Volume 1, Issue 21 

The food trucks continue to take place at Village Park Fields 2 and 3 with concerts taking place behind the gymnasium at field 2.  This will continue while the Amphitheater is under construction.  

Yoga at the amphitheater has temporarily been relocated to the green space next to the community center.

Wellington Parks and Recreation was awarded with three (3) Sunsational Awards on Wednesday, August 24th.  The Sunsational Awards honored more than 60 organizations and individuals representing over 140 events and were judged in three (3) different budget levels and twenty (20) different categories.  The three (3) awards received were 1st Place in the category of Tickets & Invitations for the Murder Mystery "Death at the Disco; 2nd Place in the category of Educational Program for the Mental Awareness Month; 3rd Place in the category of Facebook for the Lakeside Market at the Wellington Town Center. 

On Thursday, September 1st, the Village Park gymnasium will close at 5:00 pm and remain closed through the Labor Day holiday on Monday, September 5th for the annual gym resurfacing.

Opening Day for the Lakeside Market will be Friday, October 7th; 68 vendors have submitted their applications for next season.  Any remaining interested vendors are being added to a waitlist.

Planning/Programs/Events: 

Tutoring at Boys and Girls Club: Tutoring at the Boys and Girls Club began on Monday, August 22nd through Thursday August 25th. Staff assists two groups of students per day for the tutoring program, with 12 students selected per group.  Nearly 100 students participated in the program this week.  
 
Mental Health Counseling at Boys and Girls Club:  On Monday, August 22nd and Wednesday, August 24th, this program provided mental health counseling for Boys and Girls Club students. The program partnership provides students with the opportunity to open-up in a safe environment to discuss daily stresses, personal hardships, and reoccurring issues to enhance their mental well-being.
 
Hispanic Heritage Month:  Staff has been coordinating with the Communication Department and employees to create videos to honor Hispanic Heritage within the Village of Wellington. Hispanic Heritage Month occurs from Sept. 15 through Oct. 15th.
 
Youth Council Selection:  Staff has continued the selection process for the Youth Council and has updated a new application for the program. The purpose of this program is to empower youth dedicated to personal development and leadership through civic engagement.
 
Meeting with Tennis:  On Tuesday, August 23rd, Community Services met with Tennis Center staff to discuss a way to implement the participation of four (4) sponsored Boys and Girls Club students in the Fall Tennis programs.  The plan is for the students to begin the Tennis program in the middle of September and attend once per week until December.
 
3v3 Basketball Tournament Meeting:  On Thursday, August 25th, a zoom meeting was held to discuss the logistics, required materials, and staffing necessary to hold this tournament. The event is tentatively expected to be held on November 12th.  
 
SWAG Logistics Meeting: On Thursday, August 25th, staff held a meeting with the Crowned Pearls of Wellington to discuss the needs and logistics of the 2022/2023 SWAG program.
 
Crossover Program: On Saturday, August 27th, staff will host the weekly basketball program at the Wellington Boys and Girls Club. We expect to have 40 participants engage in basketball activities to start their Saturday morning.

September 11th Ceremony
The Annual 9/11 Remembrance Ceremony will be held on Sunday, September 11th beginning at 8:30 am at the Patriot Memorial. This event will honor those who lost their lives and loved ones in the 9/11 attacks. PBSO and PBCFR will be onsite as well as the PBCFR ladder truck with the large flag. Rabbi Rosenkranz will give the invocation and the Boy Scouts have been invited to assist with the Pledge of Allegiance.  Alexander Matos, from the Mike Soper School of Music, will sing the National Anthem.

Peace Pole Ceremony
The Annual Wellington Rotary Peace Pole Ceremony will take place on Sunday, September 18th from 3:00 pm-4:00 pm at the Rotary Peace Park. Awards will be given to the winners of the poetry, essay, and drawing contests held through the Wellington Rotary Club. Performances from the Palm Beach Central High School chorus as well as readings of the word “peace” in different languages, by local dignitaries and residents, will occur. The event will conclude with the release of the peace doves.

Wellington’s Family Autofest (Rental with the Wellington Rotary Club):
The Wellington Rotary Club will host a “Wellington Family Autofest” on the first Sunday of each month featuring classic cars and different types of vehicles along with children’s activities, sponsors, vendors, and food trucks. All proceeds will go towards a different charity selected by the Rotary Club, each month.

