‘Ports connecting people’ – photo exhibition in Mauritius

UNODC GMCP launched a photo exhibition under the theme, "Connecting Ports and People" in Port Louis, Mauritius
On 4 August 2022, UNODC GMCP launched a photo exhibition under the theme "Connecting Ports and People" with photos from photographer, Keivan Cadinouche. The exhibition is organised in partnership with the Office of the UN Resident Coordinator and the European Union. The exhibition is open for the public in Le Caudan Arts Center in Port Louis and offers free access until 25 August 2022. Thereafter it will move around the country. The exhibition is taking place as part of the EU Programme on Port Security and Safety of Navigation. The photographs displayed illustrate how the maritime sphere, particularly ports connect citizens and have an impact on coastal communities.

UAV operator training for the Mozambican Navy in Seychelles

UNODC GMCP supports the Mozambican Navy through the delivery of UAV operator training 
From 8 to 26 August, UNODC GMCP, funded by US INL and in partnership with the Seychelles Air Force, is conducting an Unnamed Aerial Vehicle (UAV) / Drone Operator course at the Defence Academy in Victoria, Seychelles for the Mozambican Navy. Course objectives include teaching participants how to proficiently, safely, and conscientiously operate a drone for the purpose of Maritime Law Enforcement (MLE) with the overarching aim of strengthening maritime security in the Western Indian Ocean.

Security information reporting workshops for Kenya Prison Service

UNODC GMCP delivered a security information reporting workshop for KPS officers in Nairobi and Mombasa 
Funded by the British High Commission in Nairobi, UNODC GMCP conducted Security Information Reporting sensitization workshops for prison officers at Kamiti Maximum, Langata Women, Shimo Women and Shimo Maximum Prisons in Nairobi and Mombasa respectively from 1 to 5 August 2022. The workshops were delivered by UNODC GMCP-trained Kenya Prison Service (KPS) trainers. During the workshops, the officers were sensitised on the importance of reporting and how this plays a key role in preventing radicalisation and extremist behaviour within the prisons.

CCTV camera installation for Kenya Prison Service

Ceremony marking the completion of CCTV installation at Shimo La Tewa Women Prison
On 6 August 2022, the Commissioner General of Prisons, Brigadier (Rtd.) John K. Warioba, Kenya Prison Service (KPS), officiated the ceremony marking the completion of CCTV installation at Shimo La Tewa Women Prison. The installation will support KPS in their efforts to oversee the security of the prison and prevent the spread of violent extremism in compliance with international standards, including human rights. The installation was facilitated by UNODC GMCP under the Prevention of Violent Extremism project (PVE3) which is funded by the British High Commission in Nairobi.

Improving Port Security in Port Louis, Mauritius

Port security training conducted in Port Louis, Mauritius under the EU-funded Port Security and Navigation Safety of Navigation Programme
On 2 August 2022, UNODC GMCP started a two-week training on Port Security in Port Louis, Mauritius. Officers working in maritime law enforcement and port security are taking part in the training. The training covers both practical and theoretical courses, implemented as part of the EU-funded Programme on Port Security and Safety of Navigation and coordinated by the Indian Ocean Commission.

Improving maritime security through regional agreements

UNODC GMCP works to improve maritime security in the Western Indian Ocean by facilitating regional agreements
UNODC GMCP facilitated the first meeting between representatives of the Ministry of Transport and Works of Tanzania and the Indian Ocean Commission on 1 August 2022. The meeting aimed to discuss the possibility of the United Republic of Tanzania to join the Maritime Security (MASE) agreements and participate in the Regional Maritime Information Fusion Centre (RMIFC) and Regional Centre for Operational Coordination (RCOC). The current MASE signatories are Comoros, Djibouti, Kenya, Madagascar, Mauritius and Seychelles.

Esta actividade é implementada como parte do Programa sobre Proteção Portuária e Segurança da Navegação financiado pela UE e coordenado pela Comissão do Oceano Índico.

