Volume 1, Issue 20 

The conclusion of our summer programs meant a short reprieve for staff as we now prepare for a busy fall program and event season.  Athletic, community, and educational programs start as students have returned to the classroom.  We continue to see record registrations for our youth athletic and community programs.  We also are preparing for all our co-curricular programs with our elementary, middle, and high schools.  Events are right around the corner, starting with the September 11th Remembrance Ceremony at the Patriot Memorial.

National Senior Citizens Day Celebration

The food trucks continue to take place at Village Park Fields 2 and 3 with concerts taking place behind the gymnasium at field 2.  This will continue while the Amphitheater is under construction.  

The Florida Festivals and Events Association will award Wellington Parks and Recreation with one or more Sunsational Awards on Wednesday, August 24th. The Sunsational Awards Program recognizes members’ excellence in communications, marketing, and programming.

On Saturday, August 27th, food trucks and concerts will be moving to Saturday evenings.  There will be no food trucks held on Thursday, August 18th.  

On Thursday, September 1st, the Village Park gymnasium will close at 5:00 pm and remain closed through the Labor Day holiday on Monday, September 5th for the annual gym resurfacing.

Yoga at the amphitheater has temporarily been relocated to the green space next to the community center.

Opening Day for the Lakeside Market will be Friday, October 7th; 68 vendors have submitted their applications for next season.

Planning/Programs/Events: 
Bicycle Assistance Program: On Monday August 15th, Community Service staff was able to take 3 donated bikes and have them restored this week in hopes of providing them to a family in need within our local community. This was possible thanks to our partnership with the Wheels of Wellington.
 
Tutoring at Boys and Girls Club: Tutoring at the Boys and Girls Club began this week on Monday, August 15th through Thursday, August 18th. Staff assists two groups of students per day for the tutoring program. Staff is selecting 12 students per group, including students that participated in our Summer Academic Programs to ensure that these students are succeeding within their educational needs. Nearly 100 students participated in the tutoring program this week.
 
Wrapping the Bus Zoom Meeting: On Tuesday, August 16th, this zoom meeting occurred and discussed the CRD wrapping on the Village bus and two bathroom trailers. Staff acquired estimated quotes for the cost of the wrapping service.
 
Mental Health Counseling at Boys and Girls Club: On Wednesday, August 17th, this program has restarted to provide mental health counseling for Boys and Girls Club students for this afterschool program. This program partnership provides students with the opportunity to open up in a safe environment to discuss daily stresses, personal hardships, and reoccurring issues to enhance their mental well-being.
 
USPA FIP Event Meeting: On Thursday, August 18th, this meeting was held in the Wellington Community Center to discuss the event and budget of the upcoming USPA FIP Event on October 26th.
 
Youth Council Selection: This week, staff started the selection process for the Youth Council and created a new Youth Council application for the program. The purpose of this program is to empower youth dedicated to personal development and leadership through civic engagement.
 
Crossover Program: On Saturday, August 20th, staff will host the weekly basketball program at the Wellington Boys and Girls Club. We expect to have 36 participants engage in basketball activities to start their Saturday.
 
Junior Jamboree: Community Service staff will assist with this event at the Wellington Tennis Center on Saturday, August 20th. Staff is responsible for assisting with registration, parking, and overall event supervision.

September 11th Ceremony
The Annual 9/11 Remembrance Ceremony will be held on Sunday, September 11th beginning at 8:30 am at the Patriot Memorial. This event will honor those who lost their lives and loved ones in the 9/11 attacks. PBSO and PBCFR will be onsite as well as the PBCFR ladder truck with the large flag. Rabbi Rosenkranz will give the invocation and the Boy Scouts have been invited to assist with the Pledge of Allegiance.  Alexander Matos, from the Mike Soper School of Music, will sing the National Anthem.

Peace Pole Ceremony
The Annual Wellington Rotary Peace Pole Ceremony will take place on Sunday, September 18th from 3:00 pm-4:00 pm at the Rotary Peace Park. Awards will be given to the winners of the poetry, essay, and drawing contests held through the Wellington Rotary Club. Performances from the Palm Beach Central High School chorus as well as readings of the word “peace” in different languages, by local dignitaries and residents, will occur. The event will conclude with the release of the peace doves.
Conversation with a Deputy event is planned for Thursday, August 25th from 6-9pm at Ford’s Garage near the Wellington Green Mall Food Court.  The engagement opportunity is open to all residents to dine-in and chat to District 8 deputies about safety related topics that matter most to them.
 
