August Council Meeting Debrief


Council held its August Ordinary Meeting of Council on Tuesday 16 August 2022.
 
Council received an update from World Heritage Expert Mr. Barry Gamble on Councils World Heritage Bid.
 
Council endorsed the 2022 – 2027 Dog & Cat Management Plan which will be released for community consultation over the coming weeks. Community are encouraged to provide feedback.
 
A motion was passed by Cr. Kellock requesting that Council write to the National Trust SA to seek clarity on how funds made via the Heritage Passport Product are distributed back into the National Trust SA assets in Burra; what the governance issues are concerning the suspension of the local committee; and to invite the Chief Executive Officer to address the Council Chamber at the September Ordinary Meeting of Council. The motion was carried unanimously.
 
Council adopted the Asset Management Policy V1.0, the Infrastructure and Asset Management Plan – Buildings V4.0 and a reformatted Goyder Master Plan with minor updates for 2022 – 2037 was endorsed.
 
Council agreed to upgrade a portion of Watchbox Road and to the acquisition of a portion of land in Whyte Yarcowie by the Department of Transport to upgrade the Whyte Road/Barrier Highway Intersection.

Renewables Energy Projects Update Report - August 2022



1 ELECTRANET PROJECT ENERGY CONNECT – INTERCONNECTOR – From the Robertstown Power Substation to the SA/NSW border.
Electranet are managing the construction of the transmission line & power substations for the project & the section between Robertstown & Morgan is of particular interest to the local community.
The power transmission line is being constructed by Downers & other substation work will be undertaken by Consolidated Power Projects at Robertstown substation and a new smaller substation at Bundey about 12 kms from the Robertstown substation.
Construction on the project has commenced in May 2022 starting on the SA/NSW border & moving west back to Robertstown. Downer have indicated that they will be using camp accommodation for approx 130 workers in Morgan for the final stages commencing in early 2023. Consolidated Power Projects will be employing approximately 50 workers on the power substation work commencing in October 2022 & they will be using local accommodation housing available on the Goyder Council register in the Robertstown, Eudunda & surrounding areas. The preliminary work on the site setup at Bundey with offices & laydown work area has been completed.
Electranet have leased one house in Morgan for manager style accommodation from July 2022.
Both Downers & Consolidated Power Projects have been provided with registers of civil contractors, industrial fencing contractors, freight contractors, catering contractors & motor vehicle repair & tyre services in the Goyder & Morgan regions.

2 NEOEN - GOYDER RENEWABLES ZONE – Stage 1,2 & 3 – South of Burra & north of Robertstown near World’s End & Bright.
Neoen are the Developers, Owners & Operators of the project & are now progressing steadily to commence South Stage 1A & 1B for the construction of approximately 75 wind turbines in the hills between Burra & Robertstown and Koonoona Road.
At this stage there are 2 companies who are Consortium Partners with Neoen & are overseeing the project:
•    GE Renewable Energy who will be supplying & installing the wind turbines & commissioning the windfarm control system. GE Renewable Energy is a division of GE focusing on production of energy from renewable resources.
•    Green Light who will be: 1) designing & supplying all wind farm civil infrastructure (foundations, roads & buildings) 2) design & supply all wind farm civil electrical infrastructure (33kv cables, earthing, communications, wind farm control system) & 3) Design, supply & commission HV substation and overhead power line. Green Light is a wholly owned subsidiary of Elecnor and who are specialists in the integrated management of infrastructure projects.
The following recent information was extracted from the Goyder Energy News website.

Pre-construction work has commenced throughout Stage 1 of the Goyder South project. After lodging submissions to the Commonwealth Protection & Biodiversity department for native fauna & birdlife issues, approval to proceed with the project was given in July 2022. Site mobilization has now commenced in July 2022 & major construction works are scheduled to start in Q3 2022. The wind farm is expected to be operational in 2024. The major contractor, Greenlight, has commenced the rental of approximately 5 houses in the Burra & Farrell Flat areas for their management staff, but the major uptake of worker accommodation will only occur in the last quarter of 2022. Accommodation providers can contact Mel Zerner on Mobile 0418 852 353 to register their interest & businesses providing other services can register their interest in the project via the website “Industry Capability Network”.