Public Safety Night:
Wellington is partnering with PBSO, PBCFR and other safety-minded organizations to join the Saturday evening concert (Hall and Oates tribute Band) and food truck series at Village Park. This event from 6:00pm to 9:00pm, will feature touch-a trucks (emergency vehicles), demonstrations, vendor info, and a special appearance from “Marshall and Chase”, (as seen on Paw Patrol) from 6:30pm to 7:30pm.

Department of Agriculture/Florida LGBTQ+ Liaison Summit Meet and Greet:
The Department of Agriculture/Florida LGBTQ+ and the Village of Wellington will host a “meet and greet” on Thursday, October 13th from 5:00pm to 8:00pm in the Grand Ballroom of the Wellington Community Center. This event will give the opportunity for Wellington dignitaries to interact with the attendees of the PRIDE Summit the next day.

Department of Agriculture/Florida LGBTQ+ Liaison Summit and Lakeside Market:
The Department of Agriculture/Florida LGBTQ+ and the Village of Wellington will host the first PRIDE Summit in the WCC from 8:00am to 5:00pm throughout the building. This Summit will feature guest speakers, and breakout sessions throughout the day. The evening will conclude with attendees enjoying the Lakeside Market from 5:00pm to 9:00pm.

Wellington High School Homecoming Parade:
The Village will assist Wellington High School with their annual Homecoming Parade on Friday, October 14th from 5:00pm to 6:15pm.  The parade will begin at Wellington Landings Middle School and travel to Wellington High School, just before the start of the football game.

Wellington’s Annual Fall Festival:
The Fall Festival returns in full force with all activities activated this year including Haunted Hallways and Face Painting (inside), Laser Tag, Hayrides, Petting Zoo, Trick-or-Treating in the Vendor’s Village, along with bounce houses, and the very popular Costume Contests at 4:00pm and 7:00pm. The Pumpkin Pie eating will also return at 8:00pm. Discounted bracelet sales will begin September 6th and continue through October 14th. Prices will be $7 for youth (2-18) and $5 for adults (18 and over). Day of sales of bracelets will be $10 for youth and $5 for adults. Bracelets will be needed for all activities.

Pop-Up Beer Gardens:
The Village will host two, three (3) day Autumn German-style Biergarten events featuring Hofbrauhas Bier from Munchen. In addition, German beer, US craft beer and cider, along with sausage, pretzels, and other German themed foods will be available for purchase. Traditional music and stein-hoisting contests will round out the free, family friendly experience. The events will be held at the Town Center in the green space and pavilion near the newly-built playground, on the following dates and times:

The Friday events will coincide with the Wellington Lakeside Market, which runs from October 7th, 2022 – February 24th, 2023.

Read for the Record:
The Village will once again participate in the 2022 Literacy Coalition of Palm Beach County and Jumpstart’s “Read for the Record” on Thursday, October 27th. Over 16 Wellington schools will be visited by Council and staff to read the selected book: “Nigel and the Moon” by Gracey Zhang.

Tennis Center’s Father Daughter Tournament Dinner:
The Wellington Tennis Center will host the Level-1 USTA National Family Clay Court Championships the weekend of October 28th through October 30th. There will be play in multiple divisions and will feature player parties and lunch. Wellington will host a special player’s dinner at the Tennis Center that Saturday evening, October 29th at 6:00p.m. Food will be catered from Agliolios Italian Restaurant.
On 8/22/22 at 3:04pm, there was an attempted residential burglary.  The victim returned home to find two suspects attempting to pry open the front door using a hanger.  Both suspects were in their earl twenties.  Victim scared off suspects by claiming he had a gun.  Investigation on-going.
 
On 8/23/22 at 11:06pm, deputies responded to the CVS at 11936 Forest Hill Boulevard to investigate a retail theft in-progress.  The suspects attempted to exit the store with a shopping cart filled with over the counter medication valued at $6,776 after passing all points of sale.  Upon being confronted by a store manager, suspects left the merchandise behind and fled in a Nissan Altima (UK tag, possibly blue).  Deputies checked the area for the vehicle and its occupants with negative results.  Investigation continues.
 