Three (3) incidents related to Golf Carts occurred this past week:
 
  • On Wednesday, 8/17/2022 at 7:35am, deputies conducted a traffic stop on a golf cart with no tag on Paddock and Big Blue Trace.  Cleared with a warning.
  • On Wednesday, 8/17/2022 at 5:07pm, deputies responded to a traffic crash with no injuries involving a golf cart and vehicle near the McDonald’s on Greenview Shores.  A 14-year old golf cart operator violated the vehicle’s right of way and caused the crash.  Golf cart operator had no learner’s/driver’s license and had 4 other occupants on the golf cart.  The 14-year old golf cart operator was given two State of Florida citations: golf cart violation and for causing the traffic crash. These offenses will have to get resolved or the minor will not be able to get a Driver’s License.  This will also likely impact the cost of the parent’s car insurance at such time as the minor becomes licensed.
  • On Saturday, 8/20/2022 at 8:44pm, deputies responded to the area on Primrose Lane to investigate a crash involving a golf cart and a parked motor vehicle.  A 14-year old male was operating a golf cart on private property and crashed into a parked and unoccupied motor vehicle in a drive way.  An 11-year old male passenger from the golf cart was transported to Palms West Hospital with non-life threatening arm injuries (possible broken wrist).  Crash occurred on private property.
Justice Assistance Grant (JAG) - Staff is working on submitting the 2022 application for the due on August 31, 2022.  The Village is eligible for approximately $5,200 and will submit to cover a majority of the cost to install 2 LPR cameras at the 120th entrance to Village Park.  The Village currently has 2 LPR cameras at the Pierson Road entrance to Village Park.  The current cameras at Village Park were donated to the Village as a pilot project/testing area for Vetted Security Solutions new solar powered LPR cameras. 
 
Elbridge Gail Elementary school traffic complaints.  Staff is working with PBSO to address speeding concerns along Birkdale Drive during pick up and drop off school hours.  Enforcement will be present at the school this week. 
 
Staff reached out to Mr. OJ Smith, who has provided public comment at the July and August Council meetings regarding speeding and increased PBSO visibility within the Village.  He mentioned concerns with juveniles at the Chevron gas station (near the Veterans Memorial) and speeding on Forest Hill Blvd.  He will reach out to Lt. Shaivitz directly to provide additional information regarding his concerns.
The Detective Bureau was busy working on a retail theft case at the JC Penney store in the Wellington Green Mall.  A photo lineup was conducted and there is probably cause for an arrest.
 
*BUSTED* The Street Team was successful in making 3 arrests regarding narcotics.
  • Two arrest made in reference to a complaint at a residence near Via Toscana.  Team members conducted an extensive background investigation and both subject that reside near Via Toscana have and extensive history of narcotics related charges.  During a traffic stop on a vehicle in which the driver and passenger reside at the Via Toscana residence, team members conducted a vehicle search and discovered 22 grams of crack cocaine.  Both subjects were arrested and charged with felony narcotics.  Team members conducted interviews with arrestees and discovered multiple residences within the Village of Wellington conducting illicit narcotics sales.  The case is cleared by arrest however investigation continues.
  • One arrest was made when team members responded to the Wellington Green Mall in regards to a suspicious person.  Upon further investigation it was discovered the person was in possession of cocaine and bath salt mixture.  Charges were filed with the State’s Attorney’s Office for possession of cocaine.  The case was cleared by arrest.
District 8 team members, along with several other district traffic units, participated in a District 1 traffic operation in the location of Belvedere Road and Lantana Road corridor.  The operation focused primarily on making traffic stops on street racers and reckless drivers within the area.  During the event team members assisted District 8 road patrol with various calls for service.  This opportunity assisted our District 8 team in mitigating any potential street racing issues from occurring in surrounding communities, including Wellington.

Risk Management
 
The Village of Wellington and South Shore Hotel Association (Shapiro property) agreement has exercised one of the 4 one-year renewals to allow for patron to park in their lot as over flow parking for the new fiscal year schedule of events at the Town Center.  The new agreement goes into effect 10.1.2022.
 
Year to date, the Village has been reimbursed approximately $81,747.25 in insurance payments for various property damage claims incurred by the Village from third parties.
 
Training Spotlight
 
Active Shooter Training: The Palm Beach County Sheriff’s Office conducted C.R.A.S.E (Civilian Response to Active Shooter Event) training for 130 Village staff on 8/9/22 & 8/10/22 at the Wellington Community Center.
 
