MoE to continue allow certain MoE-approved Chinese-Foreign joint institutes and programs to accept Chinese students who cannot travel abroad for foreign degree (CHN)

According to a circular released by the Chinese Ministry of Education (MoE) on 28 July, China will continue to allow certain MoE-approved Chinese-Foreign joint institutes and programs (including some with Australian providers) to accept Chinese students who are unable to travel abroad for studies due to the pandemic by encouraging eligible joint institutes and programs to expand their undergraduate and postgraduate recruitment for the academic year. The list includes 58 joint institutes and programs from 15 provinces.
 

Ministry of Civil Affairs: New job seekers encouraged to take up entry-level public service positions (CHN)

According to a news conference held on 26 July by the Chinese Ministry of Civil Affairs, 82,000 full-time positions in urban communities have been made available to college graduates this year, of which 25,000 posts are exclusively for them.

 
China's high school enrollment up in last 10 years

China's high school gross enrolment rate reached 91.4 percent last year, up 6.4 percentage points since 2012, the MoE said on 5 July 2022. During this period, government expenditure on high school education has more than doubled.
 

76 countries studying Chinese as part of national curriculum, says MoE (CHN)

According to the MoE, as of December 2021, ten international organisations have set Chinese as one of their official languages. More than 180 countries/regions conduct Chinese language education, 76 are including Chinese language education in their national curriculum. Over 25 million foreigners are currently studying Chinese, and nearly 200 million people have studied and are currently using the language, says the MoE.
 

China's population expected to see negative growth before 2025: official

Birth data for 2021 released by 29 provinces and regions in China so far showed that the number of new births in 2021 was the lowest in decades in several provinces, and only 6 among the top 10 provinces with the highest birth numbers exceed 500,000. Chinese demographers predicted that negative population growth will be the dominant trend in the coming years for a long time.

CEAIE signs strategic cooperation framework agreement with Hainan (CHN)

On 5 July, the Education Department of Hainan Province and China Education Association for International Exchange (CEAIE) signed a strategic cooperation framework agreement in Haikou on further internationalising the province’s education at all levels. The agreement covers recruitment of foreign teachers, inbound study-abroad, transnational education and training of staff for international affairs. 
 

Eleven private schools with public school participation in Shanxi turn public (CHN)

According to the Shanxi Provincial education authority, 14 private schools in the province are found to have public school participation. Eleven schools will become public from September this year, three will remain private. This shift is based on a high-level notice issued by the MoE and seven government bodies in August 2021 on regulating public schools’ participation in private education at compulsory education level. 
 

Beijing to begin rotation of teaching staff in schools from September (CHN)

According to Beijing education authority, the city will begin its first rotation round of teaching staff. The rotation program, which aims to improve education quality and equity in the city's public education system, was previously piloted in Dongcheng and Miyun districts and will be implemented throughout the city beginning in September 2022. Furthermore, as of July 15, the city had reduced out-of-school tutoring organisations by 80% compared to before the implementation of the "Double Reduction" plan.
 

Hebei reduce out-of-school tutoring organisations from 5,000 to four (CHN)

According to the latest Hebei education authority publication, the province has reduced the number of out-of-school tutoring organisations for compulsory education subjects from 5,000 to four in the last year. It was noted that 1,743 of the 5,092 organisations ceased operations, while 3,345 switched to teaching non-compulsory subjects.

 
Chinese University of Hong Kong to set up academic centre in Shanghai district, in first such collaboration with local government

On 4 July 2022, the Chinese University of Hong Kong (CUHK) signed an agreement to establish an academic centre in Shanghai - The Chinese University of Hong Kong Shanghai Centre, the first such collaboration between CUHK and the mainland.
 

Surge in Hong Kong teachers quitting leads to hiring difficulties for schools for certain subjects, Education Bureau says

Schools are finding it hard to recruit teachers for subjects such as English language and home economics, says Hong Kong Secretary for Education. The Education Bureau revealed in May that the number of teachers who had left public and direct subsidy schools in Hong Kong had jumped to 4,050 in the current academic year, a 70 per cent increase from 2,380 in the previous one.
 

Patriotic Education Center launched in Hong Kong

The Patriotic Education Center established by the Hong Kong Federation of Education Workers - the largest teachers union in the city - was officially launched on 16 July with the aim of promoting patriotic education.

University admonished for 'inappropriate’ talent introduction program
By China Daily, 26 July 2022
The education authority of Hunan province has instructed Shaoyang University to correct the inappropriate talent introduction practices after the institution's "brain gain" talent campaign triggered heated debate online. On July 7, the university announced that it will introduce 23 doctoral graduates who received their qualification from the Philippines, but the act was speculated as the university’s inappropriate arrangement for it to qualify for granting master’s degrees in 2023.

Survey shows 60% Chinese respondents optimistic about improving China-Australia relations

In an online survey conducted by the Global Times Research Center and the Australian Studies Center of the Beijing Foreign Studies University, nearly 60 percent of respondents in China are "optimistic" about an improvement in China-Australia relations under the Albanese government while 25 percent of the respondents are "pessimistic" about relations in the next three years.

Global Ranking of Academic Subjects 2022 released

The Global Ranking of Academic Subjects 2022 was released by Shanghai Ranking Consultancy on 19 July. The ranking lists universities worldwide on 54 subjects. Chinese universities are ranked 3,108 times, just below the United States. Compared with last year's statistics, the number of universities from the Chinese mainland included in the ranking increased by 7.7 percent, and the number of times these universities appear in the table rose by 8.7 percent.
 

Chinese senior high school students have more self-discipline when it comes to online study, report says (CHN)

According to a new survey led by China Youth & Children Research Center that looks at the lifestyles of senior high school students in China, U.S, Japan and Korea during the pandemic period, Chinese students are found to be more confident about their future and the prospect of getting into a renowned institution. The report also shows that 64.3 per cent of Chinese students asked say they are able to focus on their schoolwork while studying online, highest of the four nations.
