22 September | Cyber Persistence Theory: redefining national security in cyberspace, with Richard Harknett

In our September monthly seminar, we welcome Richard Harknett, Professor and Director of Public and International Affairs and Chair of the Center for Cyber Strategy and Policy at the University of Cincinnati. He will present the book Cyber Persistence Theory, co-authored with Michael P. Fischerkeller and Emily O. Goldman.

This seminar will be held online via Zoom from 16:00-17:00 CET. Register here to join us on Thursday 22 September.

Introducing Arun Sukumar, our new postdoctoral researcher

In September 2022, Arun Sukumar will join us our Program at Leiden University – Institute of Security and Global Affairs as a postdoctoral researcher. Arun’s research examines the creation and interpretation of rules for responsible state behaviour in cyberspace, and more broadly, of security regimes around emerging technologies. Eva Claessen and Julia Voo's Visiting Fellowships

Eva Claessen, PhD researcher in Russia studies at the Leuven Centre for Global Governance Studies (GGS), and Julia Voo, Cyber Fellow and lead of the team behind Harvard Belfer's National Cyber Power Index, joined us both for a visiting fellowship in The Hague in May. Visiting Fellows in Fall 2022

This fall we will be joined in The Hague by Yuliya Miadzvetskaya, Researcher at the Chair of Law and Artificial Intelligence at the University of Tübingen, Louise Marie Hurel, PhD Researcher in Data, Networks and Society at the London School of Economics, and Tommaso Comunale, Security Analyst at the Center for the Study of Democracy.

Visiting Fellowships Program: Applications open for 2023!

Are you interested to join us for a short-term Visiting Fellowship in the Hague? Our program offers researchers and professionals with an interest and/or background in international cyber security at any stage of their career (from early-career researchers to established professionals) a short-term fellowship of one week up to three weeks at Leiden University's The Hague Campus. The fellowships cover travel and accommodation expenses.

About us
 

Taking the changing landscape of international cyber security and cyber conflict as a point of departure, The Hague Program on International Cyber Security focuses on the various modes of governance that states and other actors can bring into play to deal with and shape the strategic changes and challenges in the digital environment. We have international cyber security as our core focus, with an emphasis on cyber conflict ‘below the threshold’ and the role of emerging technologies. We study the development of international cyber conflict and the international governance thereof, more specifically: international law, norms, strategy and diplomacy.

We aim to be a hub for connecting academics, policy makers and other experts on a national, European and international level. To this end we organize workshops and conferences, host visiting fellows and engage with the global community of scholars, think tankers, NGOs, policy makers, the technical community and industry that engage with issues of international cyber security.