Narcan Training:  The Village of Wellington has coordinated with the Palm Beach County Behavioral Health Coalition to train staff who have high interaction with the Public including team members in Community Services, Parks & Recreation, Parks Maintenance, and Equestrian Trails & Nuisance Abatement on Narcan use.    The PBC Coalition will be offering training sessions at the Wellington Community Center on the following dates:

COVID 19 Testing & Trends

On August 25, 2022, the Village of Wellington will reach its one-year anniversary with Curative COVID-19 testing.  The partnership has provided over 57,240 COVID-19 tests.  The staff at Curative have done a tremendous job serving residents, first responders, healthcare workers, teachers, and visitors of the Village and providing a critical resource to help combat the spread of COVID-19.    The graphs below show a summary of tests conducted since the inception of each site.
The Curative testing site averaged 66 tests per day (down from 87 tests per day last reporting period) with an average weekly positivity rate of 27% (down from 34% last reporting period).  The Curative South Shore conducted 46 tests last week (down from 79 tests).  The Synergy drive-through testing site was open, though did not report this week and will provide report next week.  

Palm Beach County remains at a high transmission level.

Code Compliance
 
Sulky Way Home Update: As previously reported, Code Compliance became involved in an abatement action on a home on Sulky Way.  The homeowner is deceased and at this time there are no next of kin.   After multiple abatement actions by Wellington, staff was contacted by Cyprexx Services, a property preservation company contracted by the mortgage holder.  Recently code staff observed debris piled in the swale.  A Code Officer approached the workers and advised debris cannot be placed out for collection.  The Code Officer also contacted Cyprexx who explained the interior contents are being removed.  Cyprexx further explained the contractor is only staging the contents in the yard and the debris will be removed by the contractor.    
 
Planning & Zoning
 
The Lagoon at Equestrian Village/The Estates at Equestrian Village: On August 16, 2022, the application review comments were discussed with the applicant/agent for the projects. The discussion clarified the review comments and the expectation regarding the responses and the resubmittal of revised plans and documentation. The next step is the applicant’s response to comments and resubmittal, followed by staff’s review of the resubmittal which is completed two weeks after the resubmittal is received. When the applications are certified for public hearing, the applications will be scheduled. In the meantime, the applicant has been asked to present the proposals as a discussion item at both the Equestrian Preserve Committee and the Planning, Zoning and Adjustment Board. If the applicant agrees, the discussion items will be added to the September agendas.
 
Professional Center at Wellington (aka Broadview Realty property): A pre-application meeting was held regarding the proposed mixed-use development of the “The Village” at southwest corner of Greenview Shores and South Shore Boulevards. This is the proposed mixed-use development which was provided with the conceptual plans for the Equestrian Village redevelopment project.  The proposed mixed-use development will consist of residential, hotel, retail, restaurant, and office. The conceptual site plan and elevations are attached. The applicant anticipates submittal in late September/October. The site is currently approved for 161,738 gross floor area of office, retail, and restaurant with only 21,280 square feet of office built.
 
59-acre Site on 50th Street (between Ousley Farms Road and South Road): A pre-application meeting was held on August 17, 2022 to discuss the 59-acre site located on 50th street between Ousley Farms Road and South Road. The proposed project includes a horse shaving operations, paddocks, pads for stabling tents, and riding rings. There is no expected submittal date at this time. Additional research by the applicant is required.
 
Strategic Planning

Okeechobee Blvd/SR 7 Corridor Study: Palm Beach County Transportation Authority (TPA) provided an update on the Okeechobee Blvd., State Road 7 corridor study focusing on Wellington. If this initial study is approved by the TPA board, then the TPA Board can recommend the Florida Department of Transportation (FDOT) continue to further evaluate the findings. The study addresses long-term transportation needs and provides a vision for connecting Wellington to Royal Palm Beach and West Palm Beach in a sustainable way.
 
Grant programs:

