New Large Development Public Meeting


There will be a public meeting for the proposed construction of a 6 story mixed-use and multi-family development, including 202 residential units with retail and amenities on a portion of the ground floor. The property is located at the southwest corner of the intersection of SW Emkay Drive and SW Cyber Drive.

Fireworks Reminders


With fireworks (and fire) season rapidly approaching, you should know that:
  • During the 5 years ending with 2019, there were 1,173 fireworks-related fires reported by local fire agencies in Oregon. Those blazes resulted in over $4.9 million in property loss, 36 injuries plus one death. These figures do not include federal or Oregon Department of Forestry land.
  • Only fireworks sold in Oregon by a permitted fireworks retail outlet are legal to use in Oregon.
  • Fireworks that are illegal in Oregon include those that explode, eject balls of fire, fly off the ground more than 12 inches, or move across the ground more than 6 feet.
  • Use of illegal fireworks may be charged as a class B misdemeanor, which could result in a fine of up to $2,500 per violation and a civil penalty of up to $500. Those who misuse fireworks or allow fireworks to cause damage are liable and may be required to pay fire suppression costs or other damage. Parents are also liable for fireworks damage caused by their children.
Reporting Illegal Fireworks

To report illegal fireworks, call 541-693-6911. You can also email fireworks@bendoregon.gov, though this will not trigger a response because it is not continuously monitored. In addition to a phone or email report, you are encouraged to also send an email to council@bendoregon.gov to inform our councilors about illegal activity going on in our neighborhoods, and how it affects our safety and quality of life. The new council members especially have been stating that they want to hear from us.

Learn & Help Shape Land Use in SCNA

Are you interested in learning why and how so many developments are happening in our Neighborhood Association as well as all around Bend? How about learning the legal notification process for developments and Short Term Rentals? Do you want to help save trails on the COID land and have input on what type of housing might be built there in the future? Would you like to learn how to get involved earlier in the process so you don’t feel blindsided by developments? Can you be patient and diplomatic with local politicians, planners, the City of Bend, developers, and your neighbors? How about helping your neighbors understand these systems using social media and this newsletter?

Deby DeWeese, the Southern Crossing Neighborhood Association Land Use Chair, would like to invite you to learn about these and other aspects of land use in Bend, and work with her on behalf of your neighborhood. You can also engage with other Board members on additional issues that directly affect you and your neighbors. Save Bend Green Space for All


A group of community volunteers have come together to protect the Central Oregon Irrigation District (COID) land as a park. They want to make their voices heard before the sale is final, an application for development is submitted and trees are cut down.

Bend has a historic opportunity to protect an area on the Deschutes River in southwest Bend by creating a new park much like Shevlin Park or Riley Ranch. COID owns approximately 150 acres of land where they operate a piped canal and power station. Part of this property is in the process of being sold to Pahlisch Homes for development. If the sale goes forward, Pahlish has the option to build a large subdivision of up to 750 homes. There is a temporary view easement between COID and Mt. Bachelor Village to protect part of this property from development until 2034, however it is uncertain if it will remain in effect. Very little information about the sale is available to the public.

Neighborhood Speed Radar Update


Thanks to those who suggested locations for this year's Neighborhood Speed Radar Program. The Southern Crossing locations will be:

6/1 - 6/16: SW Silver Lake Blvd near SW Lannen Ln
6/21 - 7/7: McClellan Rd near Mill Terrace Pl
7/12 - 7/28: SW Blakely Rd near SW Millbrook Ln

Planning Commission Meeting on Higher Density Housing

At their June 14 meeting, the Bend Planning Commission will be reviewing a final draft of proposed Bend Development Code changes to support higher density housing required by Oregon HB 2001. (To review the proposed code changes, go to the City's web page, then scroll down and select the document titled "Draft Exhibit A.05 03 21".)
