What is the Recfishing forum?
The Forum on Recreational Fisheries and Aquatic Environment has been established to help the Members of the European Parliament (MEPs) understand what can be complex issues affecting some 25 million European angling constituents. The European Parliament deals with important legislation which has a direct impact on fish stocks and the aquatic environment.
It is high time to include Marine Recreational Fisheries in the Common Fisheries Policy
 

On 22 June, the European Anglers Alliance (EAA) adopted its position paper on the need to fully and fairly include the recreational fisheries sector in the Common Fisheries Policy (CFP).
 
The EAA calls for the sector's inclusion in the CFP to safeguard and foster the sector’s growth and development. The sector‘s influence can also be leveraged for healthier and more natural stock structures and ecosystems.

Allocating fishing opportunities to recreational fisheries can benefit the EU's coastal communities
 
 
On 7 June, the European Parliament adopted its resolution on the implementation of the Article 17 of the Common Fisheries Policy Regulation. The Article outlines that Member States should be using objective and transparent criteria to allocate fishing opportunities, including those of an environmental, social and economic nature.
 
Members States are free to apply these principles to recreational fisheries too. This full implementation would further boost the sector’s contribution to the blue economy and benefit society more broadly, in the EU’s coastal, rural and remote communities.

Revision of the Renewable Energy Directive: the European Parliament must support sustainability criteria for hydropower
 

On 16 May, the European Parliament's Environment, Public Health and Food Safety (ENVI) Committee adopted its amendments on the revision of the Renewable Energy Directive (RED). The Committee supported the Living Rivers Europe’s call to limit the development of hydropower, especially small-scale installations. These criteria are key to make sure that the revised RED is consistent with the EU’s Biodiversity Strategy objective of restoring 25,000 km of free-flowing rivers and to restore fish migration routes.
 
The vote in the Industry, Research and Energy Committee is scheduled for 13 July, while the vote in Plenary is scheduled for September 2022. Hopefully, both votes will confirm the ENVI Committee’s position and give a strong mandate to the European Parliament to defend these criteria in the negotiations with the Council.

Recreational anglers' recommendations on Atlantic salmon and Western Baltic cod

The European Anglers Alliance (EAA) recently adopted two new common position statements on the Atlantic salmon and the Western Baltic cod. For 2023, EAA suggests the following actions concerning salmon:

  • A bag limit of one salmon (wild or fin-clipped) per angler and day for sea anglers south of latitude 59.30 N.
  • A new study on mortality of Atlantic salmon released after being caught via trolling should be carried out.
  • Use more EMFAF funding for the removal of fish migration barriers in the rivers.
  • A Europe-wide program should be initiated to achieve a balanced European management of cormorants.

For the Western Baltic cod, EAA demands are:
  • Recreational fishing opportunities for cod must be preserved.
  • Consider alternative management measures which further lower the recreational catch (e.g. increase minimum landing size, introduce a maximum landing size).
  • No dedicated fishing activities on spawning cod.
  • Improvement and obligatory use of selective gear to reduce bycatch of cod in commercial fisheries.