Community Development Block Grant (CDBG) Program:
  1. Two pre-submittal meetings have been scheduled. These applications will draw down the FY 2022 CDBG Housing Rehabilitation funding to $30,000. This may allow for one additional application to be serviced this year.
  2. Loan and construction documents for 5 CDBG Housing Rehabilitation Program loans have been reviewed and Purchase order requisitions and “Notices to Proceed” for these 5 owners occupied residences are expected to be issued by Aug 26th.    
  3. Rehabilitation work includes 3 complete reroofs, 3 central AC replacements, along with an accessibility improvement at a residence. 
Hometown Repair:
  1. There were two (2) Hometown Repair loan document signings held on August 16th.
  2. To date, four (4) projects have been completed.  Total funds encumbered:  $115,518.00
  3. The 12737 Westhampton project that was approved by Council received a Notice to Proceed on August 18th.
Planning, Zoning & Building
OPERATIONS HIGHLIGHTS
  • The Department performed 71 disconnects for non-payment last week and 236 door hangers were hung for possible disconnection this week (over $100 threshold balance) 
  • Current meter No Reads are down to 869 as the Department continues to make progress on the Endpoint Replacement project.  Once the Contractor completes field work this week, No Reads will start accumulating again until the final phase of the project can be completed (after Oct 1st). The Department has retained inventory internally to be able to perform endpoint replacements itself if necessary.  
  • The Hydromax fire hydrant assessment and repair project is proceeding on schedule and is expected to be completed before end of FY. As the Contractor discovers inoperable hydrants, Field Services is sent out to perform necessary repairs.
  • WTP demands are in line with where they were this time last year

  • The Utility is completing final testing on the Virtual SCADA system upgrades at both Plant facilities.  The migration appears to be working successfully and is expected to be completed by end of the month.

CIP PROJECT HIGHLIGHTS
  • The following projects are in active state of construction. Major weekly milestones are as follows:
    • Fluoride update: Final testing for the fluoride system will commence 8/22/2022. Village staff will continue to test the system this week. Delivery of fluoride has been schedule for August 30.  
    • Florida Design Contractors - HPP8 and Post Treatment Improvement Project – Punch list walk thru completed last week. Contractor working on remaining punch list items.
    • Hinterland - Lift Station Phase II Rehab – Contractor is addressing punch list items. A concrete pour for replacing a damaged slab is scheduled for this week. Punch list walk thru to be scheduled.
    • Wharton Smith - WTP R & R Project - Ductwork, framing, and electrical work will be continued in the HSP building employee spaces, and the old control room finishing is expected to be complete this week. The Lime plant was placed back into service last week. Final testing of the fluoride system is scheduled for this week.   
    • WRF Generator Improvements and PLC Replacement Project –  A project team meeting to review the I/O tagging list was completed last week. Contractor is performing remaining final I/O checks on the sludge pumps on Monday, and will work on I/O checks on the dryer PLC the remainder of the week.
    • WRF Dryer Catwalk Project – Final walk thru and inspection of catwalk was completed last week and an punch list was assembled. The Project is substantially complete.     
    • Well Rehab Phase 4—Florida Design Drilling is continuing work on the acidization of R4.
    • Phase II Endpoint Replacement Plan (FY22) is nearing completion. Final endpoints were being replaced last week and final inventory accounting took place over the weekend.  Badger has informed us that they are forecasting extended lead times on endpoint electrical components, (minimum 120 days from PO) which could delay the implementation of the 3rd project phase currently planned to commence after Oct 1st.  This could present challenges to have all endpoint installs by Pedal Valve completed before the end of this calendar year as previously planned.

Construction Projects

Town Center:  Phase 1 of the project continues.  Substantial completion of phase 1 has been pushed back to September 4th, 2022.  The Amphitheater and Scott’s Place are closed to the public and will remain for the duration of the project.  The final substantial completion date is scheduled for April 5th, 2023. 
Aero Club Landscaping:  The contractor began construction on July 19th.  The project is expected to be completed by mid-September 2022.          

Golf Cart Pathway Expansion (South Shore Blvd., between Big Blue and Margate Place):   This projects has commenced as of August 15th and is anticipated to take two (2) weeks.  

Golf Cart Pathway Expansion (Pierson Road between Birkdale and Stribling):   This project is upcoming in August.  


Greenview Shores Park Safety Netting:   A PO was issued to the contractor Ball Fabrics for installation of a safety net between the softball field and the tennis courts.  The start date for this project has not been established, however, the contractor is eager to move forward once the building permit is approved. 

Design Projects:
Big Blue Trace Landscaping and Traffic Calming (South Shore Blvd. to Paddock):  This project includes the installation of traffic calming features, landscaping and irrigation along Big Blue Trace between South Shore Boulevard and Paddock Drive.  The project is currently in the design phases.  

Public Works Storage Building:  This project will facilitate the storage needs for the Public Works Department with the anticipated demolition of the Old Boys and Girls Club at the South Shore Community Park.  The proposed building will be a 10,000sf pre-fabricated structure.  The Engineering department is currently working on a performance specification and site plan for a storage building in the Public Works Facility.  We are currently in the preliminary stages of design.   

