Board of Supervisors Meeting Notes:

 

July 5, 2022

  • The Board discussed proposed improvements to the intersection of Rosedale Avenue and New Street, as well as a proposed addendum to the existing Cooperation Memorandum for the Rosedale Avenue corridor.

  • The Board discussed a proposal from Carroll Engineering Corporation for a study of the electrical system and potential upgrades at the Township’s Municipal Complex.

  • The Board approved amendments to the Township’s fee schedule.

  • The Board discussed amendments to Chapter 61 (Plastic Bags and Plastic Straws) in the Township’s Code of Ordinances and authorized the preparation of those amendments.

  • The Board discussed the establishment of a contractual arrangement for the fund of Fire and EMS in the Township.

  • The Board discussed the applications at 909 Paoli Pike and 837/839 Falcon Lane that are currently before the Zoning Hearing Board.
July 19, 2022
  • The Board heard a presentation on and discussed the 2021 Financial Audit for the Township.  

  • The Board discussed an interim report on the corrugated metal pipe analysis currently underway with HRG, Inc.

  • The Board approved a proposal from Carroll Engineering Corporation for a study of electrical system upgrades for the West Goshen Township Municipal Complex.

  • The Board adopted Resolution No. 11-2022, which established a Land Planning Committee for West Goshen Township.

  • The Board authorized the submission of two (2) amendments to the Township’s Zoning Ordinance to the Chester County Planning Commission for review.

  • The Board approved the purchase of two (2) new license plate readers and cameras for the West Goshen Police Department as outlined in the 2022 budget.

  • The Board authorized the attendance of the Township Solicitor and Township Engineer at the July 25, 2022 meeting of the Zoning Hearing Board in regards to the application for 112 Trevor Drive.

Plans Under Review

  • Plans currently under review include a 19,325 square foot warehouse building on Saunders Lane, a self-storage facility on Snyder Avenue, a subdivision plan for a two (2) lot residential subdivision on 981 North New Street, a 17,007 square foot building addition at 800 East Washington Street, and a hotel on Carter Drive.
     
  • The Zoning Hearing Board met on June 27, 2022 in order to hear applications for 909 Paoli Pike (West Goshen Shopping Center) and 837 – 839 Falcon Lane. The former is requesting relief in order to construct an expansion onto the space formerly occupied by K-Mart, as well as to allow for the construction of a fast-food restaurant pad site, while the latter is requesting a Special Exception for improvements to the Westtown Way Pump Station. The Zoning Hearing Board granted the Special Exception for the improvements to the Westtown Way Pump Station. Action was not taken on the application for 909 Paoli Pike (West Goshen Shopping Center) and a decision will be rendered on July 25, 2022 at 7:00 pm. 
  • The Zoning Hearing Board will hear a request for a variance at 112 Trevor Drive.  The applicant is seeking relief from the rear yard setback requirements in the R3-C zoning district in order to allow a portion a new deck and patio to extend into this area. The Zoning Hearing Board will hear this request on July 25, 2022 at 7:00 pm.

All meetings of the Planning Commission are held on the second Tuesday of the month at 7:00 pm at the West Goshen Township Municipal Building. The agendas are posted the Friday before the meeting. The Zoning Hearing Board meets the fourth Monday of the month at 7:00 pm at the West Goshen Township Municipal Building if there are applications before them.

Aqua Main Water Projects

Aqua PA is scheduled to begin a water main replacement project in the following locations in the Township:

  • Carlson Avenue between South Concord Road and Maule Lane
  • Amelia Drive between South Concord Road and Pine Valley Circle
  • Pine Valley Circle between Carlson Avenue and the end of the cul-de-sac
  • Emily Circle between Amelia Drive and the end of the cul-de-sac

This is part of Aqua PA’s continuing infrastructure improvement program. Work is scheduled to begin on August 1, 2022 and is anticipated to run through the end of September. Construction will take place on weekdays between 7:00 am and 4:00 pm. Access will be provided for emergency, mail, and trash service. Residents will have access to their properties, but at times will need to enter from different directions due to changing work zones.

Upcoming PECO Gas Work

PECO has completed the installation of all 1,250 ft. of 4” plastic gas main on Joeck Drive. Additionally, nine (9) services to homes have also been completed. Kehoe Construction, Inc. will be undertaking the paving restoration of the trench and resurfacing the street. We anticipate that this work will be completed sometime in July.

