On the 6th September 2022, Bellona Europa is organising a CCS Conference in Brussels. The purpose of the conference is to establish familiarity of regional actors with the EU-level CCS policy initiatives, to introduce funding opportunities that could be used to facilitate and accelerate the deployment of CCS projects in the region, as well as to enable and encourage communication and cooperation among regional stakeholders and EU representatives. We will host speakers and panellists representing the EU institutions (i.e. the European Parliament, and the European Commission) and Member States, CCS project developers from the CEE region, as well as civil society.

Decarbonising Europe’s largest industrial cluster

This conference will focus on how The Netherlands, Belgium and North Rhine-Westphalia can collaborate to speed up the decarbonisation of the ARRRA cluster; one of the biggest industrial conglomerations in Europe. In the morning, the event will feature discussions on the different industrial decarbonisation policies, the most significant challenges, and how to realise cross-border infrastructure. In the afternoon, we will bring together expert speakers to review different tools to decarbonise industry.

Effective use of renewables to reduce emissions

|
Large scale green hydrogen relying on renewable electricity will likely become a major feature of the UK energy system during the 2030s. However, at present fossil fueled generation remains an important component of the European power system, and while this remains the case there are some difficult trade-offs to consider.

Gas market package: 3 amendments we like and why
|
|
The proposed hydrogen and gas markets decarbonisation package includes a regulation and a directive, hoping to steer the EU towards a transition from an energy landscape largely dominated by fossil gas to a largely electricity-based system with some renewable and low carbon gases. We noted and highlighted significant shortcomings in the package and its failure to free Europe from fossil lock-in. Consequently, we suggested a number of recommendations. In light of the upcoming deadline for amendments on 13 July, on both the directive and regulation, reports tabled by MEPs Buzek and Geier have positive developments in line with Bellona’s asks.

MEPs vote for higher renewable energy and hydrogen targets: the vote talks the talk, but can they walk the walk?

On July 13th, the Industry, Research and Energy (ITRE) committee voted on the Renewable Energy Directive (REDIII). Bellona has keenly followed the development of the revision of the Directive, particularly related to renewable fuels of non-biological origin (RFNBOs) and recycled carbon fuels (RCFs). The MEPs increased the ambition level, but the final climate impact will come down to the expedited deployment of the additional wind and solar needed to achieve the targets.

EU Innovation Fund invests in crucial infrastructure needed to decarbonise Europe’s industry, and misses a few shots

On July 12th, the European Commission announced their pre-selection under the second call for large-scale projects of the Innovation Fund. The 17 pre-selected projects focus on key technologies for industrial decarbonisation and include project developers from different corners of Europe.
As an active participant in the expert group meetings for the Innovation Fund, Bellona is happy to have contributed to the design of the parameters for the Fund that led to the pre-selection of these projects.

The European Parliament’s failure to veto the Taxonomy CDA discredits and jeopardises Europe’s climate ambitions
|
|
The European Parliament failed to reach the required majority (353 required) to veto the Taxonomy Complementary Delegated Act. The final vote read 328 ‘no’ to 278 ‘yes’, missing the majority by 78 votes, and resulting in the rejection of a tabled objection to the EU Sustainable Finance Taxonomy Complementary Delegated Act.
The Complementary Delegated Act (CDA) now brands investments into unabated fossil gas and nuclear energy as sustainable under the EU Sustainable Finance Taxonomy, despite repeated calls from financial market participants pointing at the dangers that such a move entails.

The 2nd International Conference on Negative CO₂ Emissions was held at Chalmers University of Technology, Gothenburg, Sweden, June 14-17, 2022.
The conference brought together 275 scientists and experts to engage in various aspects of research relating to carbon removal including various negative emission technologies, climate modelling, climate policies and incentives.
The main topics of the conference included BECCS, DACCS, Biospheric storage, enhanced weathering and ocean alkalinisation.

Consultation Response – Amended Proposal: Trans-European Transport Network (TEN-T) Revised Guidelines
|
|
Bellona Europa greatly welcomes the launched call for evidence on the TEN-T Regulation in the wake of a new geopolitical reality and the REPowerEU strategy. In addition to the outlined changes in line with the “Solidarity Lanes” Commission Communication and the need to update the TEN-T maps and connectivity to Ukraine and Moldova, we urge that the important role of the green and just transition is not only kept in the proposal, but also expanded to include multiple transport modalities for transporting CO₂ to storage from industrial emitters.

Europe needs modern, clean, secure and smart energy infrastructure to deliver the green deal. The revision of TEN-E & TEN-T aims to ensure EU energy and transport infrastructure policy is consistent and aligned with the climate neutrality objective of the European Green Deal.