Greenbriar Park Restrooms:  This project consists of a new restroom building at the Greenbriar Park Facility.  The current facility has reached its useful life and is in disrepair.  The current facility is also on septic drainfield facilities.  The project will also include permanent sanitary sewer facilities which the current facility does not have.  The project is currently in the design phase. 

Greenbriar Park Disc Golf Study:   This project consist of a nine hole disc (Frisbee) golf facility to be incorporated into Greenbriar Park.  The engineering department will be working directly with Jake Hampu, Founder of the Unified Dream Organization to prepare a conceptual disc golf course layout within the open field area of Greenbriar Park.   The project is in the conceptual design phase.   

Greenbriar Park Pickle Ball Courts: This project includes outdoor pickle ball courts adjacent to the existing Volleyball Courts at the Greenbriar Park facility.  This project is currently in the conceptual phase.   

50th Street Assessment Project:  This project includes construction of a 2-lane roadway along 50th Street between Ousley Farms Road and South Road.  Engineering is currently managing the design and assessment reporting for the project.  Currently, Mock Roos has prepared 90% design plans, the final Plan of Improvements, and the final Engineers report.  The project is currently in the final design phase.

Sheriff’s Substation Needs Analysis and Preliminary Site Plan:  This project includes a facility needs assessment, and a preliminary site plan analysis for the construction of a new PBSO substation at Town Center.  Leo Daly has completed the needs analysis portion of the project and will be developing a conceptual site plan for a facility at the Town Center property.  We anticipate this being completed by November 15th.   This is in the preliminary planning phase. 

PBSO Existing Building Assessment:  This project consist of the inspection of the current PBSO substation at 14000 Greenbriar Blvd.  The engineering department is preparing a building hardening recommendation and report for this building.  This project is in the analysis phase. 

Tennis Center Expansion (Master Plan):  This project consist of the planning of the ultimate buildout of the tennis center at 3100 Lyons Rd.  Mock Roos has prepared preliminary plans and cost estimate to support this effort.   This project is currently on hold. 

ACME Stormwater Modeling:   Staff is working in coordination with Mock Roos to develop an updated stormwater model, utilizing the latest version of the ICPR (Inter-Connected Pond Routing) software.  The final report for the project is due in October 2022.  

ACME Big Blue Preserve Pump Station:  This project consist of the refurbishment of the pump station for the Big Blue Cypress Preserve.  Engineering is coordinating with public works to move the existing pump station into ACME right of way.  The pump station currently lies within an easement, outside of ACME right of way.  This project is in the procurement phase.  

ACME Culvert 130 Refurbishment:   This project consist of the refurbishment of an existing major stormwater culvert along the C-7 Canal.  The culvert is within the Palm Beach Polo Subdivision and an ACME easement.  Engineering will coordinate closely with the Palm Beach Polo POA to minimize the disruption to the neighborhood.   This project is in the procurement phase.

C-2 Multipurpose Pathway:   This project consist of the construction of a 10ft wide pathway along the C-2 Canal, between Greenview Shores Blvd. and Bent Creek Road.   This project is in the design phase.

C-8 Multipurpose Pathway:   This project consist of the construction of a 10ft wide pathway along the C-8 Canal, between Stribling Way and Forest Hill Blvd.  This project is currently in the design phase.
  
Greenview Shores Bike Lanes:  This project includes the addition of traffic calming features and bicycle lanes along Greenview Shores Blvd. between Binks Forest Drive and Wellington Trace.  This project is currently in the design phase.

Greenbriar Blvd. Bike Lanes:   This project includes the addition of traffic calming features and bicycle lanes along Greenbriar Blvd. between Aero Club Drive and Greenview Shores Blvd.   This project is currently in the design phase.

Wellington Trace & Primrose Lane Traffic Calming:   This project includes the addition of a mini round-a-bout at the intersection of Primrose Lane and Wellington Trace.  This project is currently in the procurement phase. 

Wellington Trace/Big Blue Trace:   This project includes the addition of permissive only left turn lane arrows along the Wellington Trace approaches to Big Blue Trace (N/S).  This project also includes the extension of the southbound left turn lane to accommodate the additional vehicle storage needed for the protected turn movement.   This project is in the procurement phase.

Appaloosa Bridle Trail:   This project consist of drainage improvements for the public Bridle Trail between Appaloosa Trail and Greenbriar Blvd. within the Saddle Trail South Subdivision.   This project is in the design phase.
  
