We are glad to see Walter Browning acknowledge his two personal bankruptcies. That still leaves the two failure to pay convictions in Canada and the eight Canadian businesses "Dissolved for Non-Compliance" for explanation. See this earlier email for details. As the rest of this email demonstrates, Walter Browning continues to take the law into his own hands without authority to do so.

Walter Browning has recently hired personal armed security guards. Please be aware, however, that these security guards are for Walter Browning, and not the BIB community. Although they occasionally are at the front gate, there is no indication that these armed security guards are serving any function other than opening and closing the gate. We have never seen any evidence that they are checking whether or not the people they are letting into BIB have valid business in our community. Furthermore, Walter Browning is apparently using these security guards to assist him in his disruptive community behaviour, as the following incident attests. 

On Tuesday, June 21, 2022 community member Paul Prescott went to the Bean Bale house to check on the new security camera system, installed in May after the recent apparent theft of the previous security camera DVR. Also there at that time were Beth and Bryan Weary, and our two property maintenance workers, Nacho and Caesar. Bryan had the BIB POA's tractor there to transport some saplings that were being planted in the area.

Walter Browning and three of his security detail walked over from lot #2 to the Bean Bale house. One of his security detail was in uniform and had a holstered gun. The other two were in plain clothes. Since there have been previous incidents at BIB involving Walter Browning, Paul immediately started filming with his phone. Walter Browning entered the Bean Bale house and proclaimed that the Bean Bale house would no longer be locked, and that his security guards would occupy the structure. For someone who proclaims to want "democratic legal structure" at BIB, Walter Browning appears to enjoy making autocratic declarations. He then took the padlock that we had used to lock the front door and gave it to his armed security guard who put it in his pocket. Despite repeated requests, the armed security guard would not give back the padlock. Walter Browning then left the Bean Bale house with his armed guard. Here is the video of that incident:

Walter Browning then reentered the Bean Bale house by pushing Paul Prescott out of his way. The BIB POA believes that despite any differences of opinion, personal autonomy should always be respected and that no one has the right to touch anyone without consent, much less forcibly push someone out of the way. Here is the video of this incident:

Walter Browning then left the Bean Bale house and went over to the community's running tractor. Walter Browning tried to steal the tractor key. Here is the video of this incident:

Bryan then got on the tractor. Beth retrieved from Bryan the padlock that had originally been on the door to the upper floors at the Bean Bale house and secured it on the lower door, where the security camera equipment is located. Walter Browning said that he can just cut the lock off, as can be heard in this video:

With the Bean Bale house secure again, Walter and his security guards left and Bryan drove the tractor away. Beth, Bryan, and Paul then went to the Benque Police Department where we filled out reports for the stolen padlock and for the assault. The BIB POA Board is not trying to damage anyone's reputation or put anyone in jail. However, when assets of the BIB POA are stolen, we will report such matters to the police. The replacement of the stolen DVR's and damaged cameras cost over US$1,000. That is money that came from owner's POA fees. No single lot owner has the right to take BIB POA property that was purchased for the benefit of the collective. If Walter Browning wants the BIB POA Board to stop reporting his actions to the police, he merely needs to refrain from taking BIB POA property. 

Although Walter Browning claims to be against bullying, he is now using his armed hired security guards to assist in his disruptive behaviour. Since this incident, Walter Browning's security guards are now also carrying billy clubs in the community. We are very concerned over the potential for Walter Browning and his armed security guards to perpetuate violence on community members, either intentionally or accidentally.