3 EPS ENEGY/AMP ENERGY – ROBERTSTOWN SOLAR – Near Robertstown Power Substation, 5kms north-east of Robertstown.
EPS Energy announced on 4 May 2021 the selection of Amp Energy as the successful development partner to progress the EPS Solar & Energy Storage facility at Robertstown.
The following information was provided by Dean Cooper, Head of the Asia Pacific region of Amp Energy:
 Amp Power Australia Pty Ltd, the Australian operation arm of Amp Energy, is in late-stage grid connection studies for the integrated Robertstown Solar and Energy storage site. The project’s commencement dates are subject to delays associated with Project Energy Connect (Interconnector), but in the interim they are advertising on the Industry Capability Network Gateway for contractors interested in providing services. An Engineering Procurement Construction manager has not yet been appointed.

4 SOLAR RIVER PROJECT – Near Florieton between Burra & Morgan.
The project includes a 200MW photovoltaic array comprising 630000 solar panels and a 200MW battery at a capital cost of $480 million. The project is estimated to require 250 workers over the construction period of 2 years. Zen Energy have been announced as a development partner & have appointed GCo Solar (a subsidiary of the Sterling & Western Group) as the Engineering Procurement & Construction manager. Due to the size & location of the project, they will be setting up a worker camp at a location to be decided commencing in approximately September 2023. In the preparation stages they will be using other local accommodation & local contractors.

5 AUSTRALIA PLAINS SOLAR FARM - GREEN GOLD ENERGY – Approx 16 kms north-east of Eudunda.
Green Gold Energy plan to build a 150MW solar farm with 300 jobs created. A Development Application has been lodged & granted with Crown Sponsorship & the State Government review is in progress. Connection approval to the grid is expected to be given by the end of 2023 with an Engineering Procurement Construction manager to be appointed in early 2024 and with construction planned to commence at the end of 2024. Project scope may well be changed to add a battery storage system to the project.
 They are also planning a 100MW solar farm on the Goyder Highway near Morgan and are awaiting Development Application approval for that project as well.


6 TWIN CREEK WIND FARM - RENEWABLE ENERGY SYSTEMS – Between Eudunda and Kapunda.
The project involves the construction of 51 wind turbines producing 613000 MWh of power per year. Approx 160 workers are expected during construction. 
After numerous attempts, I have not been able to obtain any updated information on this project since the last report in August 2021.

7 WHYTE YARCOWIE WIND FARM
Wind Prospect is undertaking feasibility studies for the development of a wind farm near Whyte Yarcowie with up to 85 wind turbines. The proposed site is around 3 km east of the Whyte Yarcowie township, 8.5 km north of Hallett and 6 km south of Terowie.
The next step for the proposed project is to seek development approval for two new meteorological masts to record wind data that will inform project feasibility and allow optimisation of the project design. The optimised design would then undergo an environmental impact assessment and development application process late next year.
Consultation with stakeholders regarding the proposed Whyte Yarcowie Wind Farm is now underway. If you are interested in learning more about the project, Wind Prospect are hosting a series of community drop-in sessions. These sessions are a great opportunity to meet the project team, ask questions and share any feedback or comments on the Whyte Yarcowie Wind Farm. These community drop-in sessions will be held on:

•    Wednesday 31 August, 4pm-7pm, Hallett Hall 
•    Thursday 1 September, 1pm-3pm, Whyte Yarcowie Public Hall 
•    Thursday 1 September, 5pm-7.30pm, Terowie Institute Supper Room.

If the proposed Whyte Yarcowie Wind Farm is constructed, a range of benefit sharing programs will be implemented that will operate for the lifetime of the project. A Community Sponsorship Fund has been established during this early stage of project development and applications are now welcome. The fund will provide $10,000 per year to assist community groups and organisations.
Community input, feedback and views on the proposed Whyte Yarcowie Wind Farm are important and can lead to improvements to the project design. 8 SA WATER – MORGAN WHYALLA PIPELINE RENEWAL
SA Water announced on 10 January 2022, that they are planning to replace sections of the Morgan Whyalla pipeline commencing in March 2022. The pipeline is a 358 kilometre long, above ground pipeline that was constructed in the 1940’s for the transfer of bulk water supplies to the Iron Triangle cities of Port Pirie, Port Augusta and Whyalla and supply to the Mid North, Yorke Peninsula and Eyre Peninsula water distribution networks.
SA Water, together with contractors, McConnell Dowell Diona Joint Venture are planning to replace up to 34 kilometres of the pipeline and most of this replacement will be occurring on the section between Morgan and Burra. The sections being replaced will be constructed adjacent to the existing pipeline and will remain above ground. 
SA Water have advised that they are interested in connecting with local businesses who may be able to provide opportunities during construction for accommodation, catering and other services.  They have been provided with various contractor & accommodation information in the Morgan, Robertstown & Eudunda regions. Due to additional environmental consultation requirements, construction is now only expected to commence in early 2023.
LOCAL ADVANTAGES & BENEFITS
The Regional Council of Goyder councilors & staff, the Burra Community Association, Eudunda Community Business & Tourism Committee (ECBAT), the Robertstown & District Community & Management Committee & the Mid-Murray Council are ensuring that the maximum possible impact & interaction is gained from these projects in the local communities from Burra to Eudunda & Morgan by connecting the contractors of each project to the local labour force, accommodation & food providers & other businesses. This is being done as a community service project with Mel Zerner, a former local Eudunda resident, voluntarily assisting Goyder Council & the other community groups in this initiative.
 Mel is in regular contact with the key owners or employees of all of the above projects to obtain status reports and then respond to their local requirements as required.