Detective Bureau worked on a Grand Theft incident whereby the victim reported that an unknown suspect withdrew from her checking account, opened a fraudulent account in her husband’s name, and transferred money from her account into the new fraudulent account.  Investigation found this case was related to nine additional fraud cases, including one being investigated by the Financial Crimes Unit due to the loss exceeding $100,000.  Through thorough investigation, a suspect was identified. An arrest warrant was requested through the State Attorney’s Office.
 
The Street Team is continuing to work on on-going investigations including:
  • Assistance with Homeland Security regarding surveillance on a subject who resides in Wellington.  The subject is tied to an active homicide investigation regarding a fatal overdose. 
  • Felony narcotics case stemming from an arrest made on two individuals who reside off of Via Toscana.  This past week, team members responded to multiple locations within the Village believed to be selling illicit narcotics.  Team members are continuing surveillance and background investigations on those residences.
  • On-going surveillance regarding juveniles loitering and possibly vandalizing signs near the Fire Rescue Station 20 on Greenview Shores. 
*Arrest* the Street Team followed a suspicious vehicle in the area of Forest Hill Boulevard and initiated a traffic stop.  During the investigation, team members learned that the subject had an outstanding Felony Warrant out of Riviera Beach Police Department for dealing in stolen property, Grand Theft, and False Verification of Ownership.  The subject was arrested and transported to jail.  The subject has a history of theft charges and recently was released from Federal Prison for manufacturing and sale of machine guns.  Case cleared by arrest.
 
Golf Carts; four (4) incidents involving golf carts were reported last week.
  • 3 of the 4 golf cart incidents occurred near Elbridge Gail Elementary school. There was an issue regarding enforcement of signage locations where golf carts were prohibited.  Upon closer review, the issue was resolved through the relocation of the signage.
  • The remaining golf cart incident involved a golf cart traffic stop for failure to stop at the intersection at the McDonald’s at Greenview Shores and Wellington Trace.  The case was cleared with a written ticket.
School Complaints:
  • Elbridge Gail Elementary & Golf Carts - PBSO addressed vehicular speeding concerns due to cars attempting to get around vehicles ‘stacked’ along Birkdale Drive during pick up and drop off school hours.  Enforcement was present at the school last week.  We will continue to work with the school principal to see if the issues are resolved by snaking in the vehicles through the teacher parking lot.  
  • While enforcing the speeding concern, it was observed that parents/golf cart operators were violating the golf cart signage that indicates golf carts are prohibited beyond specific points during school hours.  The parents requested the Village review the signage placement in an attempt to resolve their concerns of conflicting placement locations.  After reviewing the signage placement with the Principal, PBSO, and the Village Engineer, the sign will be relocated near the intersection of Birkdale and Royal Fern Drive.  This location will provide room for golf carts to pull off and park, without impeding the pathway for pedestrians and bicyclists.
  • Conversely, Village staff received a call from a concerned parent who lives on Old Cypress Trail who is not in favor of golf carts on the pathway and is concerned for the safety of his young children utilizing the pathway to walk to school.  Staff will be at the school this week to conduct golf cart educational outreach on ordinance rules and regulations to the golf cart operators.
  • Wellington Elementary (vehicles parking @ Barrington Woods entrance) – Deputies will be present this week near Barrington Woods in response to a complaint of parents parking to drop off and pickup students near the Barrington Woods neighborhood entrance.  This is causing a bottleneck for residents trying to exit/enter the neighborhood.   Team members will assist with enforcement.   
  • Wellington High School (vehicles parking @ Carlton Street entrance) – Deputies assisted with enforcement in response to complaints of vehicles parking at Carlton Street and Greenview Shores Blvd. during school pick up and drop off hours.   Code Compliance deployed signage indicating no parking near the entrance.
Justice Assistance Grant (JAG) - Staff is working on submitting the FY22 (FDLE FY21) Edward Byrne Justice Assistance Grant (JAG) application due on August 31, 2022.  The Village was awarded $5,211 in grant funding.  This is a non-competitive formula grant with awards based on UCR crime numbers.  The grant funding will cover the majority of the cost to procure and install two (2) additional license plate reader (LPR) solar cameras at the 120th Street entrance to Village Park.  The Village currently has two (2) solar LPR cameras at the parks Pierson Road entrance.   The current cameras were donated to the Village as a pilot project/testing area for Vetted Security Solutions new solar powered LPR cameras. 
 
