A Letter from Carrie Scheib, NCTR's Director of Research and Evaluation
 When the National Center for Teacher Residencies (NCTR) launched its Black Educators Initiative (BEI) in 2019, we immediately sought to externally evaluate its impact. It was important to NCTR that an external, third party collect and analyze data from our grantees and the teacher residents directly benefiting from BEI to determine just how the initiative we designed was making a difference in the lives of Black teacher residents. We knew that the credibility that kind of analysis would create would be invaluable.
We were exceedingly fortunate that the Center for Public Research and Leadership (CPRL) at Columbia University also saw the value in our vision and agreed to take on an evaluation of BEI in the fall of 2021. We were also fortunate that the W. Clement and Jessie V. Stone Foundation, a long-standing funder of NCTR’s work, saw the importance of evaluating BEI and was willing to fund NCTR and CPRL’s partnership.
NCTR and CPRL are very pleased to release “Recruitment and Retention of Black Educators: Promising Strategies at Eight U.S. Teacher Residencies.” This report solidifies the growth of BEI-supported residency programs in Year 2, while also providing new findings and a fresh perspective on the importance of financial support in retaining Black teacher residents in teacher residency programs in NCTR’s Network and BEI. New Report! Recruitment and Retainment of Black Educators
 Data from the first two years of the National Center for Teacher Residencies’ (NCTR) Black Educators Initiative (BEI), supported by a five-year grant from the Ballmer Group, has shown statistically significant results in recruiting and retaining Black educators in a recent report conducted by the Center for Public Research and Leadership (CPRL) at Columbia University. The report also identified promising practices for diversifying the national teacher workforce.
The CPRL-developed report, titled “Recruitment and Retention of Black Educators: Promising Strategies at Eight U.S. Teacher Residencies,” examines data from NCTR’s BEI-supported teacher residency programs, such as enrollment and demographics, as well as data from 16 focus groups of Black teacher residents receiving direct support from NCTR’s BEI and conducted 23 interviews with program staff and stakeholders at BEI programs to identify leading indicators of effectiveness.

NCTR Awards Funds to 27 Residencies to Support the Recruitment, Preparation, and Retainment of Black Educators
The National Center for Teacher Residencies (NCTR) is awarding $3.7 million in grants to 27 of its teacher residency partners as part of NCTR’s Black Educators Initiative (BEI). NCTR’s BEI supports the recruitment, preparation, and retention of Black educators throughout the nation, with the ultimate goal of improving student outcomes. Launched in 2019, BEI is a five-year, $20-million grant funded initiative to recruit, develop, and retain 750 new Black teachers through NCTR’s national Network of teacher residency partners. The Black Educator Teacher Residency (BETR) at California State University Bakersfield (CSUB) was highlighted in an EdSource news article for supporting the success of Black students by recruiting and preparing Black teacher candidates, diversifying and transforming the teaching workforce in California. The article also quotes NCTR staff, Director of the Black Educators Initiative Keilani Goggins and Chief External Relations Officer Tabitha Grossman, and references a 2022 report from the California Department of Education with NCTR Board member Travis Bristol, Ph.D., as a co-author.
CSUB was also highlighted on a podcast for KVPR in June, when Dr. Bre Evans-Santiago, chair and assistant professor of teacher education at CSUB, was interviewed by reporter Kathleen Schock.

State Policy Highlight: Colorado

It was a banner legislative session for teacher residencies and the teaching profession more broadly in the state of Colorado. On May 26, 2022, Governor Jared Polis signed HB22-1220, “Removing Barriers to Educator Preparation.” In addition to requirements around alternative preparation and demonstration of content competencies, the bill creates: a student educator stipend program, an educator test stipend program, and a temporary educator loan forgiveness program. The student educator stipend program awards funds to a qualifying candidate’s educator preparation program to compensate them for their student teaching/clinical experience in an academic residency position. Candidates in a 16-week residency may receive up to $11,000 while those in a 32-week residency may qualify for up to $22,000. Read More

NCTR and EdReports collaborate for report about embedding training on high-quality instructional materials in residency programs

 In 2020, the National Center for Teacher Residencies (NCTR) and EdReports forged a partnership to address the need for teacher awareness of high-quality instructional materials during their preservice training. Teacher residency programs are an ideal environment to equip emerging teachers with the skills to identify and fully utilize quality instructional materials rather than search for or develop their own. “The goal of the project is to provide new teachers undergoing a period of supervision in the classroom with support to become savvy consumers and users of high-quality instructional materials, too rare in teacher preparation programs across the country” (Hirsch & Grossman, 2021). NCTR Symposium 2022: September 14-16
The National Center for Teacher Residencies is excited to welcome our Network partners to NCTR Symposium 2022 from September 14-16 at the Westin Michigan Avenue in Chicago!
This year’s theme, TLC: Togetherness Leads Change, will focus on how community and collaboration are the foundation for personal and programmatic growth. Network partners will have an opportunity to (re)connect with one another, learn to nurture themselves and their relationships with others, and gain new perspectives and ideas to support their residency program and the movement as a whole. Dr. Yolanda Sealey-Ruiz, an award-winning associate professor at Teachers College, Columbia University, will serve as our keynote speaker.

Next Policy Office Hours: July 27
NCTR Network partners are invited to join NCTR Director of State and Federal Policy Cortney Rowland for her next Policy Office Hours at 1 p.m. CST/2 p.m. EST on Wednesday, July 27. Cortney will discuss: the FY23 federal budget appropriations process and implications for our work; a soon-to-be released national definition of teacher residencies; the Augustus F. Hawkins Center for Educational Excellence Program; updates on state legislative sessions; updates on several federal legislative efforts; and the latest with registered teacher apprenticeship programs.
