Project Applicants must submit their project applications to Continuums of Care (CoCs) no later than 30 days before the CoC Program Competition application submission deadline. As stated in the CoC Application Detailed Instructions, the 30-day deadline is today, August 31, 2022.
The CoC’s local ranking and rating process is not required to occur within e-snaps, just as long as the CoC has an open and fair process that is communicated to all Project Applicants with a clear local competition deadline that is in accordance with the Fiscal Year (FY) 2022 CoC Program Competition Notice of Funding Opportunity (NOFO) requirements. In other words, to meet the 30-day deadline, project applications are not required to be submitted via e-snaps. One benefit to using e-snaps, however, is that it has a time and date stamp feature.
Note: Project application submissions are not required to be finalized in e-snaps 30 days prior to the September 30, 2022, application submission deadline. Projects may continue working with CoCs to finalize project applications until the September 30, 2022, application submission deadline.
Once project applications have been submitted in e-snaps, CoCs must “Amend” projects back to Project Applicants if changes are required. All projects (including projects amended back to Project Applicants) must be finalized and submitted to HUD in e-snaps no later than 8:00 PM EDT on September 30, 2022.