Training Spotlight
 
Active Shooter Training: The Palm Beach County Sheriff’s Office is coordinating C.R.A.S.E (Civilian Response to Active Shooter Event) training for the faith-based groups in Wellington. 
 
Narcan Training:  The Village of Wellington has coordinated with the Palm Beach County Behavioral Health Coalition to train staff who have high interaction with the Public including team members in Community Services, Parks & Recreation, Parks Maintenance, and Equestrian Trails & Nuisance Abatement on Narcan use.    The PBC Coalition will be offering training sessions at the Wellington Community Center on the following dates:

Building

International Accreditation Service (IAS) for Building Department:  Building Department initiated the IAS accreditation process in December 2021. Achieving IAS accreditation will demonstrate that the building department has met the national standard and is competent to provide public safety services for our community. The accreditation will also help proactively establish, and assess goals for public safety, customer service, budgeting, professional development, and enhance the public and professional image of the building department.
 
The Pre-Assessment Document Review was completed and accepted in April of this year. This week, August 23rd through 26th, the Building department operations have been thoroughly evaluated by IAS Lead Assessor, Mike Bouse. The assessment included a very thorough document review and phone interviews with the following stakeholders;
  • Internal Stakeholders - Elected Official, Planning Department representative, Fire Marshal, Public Works Department representative, Village Engineer, Department Director and Building Official.
  • Technical Interviews with - Permit Supervisor, Chief Plans Examiner, and Chief Inspector.
  • External Stakeholder - Architect and Engineer that completed the plan review process for a new residential or commercial building within the preceding 12 months and Contractor that completed a new residential or commercial building that received final inspection approval within the preceding 12 months. 
During our final daily briefing, Friday, August 26, the IAS Program Manager and our lead assessor, Mike Bouse, stated that “of all the 28 departments he has reviewed, Wellington is the first department that had no corrective actions or issues generated during the process.” He attributed that to the professionalism of the staff and the detail of completed documentation.

Mr. Bouse also advised that the finalized assessment and recommendation will be forwarded to the three member IAS Quality Management Team for review by next Friday, September 2nd and this review will be completed by the following Friday, September 9th. The recommendation for accreditation will then be placed on the schedule for a hearing of the full IAS Committee for final approval, possibly completing the accreditation process by the end of September.
 
Planning and Zoning

Lagoon/Estates at Equestrian Village Proposals: The applicant/agent has received the first round of comments regarding the submittal package. They are in the process of preparing a response as well as revising the documentation as needed. The proposals will be presented to the Equestrian Preserve Committee (EPC) and the Planning, Zoning and Adjustment Board (PZAB) at a joint workshop meeting on September 7th following the regular meeting of the EPC.
 
Interest Growing in K Park:  There has consistently been private sector interest over the past 10 years in acquiring and developing all or part of the K-Park property. Historically, several inquiries per month are made about the property and between 3 and 6 unsolicited proposals per year for all or part of the property are received.  Recently though, interest has substantially increased.  Based on recent meetings and communication with numerous interested parties, we expect to receive at least 5 unsolicited proposals within the next couple of weeks.  Proposals are expected for various types of uses from the following companies/groups:
  • The Edge Group; California, Massachusetts, South Florida
  • Provider Real Estate Partners, American Medical Buildings, Katz & Associates; Ohio, New York, New Jersey, Massachusetts, Florida, etc.
  • Avalon Bay Communities; Miami
  • Lotis Group; Boca Raton
  • Uniland Development Company; Amherst, New York
Code Compliance

Binks Preserve HOA Meeting: Code Staff met with the Binks Preserve HOA President and Property Manager concerning parking, boat storage, and assistance with non-compliant properties who received an HOA violation notice.  Code Staff will conduct day and night inspections to begin a parking education process.  The Property Manager will forward non-compliant properties to the code officer who will review the properties to ensure the issues are also a violation of Wellington code and issue a violation notice if required. 
 