Regional VBSS specialised course on SOM and SOLAS in South Africa

UNODC GMCP delivered a regional VBSS specialised course on SOM and SOLAS in South Africa 
On 8 August 2020, in Cape Town, South Africa, UNODC GMCP commenced a two-week regional Visit, Board, Search and Seizure (VBSS) course specialised on Smuggling of Migrants (SOM) and Safety of Life at Sea (SOLAS) to maritime law enforcement officers from Comoros, Madagascar, Mauritius, Mozambique, Seychelles, South Africa, and Tanzania. The course covers search techniques, boarding procedures, the use of force, rules of engagement and applying to  human rights on vessels. Alongside UNODC GMCP trainers, a guest national instructor from Seychelles Cost Guard is supporting this regional event as part of a the in-country mentorship programme. This activity is funded by the US INL.

MDA course delivered in Seychelles

Officers of the Regional Centre for Operational Coordination, the National Information Sharing Coordination Centre, Seychelles Air Force and Seychelles Coast Guard
In Seychelles, UNODC GMCP is delivering a Maritime Domain Awareness (MDA) course focused on Smuggling of Migrants and Human Trafficking for officers of the Regional Centre for Operational Coordination (RCOC), the National Information Sharing Coordination Centre (NISCC), Seychelles Air Force and Seychelles Coast Guard. This course is supported by the Canadian Coast Guard and EU-MASE. Having commenced on 8 August and running until 12 August, the course aims to develop knowledge surrounding the smuggling of migrants and trafficking of persons across the Indian Ocean, including routes and trends, push and pull factors, the maritime dimensions of the criminal activities at play, the legal considerations thereof, and the responses to these crimes.

Prosecutor exchange between Madagascar and Comoros

UNODC GMCP facilitated a prosecutor exchange between Comoros and Madagascar
Funded by US INL, UNODC GMCP facilitated a prosecutor exchange between Madagascar and Comoros. The Prosecutor General of Mahajanga, in the Republic of Madagascar, was embedded into the office of public prosecutions of Moroni, in Comoros from 8 to 12 August 2022. During this exchange programme, prosecutors from both countries were able to share information and expertise on the prosecution of maritime crime cases.

Prosecutors’ training on MLE and advocacy in Maldives

Funded by US INL, UNODC GMCP supports the Prosecutor General’s Office in the Maldives through the delivery of training and advocacy activities 
A Prosecutors’ Training on Maritime Law Enforcement (MLE) and Advocacy was delivered to seven public prosecutors from the Prosecutor General’s Office in the Maldives. Both theoretical and practical sessions were delivered in the areas related to extradition, advocacy skills and court room-based simulated training. This training has been developed with an emphasis on the knowledge and application of the United Nations Convention on the Law of the Sea (UNCLOS), as well as subjects related to mutual legal assistance and extradition aligned with maritime crime-related cases. This three-day course is funded by the US INL.

Visit to IFC-IOR by South Asian countries

UNODC GMCP conducted a visit to the Information Fusion Centre - Indian Ocean Region (IFC-IOR) located in Gurugram, India
UNODC GMCP organised a study visit to the Information Fusion Centre - Indian Ocean Region (IFC-IOR) located in Gurugram, India, for eight participants from law enforcement agencies from Bangladesh, Maldives and Sri Lanka, from 4 to 5 August. The event was also attended by the Head of UNODC GMCP, staff from the UNODC GMCP South Asia team, and personnel from the Indian Navy. During the visit, the participants were briefed on the structure and functioning of the IFC-IOR and were introduced to the International Liaison Officers (ILOs). Prior to the visit, UNODC GMCP organised a roundtable discussion with the participants to reflect on the needs, challenges and opportunities in the area of Maritime Domain Awareness (MDA) from each jurisdiction (inputs from a domestic point of view), as well as ways in which countries could cooperate regionally. This activity was possible thanks to the funding provided by the US INL.

VBSS course delivered for Bangladesh and Sri Lanka

UNODC GMCP supports MLE agencies in Bangladesh and Sri Lanka through the delivery of VBSS training 
From 31 July to 11 August 2022, UNODC GMCP delivered a two-week Visit, Board, Search, and Seizure (VBSS) Operations Course for Boarding Officers, for the members of Bangladesh Coast Guards, Sri Lanka Navy, and Sri Lanka Coast Guards in Patuakhali, Bangladesh. A total number of 12 officers received training on a variety of subjects, including boarding team composition and communications, boarding procedures, detaining, and searching for personnel, vessel types, and hidden compartments, through a combination of theoretical and hands-on instructions to help enhance maritime security in the region. Furthermore, tabletop exercises were incorporated into the course, where officers developed team briefs and boarding plans for presentation, rehearsal, and execution. This is the first international training conducted by UNODC GMCP in Bangladesh for overseas participants. The course is funded by the US INL.