Upcoming Township Road Projects

The Township’s 2022 Paving Program is currently underway. Work is continuing on schedule and we hope to have the roads outlined to be repaved completed in August. We appreciate everyone’s understanding and cooperation as we have worked to complete this work.

West Goshen Township Board of Supervisors Meetings on YouTube

The monthly meetings of the West Goshen Township Board of Supervisors are livestreamed and made available on the Township’s YouTube channel. This is an option for members of the community who want to be informed on what is happening in the Township, but cannot always make it to the meetings. Simply go to www.youtube.com and search for “West Goshen Township” in order to view the meetings. Links to the meeting videos are also made available on the Township’s website in the “Agendas & Minutes” section for each meeting. There is also a live comment feature that is monitored during the meeting by the Township Manager. The Board of Supervisors meets on the 1st and 3rd Tuesday of each month at 6:00 pm.

Sign-Up to Receive Alerts from the Township

Members of the community are invited and encouraged to register with Blackboard Connect and ReadyChesco to receive important alerts. The Township utilizes Blackboard Connect to keep the community informed about both emergency and non-emergency situations. You can register to receive alerts via email, text, and/or phone call. ReadyChesco is Chester County’s emergency alert system and is their official notification system. Information on how to register is below.

New Electronic Information Board at Community Park
West Goshen Township has a new electronic information board at West Goshen Community Park. The sign is located at the intersection of N. Five Points Road and Fern Hill Road, and replaces a marquee letter sign that was installed shortly after West Goshen Community Park opened in 1996.
“This new sign not only looks good, but it will be a big help in making timely information available to visitors of Community Park,” says West Goshen Park and Recreation Director Ken Lehr. “For example, if an event is moved or postponed due to bad weather, our office will be able to remotely program the sign to notify anyone arriving at Community Park about the changes. In the past, we did not always have staff on-hand to update the sign for last-minute changes. Also, whereas the display panels on the old marquee sign only allowed us space for two notifications, this sign allows us to program multiple messages as needed.” To accommodate neighbors of West Goshen Community Park, the sign will be programmed to turn itself off between 10:00 PM and 7:00 AM.

Rock Creek Road Storm Sewer Project

Each month, we discuss the various stormwater projects that the Township is undertaking.  As part of our monthly eNewsletter, we want to highlight some of the projects being completed by our Public Works Department. For this month, we are highlighting the project that was recently completed on Rock Creek Road. After a small sinkhole developed in the area, the Streets Department conducted a further evaluation and determined that additional restoration work was needed.  This replacement project involved approximately 200 ft. of failing 15-inch corrugated metal pipe with 15-inch HDPE piping. Please see pictures of the completed project.

Thank you to the members of the Streets Department and the entire crew in the Public Works Department for their dedication to the community.

Stormwater Projects

Construction on the Pine Valley Circle stormwater project is nearly complete.  Basin work has been completed and we will now begin working on punch list items for the project.  We appreciate everyone’s cooperation and understanding as we have worked to complete this project.

The Township is also continuing work on the other stormwater projects outlined for 2022.  Engineering work is currently underway for the pipe culvert replacement on Bolmar Street.  The pipe relining project on Legion Drive that was awarded at the June 7, 2022 Board of Supervisors meeting has been completed at a sizeable cost savings.  Finally, the bids for the Glen Avenue/Sylvan Road pipe replacement project will be opened on August 2, 2022 and we anticipate construction will be undertaken later this year.  These projects are being funded through the funds received through the American Rescue Plan Act of 2021.  Please watch the West Goshen Township website for additional information. 

Yard Waste Collection

Curbside yard waste collection is back.  The 2022 dates for Saturday yard waste collection are as follows:

  • August 13th
  • September 24th
  • October 15th

Please have your yard waste curbside the night before collection or by 6:00 AM the day of collection. Sticks, branches, and twigs must be tied in bundles no more than 4 feet in length and 4 feet in diameter, and may not exceed 50 pounds per bundle. Branches may not exceed 4 inches in diameter. Other yard waste may be placed in trash cans or biodegradable paper bags which may be purchased at home improvement stores. Bags are not available through West Goshen Township. There is no limit to the number of bundles or bags that will be collected.

West Goshen Township will be hosting Chester County’s HHW event on October 8th at the Government Services Center on Westtown Road. You must register for this event.