Appaloosa Trail Encroachment: Code Compliance received a request from Public Works to assist with a tree encroachment on the C-4 canal.  A violation notice was issued to the home on Appaloosa Trail.  The homeowner responded to the notice, and code and public works staff are currently discussing potential measures to trim the tree. 
Planning, Zoning & Building
OPERATIONS HIGHLIGHTS
  • The Department performed 28 disconnects for non-payment last week and 78 door hangers were hung for possible disconnection this week (over $100 threshold balance) 
  • Current meter No Reads are down to 654.  The current phase of the Endpoint Replacement project has been completed.  The Department retains an inventory of approximately 1,500 endpoints to cover the period of downtime until the next phase can commence after October 1st.     
  • The Hydromax fire hydrant assessment and repair project is proceeding on schedule and is expected to be completed before end of FY. As the Contractor discovers inoperable hydrants, Field Services is sent out to perform necessary repairs.
  • WTP demands are in line with where they were this time last year

  • WRF treated flows are slightly below where they were this time last year

  • There are no current regulatory exceedances or non-compliance issues. There were no report submissions in the last week. 
NEW DESIGN, STUDIES, AND REPORTS
  • The Department approved a new PO with Hillers Electric to support the development of bid criteria for on-call vendor services for the Utilities TROPOS wireless mesh router network.

CIP PROJECT HIGHLIGHTS
  • The following projects are in active state of construction. Major weekly milestones are as follows:
    • Fluoride update: Deliver of fluoride will commence on August 29th.  Staff plans on doing final calibration of the system on August 31st.  pending successful calibration, the system can be placed online.  
    • Florida Design Contractors - HPP8 and Post Treatment Improvement Project – Contractor is working on remaining punch list items.  This project is substantially complete.  
    • Hinterland - Lift Station Phase II Rehab – Punch list walk through is scheduled for this week.  This project is substantially complete.  
    • Wharton Smith - WTP R & R Project - Ductwork, framing, and electrical work continues in the HSP building employee spaces and the old control room finishing is complete.  Staff office space will relocate this week from the HSP building 2nd floor space to the old control room space in M2.  
    • WRF Generator Improvements and PLC Replacement Project –  Generator building electrical work is scheduled for this week as well as a coordination meeting for plant MOT and dewatering.  
    • WRF Dryer Catwalk Project – Punch list items are complete; project is considered complete.  
    • Well Rehab Phase 4—Florida Design Drilling is continuing work on the acidization of R4.
    • Phase II Endpoint Replacement Plan (FY22) is complete in the field.  Approximately 7,000 endpoints have been installed.  We are currently tallying final inventory numbers and will process final pay app before end of FY.  Badger has informed us that they are forecasting extended lead times on endpoint electrical components (minimum 120 days from PO) which could delay the implementation of the 3rd project phase currently planned to commence after October 1st.  This could present challenges to have all endpoint installs by Pedal Valve completed before the end of this calendar year as previously planned.   

Construction Projects

Town Center:  Phase 1 of the project continues.  Substantial completion of phase 1 has been pushed back to September 4th, 2022.  The Amphitheater and Scott’s Place are closed to the public and will remain for the duration of the project.  The final substantial completion date is scheduled for April 5th, 2023. 
Aero Club Landscaping:  The contractor began construction on July 19th.  The project is now expected to be completed by mid-September 2022.          

Golf Cart Pathway Expansion (South Shore Blvd., between Big Blue and Margate Place):   This projects has commenced as of August 15th and is anticipated to take two (2) weeks. 
Golf Cart Pathway Expansion (Pierson Road between Birkdale and Stribling):   This project is upcoming.  

Greenview Shores Park Safety Netting:   A PO was issued to the contractor Ball Fabrics for installation of a safety net between the softball field and the tennis courts.  This project is anticipated to start the first week of September.   

Design Projects:
Big Blue Trace Landscaping and Traffic Calming (South Shore Blvd. to Paddock):  This project includes the installation of traffic calming features, landscaping and irrigation along Big Blue Trace between South Shore Boulevard and Paddock Drive.  The project is currently in the design phases.  

Public Works Storage Building:  This project will facilitate the storage needs for the Public Works Department with the anticipated demolition of the Old Boys and Girls Club at the South Shore Community Park.  The proposed building will be a 10,000sf pre-fabricated structure.  The Engineering department is currently working on a performance specification and site plan for a storage building in the Public Works Facility.  We are currently in the preliminary stages of design.   

Greenbriar Park Restrooms:  This project consists of a new restroom building at the Greenbriar Park Facility.  The current facility has reached its useful life and is in disrepair.  The current facility is also on septic drainfield facilities.  The project will also include permanent sanitary sewer facilities which the current facility does not have.  The project is currently in the design phase. 