Whyte Yarcowie Wind Farm community drop-in sessions 


Wind Prospect is undertaking feasibility studies for the development of a wind farm near Whyte Yarcowie, that will be known as the Whyte Yarcowie Wind Farm.

Engaging with the community living and working in the project area is important to us. To ensure ongoing engagement, our team are hosting a series of community drop-in sessions. These sessions are a great opportunity to meet the project team, ask questions and share any feedback or comments on the Whyte Yarcowie Wind Farm.

Eudunda Road Shoulder Works

 
Council and LAKA Civil are working together over the next few days performing shoulder grading and maintenance works to the entire length of Eudunda Road.
 
Works will address the drop off from the edge of the sealed roadway to the shoulder, and create a uniform shoulder width along the length of road

SALA Birds of a Feather


The SALA Birds of A Feather exhibition was a great success for the Eudunda community. The District Hall was filled with birds for 10 days and nearly 500 people visited and voted for Peoples Choice.

This Award was shared by Jennie Schutz (Painting) and Ruth Colben (Mosaics).

Three Inspiration Awards were given to the Barossa Valley Lifestyle Group, Mieke Danielse and Tara Schutz and her sons Aleck (6) and Seth (4).

The artworks by local children deeply contributed to the SALA success.

Eudunda Mosaic Trail


We are excited to promote the new, and much anticipated, Eudunda Mosaic Trail pamphlet- a collaborative project between Council and the Eudunda Community.
 
The new pamphlet is a tribute to the mosaic artists who reside in the Eudunda district and the fabulous public art work that has been done over many years across the township. Residents and artists of all ages have worked side-by-side on many of these projects- sharing skills, stories and laughter.

We encourage you share in this spirit and enjoy a leisurely stroll around Eudunda to view the mosaic work using the new pamphlet as your guide.

It is now available from the Burra and Goyder Visitor Information Centres and the Eudunda Information Outlet.

In response to concerns raised by local communities and industry groups, the Minister for Planning, Housing and Urban Development, the Hon. Nick Champion MP, has commissioned a review of South Australia’s planning system and the implementation of recent reforms made to it.

Over the next six months, the panel consisting of John Stimson Presiding Member, Planning System Implementation Review, Lisa Teburea, Executive Group Manager, Planning and Urban Policy with the ACT Government, Cate Hart, President of the Planning Institute of Australia (SA) and Executive Director, Environment Heritage and Sustainability for Department of Environment and Water, and Andrew McKeegan, Executive Director, Transport Property for Department of Transport (VIC). will review key aspects of the planning system and identify opportunities to ensure planning decisions encourage a more liveable, competitive, affordable, and sustainable long-term growth strategy for Greater Adelaide and the regions.

Most importantly, improvements to the planning system cannot be made without your input and the panel is absolutely committed to engaging with as many South Australians as possible.

Throughout the review, we encourage industry groups, practitioners, community groups, local government and the public to share their feedback and contribute to the review.

After all, South Australia’s planning system affects all of us.

End 2 End Heysen Trail runners


We recently had the privilege of having an incredible team of runners pass through our region last month, as they set out to break a world record. Their goal was to run the Heysen Trail End to End and to beat the previous 2017 world record of 13 days, 16 hours and 16 minutes. This was a gargantuan goal, given the Heysen Trail extends across 1200km, from the Flinders Ranges to Cape Jervis. Incredibly, they managed to achieve what they set out to do. They set a new world record of 12 days, 8 hours and 20 minutes; running between 80-100km each day. This is the equivalent of running at least an ultramarathon a day for the duration.

