Was ist Europa?

What is Europe?

The question is not so obvious and probably the tragic events of recent months make the search for a possible answer even more necessary. Well before the invasion at the end of February, Ukraine represented that country where, while scepticism and nationalism grew in the rest of the continent, men and women literally gave their lives in the name of the blue flag with the twelve stars and what it stands for. "The citizens of Ukraine are defending European values on the frontlines," said Marta Barandiy, chairwoman of Promote Ukraine, in an interview on Euractiv, and she is certainly not the only one to think so.

But what is this Europe so that is worth fighting for? Evidently not the set of rules and institutions that make up the EU, too often (and not always rightly) accused of being “remote from the citizens”. If, however, in Western Europe the luxury of reasoning essentially in market terms is possible, it only needs to move eastwards to notice that that same 'Europe' takes on a much higher value. It does not represent an 'economic' interest, from the Greek oikonomikós, “domestic”, but a political one, related to the polis, to the community.

Peace, freedom, and democracy are perhaps the three words that best characterise this political concept of Europe. Not innate or “natural” concepts, but conquests. Thus, Europe is not defined by boundary lines, by a place of birth. It becomes an aspiration for a free and peaceful coexistence, without many prejudices, but with a common and shared interest. It is certainly no coincidence that the freest and most democratic area in the world is also the 'richest', the one where people live best in an absolute sense. 

In fact, the great challenge of European integration is precisely finding a way to go beyond the pure pursuit of particular or national interests, to work instead towards a higher common interest. Here, too, the “superior” is not so much moral as substantive and factual. 

Faced with catastrophic crises such as pandemics and war, all European countries were faced with an historic challenge: to waste less efforts in “domestic” disputes and to work more far-sightedly for the common interest, never the result of the sum of particular interests, but instead the product of a synthesis effort. 

Faced with such challenges, even Switzerland has abandoned its historical and supposed “neutrality”. Supposed because it originates because it has always rejected conflicts among European countries and, once again, in supporting European sanctions against Russia, Switzerland has chosen to be on the side of peace, freedom and democracy.

This forward-looking Europe, not a community of birth but of destiny, could then be an interesting perspective to actively reflect on. The EU must do so, faced with the need to reform itself, as its citizens clearly demanded during the Conference on the Future of Europe. Switzerland could do it too, if it is true that laws and institutions can change, so that the values of peace, freedom and democracy on which our societies are founded will stand.
