HEALTHII Payments
AHCCCS has not determined the baseline year, but based on the information they have provided, we believe that the baseline year is likely either 2020 or 2021. AzHHA continues to try to persuade AHCCCS that the data period chosen for the baseline year will need to include sufficient time for hospitals to have made an impact towards compliance with the measures.
- Overall, AHCCCS will be paying out $100 million across Arizona hospitals, but it is unclear how much Critical Access Hospitals will receive in these payments.
- Payments are expected to begin being paid out in December 2023 and will be paid each quarter to hospitals which qualify.
- When possible, HEALTHII quality measures would be applied toward the Medicaid population.
- AHCCCS will focus on individual hospital performance, given the distinct hospital characteristics, and will be looking for improvement year over year.
- AHCCCS intends to work on modeling and additional decision making this summer and fall.
Measures tied to HEALTHII payments include, OP-18, Median Time from ED Arrival to ED Departure for Discharged ED Patients, Influenza Vaccination Coverage Among Healthcare Personnel and Successful Implementation of Antibiotic Stewardship Program.