Handover ceremony of a training boat for the Bangladesh Coast Guard in Patuakhali 
On 11 August 2022, UNODC GMCP handed over a training boat to the Bangladesh Coast Guard in Patuakhali. The handover ceremony was attended by senior officers of the Bangladesh Coast Guards and UNODC GMCP officials. With the support from the Government of Japan, UNODC GMCP has been providing equipment support to law enforcement agencies in Bangladesh to build their capacities to successfully intercept illicit activities in the country.

Seminario de interdicción marítima para fiscales y agencias de aplicación de la ley en el mar

UNODC GMCP facilitó un seminario de interdicción marítima para fiscales y autoridades de Colombia, Costa Rica, Ecuador y Panamá
Del 8 al 12 de Agosto, UNODC GMCP llevó a cabo su Seminario de Interdicción Marítima para fiscales y Agencias de aplicación de la Ley en el Mar, en la ciudad de Panamá. El Seminario abarcó los procesos de interdicción Marítima, la Inteligencia Criminal, Análisis Forenses y evaluación de dispositivos electrónicos y digitales, para lo cual contó con el apoyo del Instituto de Medicina Legal y Ciencias Forenses (IMELCF), el Servicio Nacional Aeronaval (SENAN) y el Ministerio Público de Panamá. En el mismo se abordaron lecciones para el refuerzo de los procedimientos y el marco legal internacional, así como simulaciones para la puesta en práctica de lo visto en el seminario. El taller contó con la participación de representantes de la Fiscalía Delegada Especializada en Delitos de Panamá, Fiscalía General de la Nación de Colombia, Fiscalía General del Estado de Ecuador, Fuerzas de Defensa de Panamá y El Ministerio Público de Costa Rica.

Workshop on community-based crime prevention strategies for youth in Nigeria

UNODC GMCP promotes building youth resilience to violence and crime through social developmental approaches to crime prevention
UNODC GMCP held a workshop in Bayelsa within the framework of the project, "Combating Piracy and Maritime Insecurity in Nigeria through Community-based Crime Prevention Strategies", funded by the Government of Germany. Discussions throughout the workshop were centred in particular on understanding risks and protective factors to youth violence and crime; effective approaches as per international standards and norms; learning on evidence-based prevention interventions; and, sharing good practices, including on informal education, life skills training and youth mentoring programmes. The workshop also addressed family support and positive parenting and sport-based interventions in building youth and local resilience to violence and crime. Finally, participants had the opportunity to explore the role of art and culture as vehicles for youth engagement and empowerment.

A avaliação centrou-se no impacto dos crimes marítimos e na insegurança marítima nas comunidades costeiras e grupos vulneráveis em São Tomé e Príncipe, bem como no estatuto da integração da perspectiva de género nas agências relevantes que respondem aos crimes marítimos.

Exercícios navais para autoridades judiciárias e marítimas em São Tomé e Príncipe

Realização de exercícios navais para actualização e aprofundamento da capacidade de aplicação do direito do mar no âmbito do quadro legal aplicável à pirataria e outros crimes marítimos, para autoridades judiciárias e marítimas em São Tomé e Príncipe
Como parte da implementação do programa PASSMAR - Programa de Apoio à Estratégia de Segurança e Protecção Marítima na África Central, co-financiado pela União Europeia, o Gabinete das Nações Unidas contra a Droga e o Crime (UNODC), através do seu Programa Global de Controlo do Crime Marítimo (GMCP) proporcionou um curso de formação de 4 dias para oficiais da polícia marítima de São Tomé e Príncipe sobre os procedimentos e técnicas a utilizar durante a análise da cena do crime, recolha e preservação de provas, visita, embarque, operações de busca e apreensão (VBSS). O objectivo final da formação era permitir aos participantes executar com sucesso operações marítimas seguras e legalmente sólidas, em conformidade com as leis marítimas nacionais e internacionais.

