[Albany Alert] Governor Hochul Launches Health Care Worker Bonus Program

Last week, Governor Hochul announced the launch of the Health Care and Mental Hygiene Worker Bonus program (HWB). Enacted in the FY 2023 New York State Budget, the program includes $1.3 billion allocated for the payment of recruitment and retention bonuses to certain health care and mental hygiene workers, an initiative to increase the state's health care workforce by 20 percent over the next five years.  

Bonuses will be awarded to eligible workers who make less than $125,000 annually and remain in their positions for at least six months. Disbursements will be commensurate with the number of hours worked and duration of service within designated vesting periods for up to a total of $3,000 per employee.

[Federal Alert] U.S. Department Of Commerce Announces Winners Of American Rescue Plan $500 Million Good Jobs Challenge To Expand Employment Opportunities
Last week, U.S. Secretary of Commerce Raimondo announced grant awards to 32 industry-led workforce training partnerships across the country as part of the $500 million Good Jobs Challenge funded by President Biden’s American Rescue Plan. The Good Jobs Challenge is administered by the Commerce Department’s Economic Development Administration (EDA) and will enable communities across the country to invest in innovative approaches to workforce development that will secure job opportunities for more than 50,000 Americans.

One of the 32 winning projects, selected from a pool of 509 applicants, is New York City's Human Resources Administration (HRA), who was awarded more than $18 million (

By partnering with labor unions, community colleges, industry, and other stakeholders, these projects will work to solve for local talent needs and increase the supply of trained workers and help workers secure jobs in 15 key industries that are essential to U.S. supply chains, global competitiveness, and regional development. This funding will advance a broad range of sectors—including agriculture and food production, energy and resilience, healthcare, manufacturing and information technology—jumpstarting the design, development, implementation, and expansion of training programs that are tailored specifically to each community.

Pratt Institute’s Design Corps
Design Corps — which recently refreshed NYCETC’s identity and designed its 2021 Impact Report — is currently accepting applications for its Fall 2022 client list. Design Corps mission is to provide socially or environmentally conscious organizations with quality pro-bono design services, while exposing Pratt Communications Design students to professional experience and the rewards of using their skills in the service of a good cause. Operating as a design firm under the direction of experienced faculty, students present design options, provide finished files and monitor production of final pieces for these clients. An archive of past clients and work can be found here.

Companies and organizations are encouraged to apply that:

  • Have existing branding or collateral needs (print or digital)
  • Can dedicate time for at least 4 in-person or Zoom meetings over the 15-week semester and provide feedback and content in a timely manner
  • Have resources to produce the final designs (printing or programming) by outside vendors
  • Are interested in a collaborative, educational experience all around

I Was 16 Yesterday Wellness Center
Founded in 2021, I Was 16 Yesterday Wellness Center improves the health, wellness and quality of life for young adults between the ages of 16-24. Their services include job placement, paid internships, training opportunities, meditation programming, and mental health referrals. With over 36 years experience working with youth and young adults, Ms. Pawley and The Center provides an individualized approach, and a safe environment for young adults where they are valued, seen, and heard.

Pilot Pipeline is a SaaS company that takes a user-centric approach to career planning with their automated career management platform. General Assembly
As part of their UX Partnership Program, General Assembly is seeking to pair their fellows with small companies and non-profit organizations that need help with UX research and design. Companies and organizations that meet the following criteria are encouraged to apply:
  • An existing digital product that has a clear goal and a specific usability problem to solve, or plans to develop an MVP for their digital product
  • An existing user/customer base and can provide 10-15 users who are willing to participate in interviews
  • Development team/implementation plans to make the students’ designs come to life
  • Availability 3-5 hours a week to communicate as needed with students throughout the project

Cypress Hills Local Development Corporation
Cypress Hills Local Development Corporation is currently recruiting for several programs:
  • CHAMPION is a program for young people 16-24 years old, residents in NYC, not enrolled or attending HS/college, out of work, and eligible to work in the US. During 5-weeks, they go through resume writing, financial literacy, interview practices, internships, job placement assistance, and a certification in Customer Service & Sales by the National Retail Foundation.   • Culinary Training with Hot Bread Kitchen: Women interested in the food business are invited to apply to this program in partnership with Hot Bread Kitchen. Interested applicants should be 18+ and authorized to work in the United States. Classes begin in September and will be in-person at Cypress Hills East New York Community Center located at 276 Chestnut Street, Brooklyn, NY from Monday to Friday 6-9 PM. Pursuit
The Pursuit Fellowship is a one-year intensive training that prepares students (Fellows) to get their first full-time software engineering role. Pursuit Fellows begin their journey with a year of high-quality, intensive, and supportive training, followed by three years of career development once they’ve been hired. Pursuit also works directly with companies to secure hiring commitments, which results in equitable employment practices, improved workplace culture, and on-the-job support. Fellows currently work at over 200 leading companies including Peloton, Union Square Ventures, Spotify, Citi, Uber, and many more.