Greenbriar Park Disc Golf Study:   This project consists of a nine hole disc (Frisbee) golf facility to be incorporated into Greenbriar Park.  The engineering department will be working directly with Jake Hampu, Founder of the Unified Dream Organization to prepare a conceptual disc golf course layout within the open field area of Greenbriar Park.   The project is in the conceptual design phase.   

Greenbriar Park Pickle Ball Courts: This project includes outdoor pickle ball courts adjacent to the existing Volleyball Courts at the Greenbriar Park facility.  This project is currently in the conceptual phase.   
50th Street Assessment Project:  This project includes construction of a 2-lane roadway along 50th Street between Ousley Farms Road and South Road.  Engineering is currently managing the design and assessment reporting for the project.  Currently, Mock Roos has prepared 90% design plans, the final Plan of Improvements, and the final Engineers report.  The project is currently in the final design phase.

Sheriff’s Substation Needs Analysis and Preliminary Site Plan:  This project includes a facility needs assessment, and a preliminary site plan analysis for the construction of a new PBSO substation at Town Center.  Leo Daly has completed the needs analysis portion of the project and will be developing a conceptual site plan for a facility at the Town Center property.  We anticipate this being completed by November 15th.   This is in the preliminary planning phase. 

PBSO Existing Building Assessment:  This project consist of the inspection of the current PBSO substation at 14000 Greenbriar Blvd.  The engineering department is preparing a building hardening recommendation and report for this building.  This project is in the analysis phase. 

Tennis Center Expansion (Master Plan):  This project consist of the planning of the ultimate buildout of the tennis center at 3100 Lyons Rd.  Mock Roos has prepared preliminary plans and cost estimate to support this effort.   This project is currently on hold. 

ACME Stormwater Modeling:   Staff is working in coordination with Mock Roos to develop an updated stormwater model, utilizing the latest version of the ICPR (Inter-Connected Pond Routing) software.  The final report for the project is due in October 2022.  

ACME Big Blue Preserve Pump Station:  This project consist of the refurbishment of the pump station for the Big Blue Cypress Preserve.  Engineering is coordinating with public works to move the existing pump station into ACME right of way.  The pump station currently lies within an easement, outside of ACME right of way.  This project is in the procurement phase.  

ACME Culvert 130 Refurbishment:   This project consist of the refurbishment of an existing major stormwater culvert along the C-7 Canal.  The culvert is within the Palm Beach Polo Subdivision and an ACME easement.  Engineering will coordinate closely with the Palm Beach Polo POA to minimize the disruption to the neighborhood.   This project is in the procurement phase.

C-2 Multipurpose Pathway:   This project consists of the construction of a 10ft wide pathway along the C-2 Canal, between Greenview Shores Blvd. and Bent Creek Road.   This project is in the design phase.

C-8 Multipurpose Pathway:   This project consist of the construction of a 10ft wide pathway along the C-8 Canal, between Stribling Way and Forest Hill Blvd.  This project is currently in the design phase.
  
Greenview Shores Bike Lanes:  This project includes the addition of traffic calming features and bicycle lanes along Greenview Shores Blvd. between Binks Forest Drive and Wellington Trace.  This project is currently in the design phase.

Greenbriar Blvd. Bike Lanes:   This project includes the addition of traffic calming features and bicycle lanes along Greenbriar Blvd. between Aero Club Drive and Greenview Shores Blvd.   This project is currently in the design phase.

Wellington Trace & Primrose Lane Traffic Calming:   This project includes the addition of a mini round-a-bout at the intersection of Primrose Lane and Wellington Trace.  This project is currently in the procurement phase. 

Wellington Trace/Big Blue Trace:   This project includes the addition of permissive only left turn lane arrows along the Wellington Trace approaches to Big Blue Trace (N/S).  This project also includes the extension of the southbound left turn lane to accommodate the additional vehicle storage needed for the protected turn movement.   This project is in the procurement phase.

Appaloosa Bridle Trail:   This project consist of drainage improvements for the public Bridle Trail between Appaloosa Trail and Greenbriar Blvd. within the Saddle Trail South Subdivision.   This project is in the design phase.
  
Little Ranches – Bridge Restoration:   This project consist of the refurbishment of the old Little Ranches Subdivision Bridge to accommodate pedestrian and recreational use.  This project is in the design phase.