VBSS training for MLE agencies from Thailand and the Philippines

UNODC GMCP delivered VBSS training for MLE agencies from Thailand and the Philippines

In order to develop the capabilities of Maritime Law Enforcement (MLE) agencies in Southeast Asia to deal with increasingly complex scenarios at sea, UNODC GMCP has successfully organised a two-week VBSS training course for boarding teams from the Philippines and a second VBSS course for Thailand Maritime Command Center (THAI-MECC) from 1 to 12 August 2022. The training for eight officers from the Philippine National Coast Watch Center, National Police Maritime Group, and Philippine Coast Guard was conducted at the Regional VBSS Center in Batam, Indonesia. The VBSS course covered practical boarding exercises which included the use of detection equipment, identification of hazardous materials and symbols, and safe handling and stabilisation of Chemical, Biological, Radiological, and Nuclear (CBRN) materials detected onboard vessels.
For Thailand, the second VBSS training was delivered in Sattahip, Thailand and focused on underway boarding, pier side boarding techniques and classroom lectures. The series of VBSS courses contributed to enhance capabilities of boarding teams from different agencies within the Thai-MECC coordination mechanism. The opening ceremony and the closing ceremony was attended by RADM Ittipat Kawinfuangfukul, Director General of Office of the Exercises and Training at the THAI-MECC. Participants provided positive feedback at the end of the course and are looking forward to similar training opportunities in the future.

MDA analytical training at Philippines NCWC for South Asian states

UNODC GMCP supports capacity development across South Asian states through the delivery of MDA Analytical Training 

From 2 to 12 August 2022, UNODC GMCP delivered two Maritime Domain Awareness (MDA) Analytical Training courses to 21 MDA analysts and law enforcement personnel from Bangladesh, Maldives, the Philippines, and Sri Lanka. The two-week training is conducted at the MDA school established at the Philippines National Coast Watch Center and covers Basic and Intermediate MDA Analytical courses that cover utilisation of advanced technology to monitor and detect illicit activity at sea. Two trainers from the Japan Coast Guard also supported the activity with lectures on Japan’s MDA structure and best practices on the utilisation of MDA technology in combating maritime crimes.

Village leaders training in Samoa

Closing ceremony of the UNODC GMCP-facilitated village leaders training on the Island of Upolu in Samoa 

In order to develop community level engagement to strengthen maritime law enforcement, UNODC GMCP conducted a training for Village Leaders on the Island of Upolu in Samoa from 9 to 10 August 2022. The activity aimed to train village leaders, who represented 500 members of their community, to detect and report suspicious activity at sea to the Marine Police Unit. The CEO for the Ministry of Women Community and Social Development commended efforts by UNODC GMCP and looks forward to more collaborative work with UNODC in this area for Samoa’s Village Leaders.

Engineering mentorship delivered in Mogadishu

UNODC GMCP facilitated an engineering mentorship in Mogadishu for officers of the MPU 

Sustaining the operational condition of the patrol boats via engineering mentoring is essential to UNODC GMCP's goal of strengthening and improving the Mogadishu Maritime Police Unit's (MPU) capacity in performing patrol missions. This objective is accomplished by ensuring maintenance plans and technical knowledge are implemented in the day-to-day operations. To this end, the UNODC GMCP engineering mentor provided a series of lectures and on-the-job mentorship on the operationalisation of the outboard engines, daily checks and procurement plans for the Unit.

Communications mentorship programme for Mogadishu MPU

UNODC GMCP is supporting the Mogadishu MPU through the delivery of regular communications mentorship 

Two officers in charge of the communications room in Mogadishu participated in the UNODC GMCP communications mentorship programme. Throughout the activities the team worked on the significance of interoperability systems, the maintenance and repair of overall communications equipment, as well as the daily operations required for the proper functioning of the equipment during operations at sea. The communications system provided by UNODC GMCP has further enabled and supported the daily operations conducted by the Mogadishu Maritime Police Unit (MPU), includingenhancing the operational readiness of the team.