Applications are open for the Fall cohort! No coding, software engineering, or technology background is required. Fellows learn full-stack web development and cultivate a range of skills that enable them to go from earning an average yearly income of $18,000 to $90,000. Learn more and share with your community. Hospitality Pathways
Hospitality Pathways is recruiting for their next cohort starting this fall. Dedicated to training the next generation of hospitality professionals, Hospitality Pathways provides a stipend for their training program, and equip students for all guest-facing restaurant positions.  Students learn both the hard and soft skills needed in the hospitality industry today: everything from steps of service and how to carry a drinks tray to time management and conflict resolution.

Project Renewal
Project Renewal is actively recruiting for the following programs:
  • Employment Training Program - 10 days of soft skills training including resume and interview preparation as well as digital literacy
  • Human Services Training – 10 days training designed for individuals with an interest in developing the fundamental knowledge and skills needed to secure employment in the Human Services industry working with various populations.
  • Next Step Internship Training Program –Paid internship training for careers in homeless services.  8-week classroom-based and on the job training to prepare for opportunities as Residential Aide, Front Desk, House Manager and/or Maintenance Worker. 
  • Culinary Arts Training Program- The Culinary Arts Training Program (CATP) is a 12-week intensive training program designed for individuals who express an interest in developing the skills and knowledge needed to work in a kitchen and secure employment in the food service industry.
  • Assisted Competitive Employment Program – individualized job placement and support program for adults with mental health diagnosis.

The Data School
Applications are now open for The Data School, The Information Lab’s fully paid trainee consulting program in NYC. This 2+ year training program provides a starting salary of $60K annually along with a generous benefits package; and includes 4 months of training in Tableau for data visualization, Alteryx for data manipulation, soft skills, paid professional certifications and more. This is followed by four 6-month consulting placements with household-name clients. Individuals from diverse life, professional, and educational experiences with a curiosity for problem solving are encouraged to apply.


The Passive House Network: Expand Your Building Skills
Learn more about The Passive House Network's and Building Energy Exchange's passive house education pipeline. Start with BE-Ex's Passive House Primer and go all the way up to PHN's Certified Passive House Designer Training. It's available online and readily accessible. All course offerings are geared toward: architects, engineers, consultants, contractors, project managers, and a wide variety of industry stakeholders – from developers and real estate professionals to policymakers and regulators. There are no prerequisites for any of the courses or trainings offered.

Division of Adult and Continuing Education at LaGuardia Community College
The ApprenticeNYC: Advanced Manufacturing program provides New Yorkers with both pre-apprenticeship and paid apprenticeship opportunities to develop in demand skills in a high growth occupation in the Advanced Manufacturing sector. This program is designed to train people with little or no prior knowledge of Advanced Manufacturing to become capable, qualified craftsperson(s). The next cohort will start on August 15, 2022.

Per Scholas Satellite Program 
Per Scholas is offering courses throughout the city in partnership and collaboration with community-based organizations. Upcoming classes:
  • Per Scholas powered by Stanley Isaacs Neighborhood Center, Upper Manhattan - Cybersecurity. Start 9/6/2022 and application deadline is 8/22/2022. Classes are in person Monday through Friday, from 9am - 4pm for 15 weeks. The Cyber Security course offers the opportunity to earn the Cybersecurity Analyst Certification (CYSA+) equipping learners with the knowledge to fill a wide range of entry-level technology jobs. The training is followed by job placement support and two years of alumni engagement with upskilling, professional development and networking opportunities.
  • Per Scholas powered by Joan & Alan Bernikov JCC of Staten Island – IT support. Start 9/12/2022 and application deadline is 8/29/2022. Classes are in person Monday through Friday, from 9am - 4pm for 12 weeks. The IT support course offers the opportunity to earn the Google IT Support Professional Certificate and the CompTIA A+ certification, equipping learners with the knowledge to fill a wide range of entry-level technology jobs. The training is followed by job placement support and two years of alumni engagement with upskilling, professional development, and networking opportunities.