Easier Access to latest Soils Advice

"A new network of soils extension officers across the state is set to give land managers better access to the latest technical information and advice to optimise soil health.

Based in regional landscape boards across South Australia, the soils officers will boost the capacity of the boards to offer practical on-ground help for land managers by helping them to better understand their soils and translate soil test results into on-farm actions to improve soil health.

Free breast cancer screening in Tanunda – it’s a lifesaver


BreastScreen SA is coming to Tanunda from mid-June – September 2022, to provide free breast cancer screening (breast X-rays) to healthy women aged 50 to 74 years, helping to detect breast changes that are too small to feel.

Each year nearly 100,000 South Australian women book their screening mammogram at BreastScreen SA, but this represents only 59% of women who are eligible. 

A woman’s risk of developing breast cancer increases with age (1 in 9 South Australian women will be diagnosed before she turns 75). By finding breast cancer early, more lives can be saved and treatments can be simplified.

? BreastScreen SA’s Mobile Screening Unit will be located at the car park behind the Soldiers Memorial Hall, Basedow Road, Tanunda, from mid-June to September 2022. Appointments are free and can take as little as 10 minutes.

GRANTS NOW AVAILABLE


Eligible organisations can now apply for funding through the Active State Collaboration Program (ASCP).
 
ASCP is a new grant program looking to drive sport and recreation initiatives, through funding that rewards organisations partnering to develop and deliver projects to get more South Australians active.
 
The program will support projects that align with the Government's priorities and the ORSR 2021–2025 Strategic Plan that provides everyone with an opportunity to participate in sport and active recreation.

Applicants will be required to demonstrate how their project will contribute to one or more of the following strategic priorities:
  • Active Lives – Movement, play and performances is embedded into the daily lives of South Australians.
  • Places and Spaces – Places and spaces that encourage and support movement, play and performance are accessible to all. (Please note this is in relation to addressing activation, accessibility, and programming – infrastructure development projects are ineligible).
  • Strategic Partnerships – Community outcomes are delivered through strategic partnerships.
With over $2.6 million on offer, the funding is available to not-for-profit organisations that have been operating for at least 12 months and local councils.

Applicants may request up to $500,000 per project and will be required to have a level of co-investment, which will form part of the assessment.

Bite-sized Grants program

Funding of between $200 and $1000 is available for community groups and not-for-profit organisations for small, short-term projects. The program is funded through the Northern and Yorke Landscape Board to deliver positive environmental and landscape management outcomes, such as weed control, revegetation projects and pest animal management. You can now apply for a Bite-sized Grant via the SmartyGrants online portal.

Support and connection for young children with disability or developmental concerns

The Australian Government is inviting applications via an open competitive process to apply to deliver services under the National Early Childhood Program for Children with Disability or Developmental Concerns (NECP) – ‘Support and connection for young children with disability or developmental concerns’ grant opportunity from December 2022 to June 2025. One provider or consortia will be preferred to deliver this grant opportunity, with face-to-face sessions delivered in all states and territories.

This grant opportunity will provide regular, facilitated community-based supports to young children (aged 0 to 8 years) with disability or developmental concerns across Australia. The supports should aim to increase individual children’s readiness for educational environments, and provide opportunities for children with disability or developmental concerns to socialise with peers who have disability or developmental concerns and their siblings in a supported, and family-centred environment.
 

To be eligible you must be one of the following entity types:

  • Indigenous Corporation
  • Company
  • Corporate State or Territory Entity
  • Non-corporate State or Territory Entity
  • Non-corporate State or Territory Statutory Authority
  • Local Government Entity
  • Cooperative
  • Incorporated Association
  • Statutory Entity
  • Partnership
  • Trustee on behalf of a Trust.

The Young Carer Bursary Program


The Young Carer Bursary Program supports young carers to continue with their education. Young carers are a person up to the age of 25 years old who provides unpaid care and support to a loved one, including family members, or friends with a disability, physical or mental illness, a substance dependency or who is aged.

The Young Carer Bursary helps young carers who are currently studying or training or will be in 2023 with financial assistance to help them to achieve their education and training goals.


The program offers 1000 bursaries of $3000 each year to assist with education needs and resources. This could include:
• school fees
• laptops and software
• uniforms
• transport and accommodation
• respite care
• emotional support, or
• extracurricular activities.


The Young Carer Bursary applications for 2023 are open until 5pm (AEST) 13 Sep 2022