UNODC GMCP mentors in Mogadishu met with the officers in the mentoring programme to review the completed training activities during the mentors’ rotation 

UNODC GMCP mentors met with the officers in the mentoring programme for VBSS, engineering, and communications, as well as the Maritime Police Unit (MPU) leadership team, to review the completed training activities during UNODC GMCP mentors’ rotation in Mogadishu. The mentors also provided guidance on how to maintain and utilise the knowledge transferred during the training and mentorship activities in the MPU’s daily operations. The objective was to present the learnings to the Commander of the Unit and find ways in which the Officers can ensure that personnel in the sub-units utilise the learning in their future operations. Furthermore, it is expected that the Communications and engineering sub-units will ensure to maintain all the equipment at the port for the engineering and communications teams. The VBSS team reviewed the various procedures to follow during patrol operations to promote safety and security at sea.

Stakeholder consultations in Kenya for the roadmap against illicit trade

UNODC GMCP organised stakeholder consultations in Kenya for the roadmap against illicit trade 

In partnership with the Kenya Border Management Secretariat and the Kenya Revenue Authority, UNODC GMCP convened a series of stakeholder consultations in Mandera and Lamu to receive inputs on the draft roadmap for enhanced inter-agency cooperation to combat illicit trade along the Kenya-Somalia border. With the phased re-opening of the border, the implementation of the roadmap carries political importance. UNODC GMCP looks forward to continuing to support this initiative with generous funding from the Kingdom of Denmark.

Handbook handover to the Kenya Ports Authority

UNODC GMCP presented copies of its "Handbook on the Implementation of UN Sanctions in the Gulf of Aden" to the Kenya Ports Authority

On 3 August 2022, UNODC GMCP was pleased to present copies of its "Handbook on the Implementation of UN Sanctions in the Gulf of Aden" to the Kenya Ports Authority in Lamu, Kenya. The Handbook is designed to assist port, custom, and law enforcement authorities in detecting and investigating the maritime flow of sanctioned and restricted goods, especially charcoal and IED components, in line with the Somalia Sanctions Regime. Looking ahead, UNODC GMCP will continue to hand over copies to all relevant government officials. The funding for the development of the Handbook was provided by the Kingdom of Denmark.

Drone pilot project follow-up meeting in Kenya

UNODC GMCP is supporting the KRA through a drone pilot project 

On 1 August 2022, UNODC GMCP held a meeting together with the Kenya Revenue Authority (KRA) border control and enforcement team at the KRA headquarters in Nairobi. The purpose of the meeting was to discuss in detail, all that transpired during the drone project training, as well as to agree on future implementation plans regarding the project. During the meeting, UNODC GMCP also gave a briefing on illicit trade at the Kenya-Somalia Border. Ten people, including five females were present at the meeting.

Boarding exercises completed in Aden

Officers of the YCG completed a UNODC GMCP-facilitated boarding exercise in Aden 

Thanks to the continuous support from the US EXBS Program and the Danish Ministry of Defense, UNODC GMCP conducted a series of boarding exercises in Aden, focusing on boarding High Free Board Dhows using a confiscated dhow that was seized by the Yemen Coast Guard (YCG) carrying an important illegal shipment of fertilisers arriving at Ras Al-Ara area from Djibouti Port in March 2021.
As a result, a team of 12 boarding YCG officers and NCOs were trained  using the developed Preboarding and GO/NOGO Checklists and using the tactical equipment provided by UNODC GMCP, including the telescopic pole and caving ladders designed for boarding operations in high free board vessels.

Marine communications mentor deployed in Yemen

Funded by the US EXBS Program and UK FCDO, UNODC GMCP supports the YCG through mentorship on marine communications in Aden

With the financial support of the US EXBS Program and UK FCDO, UNODC GMCP deployed a marine communications engineer to Aden to enhance the communications capacity of the Yemen Coast Guard (YCG). From 1 to 15 August 2022, the UNODC GMCP mentor delivered training for eight radio operators and six radio technicians from YCG Operations Room in Aden. The training covered the use of VHF and HF marine communication devices and the creation of communication logs using word and excel sheets. During the second week, the course  beneficiaries were principally the radio technicians who received training on conducting the daily preventive maintenance including checking the radio antennas, the coaxial cables and the connections used for those devices. The technicians were also trained on cleaning, greasing and sealing the radio connectors to achieve stronger marine radio signals connectivity.
UNODC GMCP's full time marine communications mentor has significantly improved the knowledge and  skills of YCG radio operators and technicians, particularly in ensuring documentation and reporting processes of the various sea incidents are conducted in a standardised manner.