While rechargeable batteries are a step in the right direction to reduce hazardous waste, there have been issues, like the fires, arising. The lithium batteries are powerful due to the elements that make them up. Lithium is a very reactive element and when damaged (even after considered to be a dead battery) can pose fire and explosion risks.

Sometimes the truck drivers do not notice the fire before it is too late and the only response would be to exit the vehicle. When this happens the truck driver’s life is in serious jeopardy including the lives of others on the road, and your property along with anyone on your property at the time. SO, WHAT CAN YOU DO TO HELP? Lithium-ion batteries are very different from alkaline batteries that you can throw away, they MUST be recycled at specific facilities.  PLEASE bring your batteries to a Household Hazardous Waste event.

Trash and Sewer Rebates for Seniors
West Goshen Township is offering a Trash and/or Sewer Rebate again this year. West Goshen seniors age 65 or older who have an income under $35,000 and received a Pennsylvania Property/Rent Tax Rebate this year are eligible to apply for a Trash and/or Sewer Rebate through West Goshen Township.
Rebate Applications will be mailed in June to everyone who received a West Goshen Trash and/or Sewer rebate in the past. First time applicants may receive an application for the Trash and/or Sewer Rebate program by calling 610-696-5266, ext. 4108. The Trash and/or Sewer Rebate Program application is also available at the West Goshen Township Administration Building after July 1, 2022. The Trash and/or Sewer Rebate Program application must be completed and returned to West Goshen Township by October 31, 2022.

Sanitary Sewer Laterals: What Is a Sanitary Sewer Lateral and What Does It Do?

A sanitary sewer lateral is the pipe that connects your home’s plumbing to the publicly owned sanitary sewer system.
This crucial pipe carries all of the wastewater from your home to the sewer; including everything drained from your sinks, washers, showers, and toilets. Most homeowners don’t think about where their sewage goes until there is a problem with their sewer lateral. Unfortunately, when emergency strikes the repair or service required to get things cleaned up and flowing again can be quite expensive, not to mention unsettling. Learn more here.

Fall Bus Trips Announced


The West Goshen Park and Recreation Department offers five trips with four different ways for you to explore and enjoy New York State this fall.
  • Saturday, September 10th : The World Trade Center Memorial and Museum and Walking Tour of Historic Lower Manhattan. Registrations for this trip embark on a 1.5 mile walk around Lower Manhattan, learning about highlights such as the New York Stock Exchange, Federal Hall, Trinity Church, Fraunces Tavern, Bowling Green, the Canyon of Heroes, and the Charging Bull statue. After lunch on their own, participants head over to the World Trade Center Museum where they can check out exhibits and the adjacent memorial at their own pace. $80 per adult 18-64; $75 per senior 65 or older, teen 13-17, or veteran; $70 per child 12 or under.
  • Saturday, October 15th – Sunday, October 16 th : New York Finger Lakes. Visit wineries, craft breweries, and see one of the most scenic parts of New York during the most beautiful time of year. Enjoy transportation to four wine tastings and two beer tastings, on night of lodging with breakfast, one brunch with mimosas. $399 per person for a single room; $329 per person for a double; $319 per person for a triple; and $309 per person for quad accommodations.
  • Sunday, November 20th : Radio City Music Hall. See the Rockettes perform their Radio City Christmas Spectacular, spend time exploring in the Big Apple, and conclude your day with a memorable dinner at the world-famous Stardust Diner. $195 per person includes round-trip motorcoach transportation, a ticket to the show, dinner, and driver and server tips.
  • Saturday, December 3rd : New York City. The motorcoach drops you off in midtown Manhattan to explore the city, see it decorated for the holidays, go shopping, enjoy a show, or have a special meal at your own pace. $45 per person includes round-trip motorcoach transportation and driver tip.
  • Monday, December 5th : Radio City Music Hall. See New York City in December with storefronts all decorated and visit the Rockefeller Center Christmas tree. Enjoy the Rockettes’ Radio City Christmas Spectacular before striking out into the city for an afternoon of fun and discovery at your own pace. Rejoin the group for dinner at the Stardust Diner before heading home. $195 per person includes round-trip motorcoach transportation, a ticket to the show, dinner, and driver and server tips.