Welcome Sign / Southern Blvd.:   This project consist of adding a “Welcome to Wellington” sign on the NW corner of the Municipal Boundary, which is generally at the Flying Cow/Southern Blvd. Intersection.  An AT was transmitted on 08/23/2022 regarding the specifics for this project.  This project is in the permit phase.

Traffic Studies/ Issues
Traffic Calming/Vision Zero: Engineering is coordinating the implementation of Vision Zero Resolution 2022-15 and the Complete Streets Resolution 2022-16.

Private Utilities

The Engineering Department continues to monitor construction and assist residents with damage claims as needed.  Currently, we are seeing substantial construction activity in the Sugar Pond Manor area with improvements being made to the AT&T infrastructure. 
Environmental Services, Neighborhood Parks & Equestrian Trails
  • Continue to service residents with scheduled mosquito spraying and bee removal requests.
  • Treated weeds at Azure Park.
  • Trimmed various trees along the Bridle Trail and Red Trail.
  • Pressure cleaned various areas at Block Island Park, Margate Park, and Primrose Park.
  • Completed trail maintenance (dragged and box-bladed) along the Appaloosa Trail and Bridle Path Trail.
Landscape Maintenance & Nuisance Abatement
  • Cleaned up palm debris, Village wide.
  • Prepared various areas for landscape renovations along Big Blue Trace, Skipton Avenue, and South Shore Boulevard.
  • Installed Citra Blue sod in the medians along Greenview Shores Boulevard.
  • Continue preventative irrigation maintenance, Village wide.
Building Maintenance
  • Replaced various lighting fixtures at PBSO Substation, Village Park, Wellington Community Center, and Wellington Environmental Preserve (Section 24).
  • Completed various building maintenance repairs at Public Works, Tennis Center, Village Park, and Waste Water Treatment Plant.
  • Adjusted newly installed artwork at Wellington Community Center.
  • Installed new banners in the gym at Village Park.
  • Cleaned roof gutters at Community Services, PBSO Substation, Public Works, and Village Park.
  • Pressure cleaned and repainted gates at the Greenview Shores I entry wall.
  • Lowered all flags to half-staff from sunrise until sunset on Saturday, August 27th, in honor of the Anniversary of the Death of American Service Members during the Evacuation from Afghanistan.
Roads & Roadside Refuse
  • Pressure cleaned various areas along Forest Hill Boulevard and Greenview Shores Boulevard.
  • Replaced damaged sidewalk section along Forest Hill Boulevard.
  • Installed sod along Montauk Drive and Peconic Court.
  • Ground several sidewalk sections along Callington Drive and Farmington Circle.
  • Installed shellrock to correct drop-offs along the Appaloosa Trail.
Surface Water Management & Preserve Maintenance
  • Cleaned debris from various canal ends and pump stations, Village wide.
  • Continue regrading swales, Village wide.
  • Began regrading the C-23 Canal.
Aquatics and Sport Facilities
  • Continue with daily maintenance of pool pumps at the Aquatics Center.
  • Continue with daily inspections at the Aquatics Center and Tennis.
  • Continue with daily athletic field maintenance on all fields, Village wide.
  • Continue maintaining turf at Amphitheater and Patriot Memorial.
  • Fertilized fields at Olympia Park and Village Park.
  • Assembled and set up new goals in preparation for the upcoming Soccer season, at Village Park.
OFMB
Delinquent Utility Accounts: There were 28 disconnects scheduled for the week ending August 26, 2022. 
 
Purchasing
Bids/RFPs/RFQs:
  • RFQ 202214 - Architectural and Engineering Services for the Construction of an Aquatics Facility – The selection committee met on July 13th and short-listed three firms for presentations/interviews.  The selection committee met on July 27th to hear presentations and interviews from the short-listed firms.  Subsequently, the committee scored and ranked each proposer.  Based on the scoring results, the committee recommends authorization to negotiate with Ohlson Lavoie Corporation. Authorization to negotiate will be presented at the September 6th Council meeting.
  • LOI 202215 - Special Magistrate Services - Three Letters of Interest were received July 20th.  This item will be presented at the September 6th Council meeting.

Budget

Social Media promotion focuses on promotion of election day in Palm Beach County, South Shore Boulevard lane closure for Utility construction, registration open for fall season sports, National Traffic Awareness Month reminder to drive safely, Food Trucks & concert series, Conversation with a Deputy event coverage, Weekly event and activities highlights.