Little Ranches – Bridge Restoration:   This project consist of the refurbishment of the old Little Ranches Subdivision Bridge to accommodate pedestrian and recreational use.  This project is in the design phase.

Welcome Sign / Southern Blvd.:   This project consist of adding a “Welcome to Wellington” sign on the NW corner of the Municipal Boundary, which is generally at the Flying Cow/Southern Blvd. Intersection.  An AT was transmitted on 08/23/2022 regarding the specifics for this project.  This project is in the permit phase.

Traffic Studies/ Issues
Traffic Calming/Vision Zero: Engineering is coordinating the implementation of Vision Zero Resolution 2022-15 and the Complete Streets Resolution 2022-16.

  • Continue to service residents with scheduled mosquito spraying and bee removal requests.

Landscape Maintenance & Nuisance Abatement
  • Cleaned up palm debris, Village wide.
  • Continued trimming various palm trees along Aero Club Drive and Greenbriar Boulevard.
  • Installed new Podocarpus hedge at the Tennis Center
  • Began preparations for installation of Citra Blue sod in a section of median along Wellington Trace.
  • Trimmed low-hanging trees branches long sidewalks and pathways, Village wide.
  • Continue preventative irrigation maintenance, Village wide.
  • Completed irrigation repairs at K-Park and Town Center.
Building Maintenance
  • Replaced various lighting fixtures at the Tennis Center.
  • Installed new conduit trench on the diesel pump at Village Park.
  • Completed horse crossing maintenance along Greenbriar Boulevard and Wellington Trace.
  • Completed school flasher maintenance at Binks Forest Creek Elementary.
  • Completed various building maintenance repairs at the Boys & Girls Club.
  • Pressure cleaned all entry walls at Paddock Park.
Roads & Roadside Refuse
  • Replaced traffic delineators in front of Binks Forest Elementary.
  • Continued backfilling sidewalk sections along Peconic Court.
  • Replaced damaged horse crossing flasher along Wellington Trace.
  • Installed asphalt to fill ditch following gas tank modifications at Village Park.
  • Ground sidewalk sections along Iverness Circle.
  • Repaired damaged sidewalk sections along Ivy Drive and Lake Worth Road.
  • Pressure cleaned sidewalk sections along Fairlane Farms Road, Fortune Circle, and Fortune Way.
Surface Water Management & Preserve Maintenance
  • Clean debris from various canal ends and pump stations, Village wide.
  • Continue regrading swales, Village wide.
  • Installed generator at Pump Station #5.
  • Removed tree from the C-18 Canal.
Aquatics and Sport Facilities
  • Continue with daily athletic field maintenance on all fields, Village wide.
  • Continue maintaining turf at Amphitheater and Patriot Memorial.
  • Continue with daily inspections at the Aquatics Center and Tennis.
  • Fertilized all fields at Village Park and Wellington Green Park.
  • Completed maintenance on pool pumps at the Aquatics Center.
  • Began moving the pool’s booster pump at the Aquatic Center.

Purchasing
Bids/RFPs/RFQs:
  • RFQ 202214 - Architectural and Engineering Services for the Construction of an Aquatics Facility – The selection committee met on July 13th and short-listed three firms for presentations/interviews.  The selection committee met on July 27th to hear presentations and interviews from the short-listed firms.  Subsequently, the committee scored and ranked each proposer.  Based on the scoring results, the committee recommends authorization to negotiate with Ohlson Lavoie Corporation. Authorization to negotiate will be presented at the September 6th Council meeting.
  • LOI 202215 - Special Magistrate Services - Three Letters of Interest were received July 20th.  This item will be presented at the September 6th Council meeting.

Budget
The Fiscal Year 2023 Budget Challenge ran July 5th through August 15th.  The two public hearings for the millage based on Fiscal Year 2023 Budget are scheduled for September 6th and September 21st.

Village of Wellington Website Usage Summary (www.wellingtonfl.gov)
IT is procuring LED signs to be installed at the front entrance of Village Park. The new signs will allow for real-time access for staff to update and schedule information and will have state of the art functionality, full font and animation graphics ready, with full sign color calibration, 1.2 quadrillion color palettes, temperature and weather rated from -40F to +149F, a 5 year warranty and have an auto-dimming capability to ensure they will always been seen regardless of lighting and weather.  Photo renderings are below.   
IT has been working with staff on support tickets as they come in and with Utilities construction projects as well as the Town center Phase 2 construction.

Cybersecurity remains at a high level as well are dealing with various security items daily. GIS has had the final review of the GIS Strategic Review and has been conducting interviews for the open GIS Manager position.