West Goshen to Host Second Township Yard Sale

By popular request, the West Goshen Township Park and Recreation Department has added a second Township Yard Sale this year on Saturday, October 1st between 9:00 AM and 2:00 PM. Township residents can have their addresses listed to the directory of participating sites free of charge, or rent a space at the West Goshen Municipal Complex for $10. Vendor Registration Forms are available online HERE or by contacting the Park and Recreation Department at 610-696-5266, ext. 4104 or via email at klehr@westgoshen.org.

Deadline for registering to participate as a vendor is Friday, September 16th.

The Alice Express Arrives at West Goshen Community Park

The Hedgerow Theatre Company will bring its production of “The Alice Express” to West Goshen Community Park on Saturday, August 13th at 6:00 PM. This family-friendly, fast-paced, fun retelling of “Alice in Wonderland” is FREE OF CHARGE.
Guests are encouraged to bring a dry good item (e.g., soap, toilet paper, shampoo,
deodorant, diapers, laundry detergent, etc.) for the West Chester Food Cupboard.

West Goshen Resident Fall Art Exhibit Highlights Talents of Township Residents

West Goshen Township is home to many talented professional and amateur artists. Over the past 22 years, The West Goshen Resident Exhibit at the Galleries at the West Goshen Township Administration Building has become the premier showcase for works of art highlighting these talents. All West Goshen residents, regardless of training, skill level, or professional status, are invited to participate in this annual tradition.
This year’s West Goshen Resident Exhibit will take place from September 6th through October 31st . Both floors of the West Goshen Township Administration Building will feature paintings, drawings, photographs, sculptures, quilts, needlepoints, and more art!

A free special art reception will be held on Thursday, September 29th from 7PM to 8PM for members of the public to meet artists and learn about their works. Light snacks and soft drinks will be provided. Submission rules and registration forms for the exhibit are available HERE.

Your Vote Counts…For the Fall Movie Series!

The West Goshen Park and Recreation Department continues its tradition of asking Township residents to vote for the Saturday evening Fall Movie Series.  
Movies will be shown at the J. Leon Hagerty Amphitheater at West Goshen Community Park at 7:30 PM on September 17, September 24, October 1, October 8, and October 19. 

West Goshen residents may vote for up to five of the movies listed below by Friday, September 2.

Ballots are available at summer concerts and at the August 13 th production of “The Alice Express,” and are also available online HERE. 

The Fall Movie Series schedule will be announced during the week of Sept. 5-9.

The Friends of West Goshen Parks will hold their annual Membership Meeting on Thursday, September 15th at 6:00 PM at the West Goshen Community Park picnic pavilion.

Township residents are invited to learn more about The Friends of West Goshen Parks and their efforts to improve parks, programs, and events in the Township. Members of The Friends of West Goshen Parks can vote for Board Members and officers. A light dinner and beverages will be provided.

Friends of West Goshen Parks Raising Funds for Gazebo Replacement
The Friends of West Goshen Parks are raising funds to replace the J. Arnold Bair Gazebo at West Goshen Community Park. The gazebo, named after long-time West Goshen tax collector and Friends of West Goshen Parks founding member J. Arnold Bair, was installed in 1999 and is constructed out of wood, which has been weathered over the years and has reached the limit of its life-expectancy.
It has become a favorite spot for wedding and prom pictures, as well as a welcome resting spot for users of the fitness trail surrounding Community Park.

Remembering Sgt. Anthony DiRocco and Ray Halvorsen: Supervisor, Public Works Director

Anthony F. DiRocco, Jr. loved West Goshen Township. Born March 12, 1937, Tony grew up in the area and went to West Chester High School before working for the West Goshen Police Department for 38 years while achieving the rank of Sergeant. Upon retiring from the Police Department, DiRocco continued working for the Township as Facility Maintenance Manager for the new Municipal Complex from 2000 through 2014. “I can’t imagine he’s not the longest serving West Goshen Township employee ever,” says West Goshen Police Chief Michael P. Raymond Halvor Halvorsen, who served as a West Goshen Supervisor and as the Township’s Public Works Director for fifteen years, was born in Flushing, New York on April 14, 1951.

But the story of his connection to the town that would help define him…and that he would help to define…begins thirteen years later when his family moved to West Goshen Township. Read more here.

Join the Crime Victims' Center of Chester County for the Fourth Annual BBQ 911! Please don't wait if you want to attend. Tickets are $25.00 each and include all the BBQ you can eat., live music, Fire trucks and Police cars, Emerald society and more. West Goshen PD will have two teams competing and Chief Carroll will be a judge. Please consider coming out and supporting our teams and this amazing event.

