central Region, this recently re-established position will provide cultural advise, guidance and leadership ensuring MSD is effectively partnering with local iwi and building our organisational capability to help bring our strategies ‘Te Pae Tawhiti’ and ‘Te Pae Tata’ to life.
 
With a priority focus on employment outcomes there are three key strategic shifts we want to achieve:
 
• Key shift 1: Mana Manaaki: we nurture our relationships
• Key shift 2: Kotahitanga: Partnering for greater impact - we will form genuine partnerships with whānau, hapū and iwi
• Key shift 3: Kia Takatū Tātou: Supporting long term social and economic development – particularly Māori economic and social development.
 
While we have identified objectives that will help us to realise these key shifts, we know that we have more work to do and will need to build our organisational capability and continue to engage whānau, hapū and iwi. The Māori Relationship Manager role helps create pathways to support effective engagement and better outcomes through employment. In this role you will help New Zealanders to be safe, strong and independent through employment by:
 
  • Providing advice and supporting key relationships, networks and partnering agreements with iwi in the region
  • Engaging in key forums with iwi and support other regional MSD staff at those events
  • Providing advice to other senior managers about how to engage with regards to opportunities, risks and emerging issues
  • Engaging and exchange with iwi to work co-operatively with them on initiatives of mutual benefit
  • Identifing and promote opportunities for better engagement in cross-agency initiatives.
 
About you
 
You understand the dynamics of whānau, hapū and iwi relationships, Te Reo and tikanga, and have the ability to build relationships inside and outside of Māoridom. You are influential, a confident communicator and a builder of strong relationships formed on integrity and trust. Exceptional interpersonal skills and the ability to work independently and connect with the broader leadership team are paramount. You understand local Iwi and government dynamics and can mediate the two to find workable, effective solutions.
 
The successful candidate will need to be truly people-centric. That means you can connect with empathy and credibility, and be able to influence at a senior leadership level. To do this you are well versed in tikanga and competent in te reo me ona tikanga across the Central Rohe and beyond. You will also have held senior relationship management roles, be ready to make the next step to a senior executive level role, and be well versed in project management, programme management, and other general management disciplines.
  
This role is predominantly based in Papaioea Palmerston North, however the ability to frequently travel around the Lower North Island is required.

New beginning for Health System: Pae Ora (Healthy Futures) Bill passes third reading

Pae Ora Bill passes third reading  

 
A significant milestone in the progress to reform Aotearoa New Zealand’s health system was marked yesterday with the Pae Ora (Healthy Futures) Bill passing its third reading at Parliament. This is the last stage before the Bill receives Royal Assent and becomes law.

The Bill sets out the key legislative changes that are the foundations of transformational reform, paving the way for a consistent, coherent, and fair health system. 

The legislation, once it comes into effect on 1 July, establishes Health New Zealand and the Māori Health Authority as permanent entities to replace the DHB system, establishes the Public Health Agency within the Ministry of Health and strengthens the stewardship role of the Ministry. It also recognises iwi-Māori Partnership Boards for the first time.

The Pae Ora (Healthy Futures) Bill was introduced to the House October 2021.

A specially convened Select Committee considered the Bill and received 4,663 submissions.

The health system principles set out in the Pae Ora (Healthy Futures) Bill are:

  1. Equitable access to health services and outcomes
  2. Engagement with communities so services reflect their needs
  3. Māori decision-making authority on matters of importance to them
  4. Choice of quality services: quality meaning services designed for different needs
  5. The importance of wellbeing, and the wider determinants of health that contribute to that

Takatāpui:  Recognising gender on birth certificates and exploring a gender registration process for people born overseas

 
Te Tari Taiwhenua (Department of Internal Affairs) has just released for consultation a discussion document titled: The self-identification regulations and registering gender for people born overseas. The discussion document is available here: bdmreview - recognising gender on birth certificates - dia.govt.nz
 
This mahi is most relevant to transgender, non-binary, intersex, and takatāpui people. Submissions close on 25 July 2022 and can be emailed to bdmrr@dia.govt.nz
 
We seek feedback on two matters:
1. Key details to support self-identification of sex or gender on birth certificates
Allowing people to self-identify the sex or gender on their birth certificate was enacted in law last year. This is especially important to transgender, non-binary, takatāpui and intersex people. This self-identification process will be available from mid-2023, and replaces the existing Family Court process for amending sex on birth certificates.
 
Te Tari Taiwhenua now seeks feedback on the details to support this self-identification process, before the process goes live. For example, feedback on the sex and gender markers (other than male and female) – including culturally specific terms - that should be available when amending birth certificates. Also, we would like views on who can be a third party supporting applications by rangatahi or tamariki to self-identify the sex or gender on their birth certificate.
- Please note that this mahi does not alter current access to or searchability of the birth register more generally.
 
2. Better understanding gender registration needs for overseas born transgender, non-binary, intersex and takatāpui people, who have the right to live in New Zealand but do not hold New Zealand birth certificates
The self-identification process to amend New Zealand birth certificates will be unavailable to people born overseas. Te Tari Taiwhenua is working to understand more about gender registration for overseas born transgender, non-binary, intersex and takatāpui people ahead of exploring potential solutions.
