TEMPORARY PATIO SPACES GETS THE GREEN LIGHT

It's no surprise that a lot of the restaurant industry anywhere you look has been severely hit by the pandemic. Our region makes no exception. Patrons have done an amazing job ordering take-out or going to the restaurants when they could. But when a dine-in establishment cannot be full (or close to it), that hits them hard over a long period of time.

We've seen in the past that Public Health has put fewer restrictions on patio spaces as compared to indoor dining. So that raised the idea that if a restaurant had more patio or outdoor space for customers, this could mean more patrons to serve on those nice weather days. Working with the City of Dauphin we have now gotten the word from council that the process for a restaurant wanting to set up a temporary space is now one that is more easily done and with no fees from the municipality. The business will still need to go through provincial departments and local safety protocols in order to have the proper space to serve customers. So get ready folks because this summer at a few locations across the City of Dauphin, you could be enjoying your time at a restaurant in some new outdoor spaces. Sunscreen is encouraged.

We look forward to working with other municipalities and their restaurants to see if this can be an option for their establishments as well for the 2021 season.

NEW BRAND FOR DAUPHIN AREA

The RM of Dauphin, together with the City of Dauphin, Travel Manitoba, and McKim Communications Group are excited to launch the Dauphin Place Brand that represents our area's true strengths and reinforces our approach to tourism. We are excited as well to see this unveiled and can hardly wait to see it launched into action. The aim of a program like this is to attract people from all over to the area. We see this as a tremendous economic tool for the city and RM as well as something that the neighboring communities can leverage off of.

If you haven't seen the unveiling and explanation, click the image below for the youtube presentation.

New legislation has been introduced as part of the 2021 Federal Budget to extend the Canada Emergency Wage Subsidy
for four additional four-week periods, beginning June 3 and ending Sept. 25, 2021.

There are no significant changes to the overall calculations of the CEWS in these additional four periods; however, the percentages used to calculate the CEWS will result in a decline in the amount of government support over Periods 17 to 20.

The reduction in CEWS support reflects the expected recovery of the Canadian economy over the next few months. Beginning in Period 18 (July 4 to July 31, 2021), a business must demonstrate a revenue decline of over 10% to be eligible for the CEWS.

New legislation has been introduced as part of the 2021 Federal Budget to extend the Canada Emergency Rent Subsidy to Sept. 25, 2021, with support gradually being phased out beginning July 4, 2021.

Beginning with Period 17*, only employers with a revenue decline in excess of 10% will be eligible for the CERS. The maximum subsidy rate of 65% will be extended to period 17 (June 6 to July 3, 2021) and then gradually decrease to:
  • 60% for Period 18 (July 4 to 31, 2021)
  • 40% for Period 19 (August 1 to 28, 2021)
  • 20% for Period 20 (August 28, 2021, to Sept. 25, 2021)

The Lockdown Support Program rate of 25% will be extended from June 4 to Sept. 25, 2021. If the minimum requirement of a revenue decline of over 10% is not met, the business will be precluded from eligibility for both the base subsidy and the top-up subsidy.

The Manitoba government has come out with a plan for the summer that involves milestones and vaccination rates. There are a number of details not outlined so this should be evolving more as time goes on as it is left quite vague. For now, the reopening path that they have shared can be located on the provincial website. This is something that chambers across the province have been asking for from the MB government so we can plan to get businesses back to running at better capacities.

- Three Holiday Milestones
- Two Responsibilities