The HOPE Program

Year Up
Year Up provides free technology, business, and finance management opportunities, access to corporate mentors, and paid internships in order for young adults (18-29) to jumpstart their professional careers. Through a combination of paid career technical and professional development training, and a paid internship, young adults find themselves in a full-time career immediately or shortly after graduation. StreetWise Partners Mentorship Program
Currently recruiting for the 13 week virtual mentorship program that assists participants who are un/underemployed gain the tools, skills and resources needed to obtain and maintain employment. Participants receive individualized support from 1 or 2 mentors while learning about career planning, resume writing, interview techniques, networking, LinkedIn, and workplace culture. Participants gain access to a network of thousands of volunteer professionals, mentees, and alumni graduates; as well as, ongoing professional development opportunities and job placement services. Department of Veterans Affairs
The Department of Veterans Affairs has launched Veteran Rapid Retraining Assistance Program (VRRAP) as part of its continued effort to support Veterans seeking retraining and economic opportunities in response to the effects of the coronavirus pandemic. VRRAP provides up to 12 months of tuition, fee, and monthly housing allowance payments, based on Post-9/11 GI Bill benefits, to qualifying Veterans seeking training for employment in a high-demand occupation. Learn more about VRRAP, eligibility and how to apply.

Additionally, Veterans may access the New York State Veteran Tuition Award Program (VTAP). Through VTAP, any Combat Veteran who is a New York State resident and has been honorably discharged from the military can remit funding at the SUNY tuition rate to attend eight semesters of undergraduate study, six semesters of graduate study or four semester-equivalents of vocational training. St. Nicks Alliance
St. Nicks Alliance is a non-profit organization that seeks to help members in our community through employment, education, housing and house care. NYC's Department for the Aging
NYC's Department for the Aging is seeking older adults to enroll in their Senior Community Services Employment Program (SCSEP). Through SCSEP, older adults are paid $15 p/h for 15-20 hours a week for participating in job readiness workshops, technology/occupational skills training, hands-on work experience, career coaching, and job placement assistance. Areas of skills training include: Administrative/Clerical, Food Protection, Home Health Aide (HHA), Personal Care Aide (PCA), and Security. Applicants must be at least 55 years old, unemployed, have income 125% below the federal poverty level, and live in Brooklyn, Queens, Staten Island, or the Bronx. NY Early Childhood Career Development Center
Do you work in an early childhood center? Would you like to earn a credential, certificate, two year, four year or graduate degree? The Enhanced NYS B5 SUNY-CUNY Workforce Scholarship: Early Childhood is a needs-based scholarship designed to support those individuals working 20 hours or more in a licensed early childhood center or Family/Group Family Day Care Center.


Building Skills NY (BSNY)
BSNY  provides ongoing virtual recruitment for full-time entry level construction jobs throughout NYC. Candidates that meet BSNY minimum requirements are invited to complete an application online to begin the process and receive an invitation to an upcoming virtual recruitment event. SoHarlem
Applications are now open for SoHarlem's paid Learn to Sew training. Open to under and unemployed Harlem residents at no cost, trainees receive instruction in garment construction, design and studio management. NeON Works
NeON Works engages young adults in paid career exploration and professional development and provides opportunities for educational attainment, vocational training and credentialing, internship connections, and job placement. The program primarily serves young people ages 16-24, with some flexibility for older or younger individuals. Participants can be in or out of school. Any young person in NYC who is on probation is encouraged to join, and NeON Works is also open to all young people who live in the neighborhoods where NeONs are based: Bed-Stuy, Brownsville, East New York, Harlem, Jamaica, Rockaway, South Bronx, and Staten Island. Eckerd Connects
Eckerd Connects is now recruiting for their Train & Earn program with locations in Queens and the Bronx. Mandala Cafe
The Mandala Kitchens Culinary Training offers free or low-cost 12-week culinary training program to anyone wishing to develop food service skills in order to get a job in a commercial setting/kitchen. The program based in the UWS/Morningside Heights neighborhood of Manhattan is open to all with a priority to individuals facing barriers to employment. Upwardly Global works with immigrant and refugee New Yorkers who are looking to return to their professional career fields. Through a Job Coaching & Skilling Program, job seekers gain access to customized career advising, digital training on how to navigate the U.S. job search, re- and up-skilling opportunities, and professional network building through 50+ employer partners. The Grace Institute’s employer-driven workforce virtual training programs help women develop the professional skills employers have identified as being needed by today’s administrative and customer service professionals. Solar One
Solar One’s Green Workforce Program has an established history of training priority populations and disadvantaged individuals who participate in New York City’s workforce organization programs, and has successfully delivered training in energy efficiency, renewable energy and the building trades to over 4,000 un- and under-employed individuals since 2009. Its primary focuses are in green construction (including carpentry, electrical and plumbing), green building operations and maintenance, solar PV installation and numerous nationally recognized certification courses, such as: GPRO Operations and Maintenance and GPRO Electrical, NABCEP Solar PV Associate, BPI Multifamily Building Operator, EPA Lead RRP, OSHA 30 and NYC Department of Buildings Site Safety Training.