The West Goshen Township Police Traffic Safety Committee is a means for the community to connect with their local police department with traffic concerns. The committee meets quarterly to discuss traffic related issues affecting West Goshen Township and offers residents an inside look at the methodology used by traffic officers.

HAPPY ANNIVERSARY TO GFC!
On Thursday, July 21st , Goshen Fire Company celebrated its 72nd anniversary. Like many volunteer fire companies, Goshen had humble beginnings, with a group of dedicated men and women providing Fire, EMS and Fire Police service to our community. In order to serve a growing community, Goshen built station 56 in 1999, located at Boot and Greenhill Roads. More about our history can be found here.
EMS BY THE NUMBERS
As one of the busiest EMS operations in Chester County, Goshen operates 4 ambulances, and is on pace for another record year, with over 4000 calls projected for 2022. That’s an average of 11 ambulances responses every day.
IN THE COMMUNITY

Family Fest was held at the American Helicopter Museum on Saturday June 25th and Goshen Fire, EMS and Fire Police members were there to talk to families about fire safety, hand out helmets to kids, and talk to attendees about volunteer opportunities. Helicopters and Fire Trucks…what could be better!

THE SOCIAL HALL IS OPEN 

After a 2 year hiatus, the social hall at Goshen Fire Company is open for your wedding, birthday celebration, family reunion or other social gathering. The hall features a full commercial kitchen; use your own caterer or select one from our list of recommended providers. Supplee Hall is located at Station 54, 1320 Park Avenue, West Chester. The West Chester Fire Department is a 100% volunteer fire department that provides service to West Goshen Township and the surrounding community.  If you have ever considered giving back to your community there are plenty of opportunities to volunteer at one of The West Chester Fire Departments three locations. They are looking for members who are 14 and older, NO EXPERIENCE is necessary. Click here for more information.
The West Chester Fire Department is taking to the skies as it is placing into service a new high-tech drone this month. This is a valuable new tool for the fire department that will benefit the West Goshen community.

The drone will aid in search & rescue, collapse incidents, fire emergencies and many other situations. The drone can fly up to 50 mph rain or shine, has a thermal infrared camera and 200x zoom camera. 
The new equipment was purchased through generous corporate sponsorships from the following companies: Bentley Systems, Dan Koval, Sartomer/Arkema, Len Mazzanti, Moose Meadows Charitable Fund, Ray Bentley and Daniels Consulting Engineers, LLC, Dave Daniels.
Smoke Alarm Safety Tips:
  • Install smoke alarms in every bedroom. They should also be outside each sleeping area and on every level of the home. Install alarms in the basement.
  • Large homes may need extra smoke alarms.
  • It is best to use interconnected smoke alarms. When one smoke alarm sounds, they all sound.
  • Test all smoke alarms at least once a month. Press the test button to be sure the alarm is working.
  • A smoke alarm should be on the ceiling or high on a wall. Keep smoke alarms away from the kitchen to reduce false alarms. They should be at least 10 feet (3 meters) from the stove.
  • People who are hard-of-hearing or deaf can use special alarms. These alarms have strobe lights and bed shakers.
  • Replace all smoke alarms when they are 10 years old.

WEST GOSHEN PET OF THE MONTH: Leilani and Wylie!

Leilani is a an adopted Pekingese/Shih Tzu mix from Valdosta, Georgia that found her “furever home” here in West Goshen, PA! This Southern Belle was discovered by Shih Tzu & Furbaby Rescue years ago from an unfortunate situation and was matched with her current family, who welcomed her into their home and have loved her ever since. She is a sweet and cuddly little girl, who loves relaxing with her family (including her cat brother, Prince) at home and playing with her purple bunny.
Leilani is grateful to have a second chance in life and also live so close to West Goshen Park, one of her favorite places to visit! If you see Leilani around town, she will most likely be sporting a seasonal sweater, and would love to say hello. She is super friendly and loves to be pet and held! 
Wylie was adopted from LaMancha Rescue after a road trip from Kentucky. He chose to come live with us on Memorial Day 2020. He is the happiest pup (except when Mr. Squirrel comes by) and loves to make new friends.

We are so excited and thankful to share that we are one of 260 grantees chosen for a 2022 AARP Community Challenge grant from AARP Livable Communities and AARP Pennsylvania
