Cuboree 2021
The sixth Queensland Cuboree is rapidly taking shape under the leadership of Chief Director Olivia Frost and Deputy Chief Director Sharon Barritt with the Pack Leader Weekend being held 11-13 June at Rocky Creek.
Queensland Cuborees had been held every second year since 2010 but COVID-19 social restrictions in place at the time caused the 2020 event to be cancelled.
The number of Youth Members who have initiated the application process indicate that this may be our biggest Cuboree yet. Cuboree 2021 is being held at Rocky Creek, Landsborough, putting some pressure on the Suncoast Region team as the event hosts!
Branch Council Annual General Meeting (AGM)
Branch Council is the governing body of Scouts Queensland. Its members include all Group Leaders, District Commissioners, Region Commissioners, Branch Commissioners, Project Commissioners and Deputy Chief Commissioners and Assistant Chief Commissioners, Honorary Life Members, the President, Vice-Presidents, Branch Executive Committee Members, the Chief Commissioner and the Chief Scout.
Branch Council meets once or twice per annum. Branch Council receives the annual report of the Executive Committee, appoints the Branch Executive Committee and, when the appointment falls due and the recruitment process undertaken, recommends the appointment of a Chief Commissioner to the Chief Scout.
The Branch Council AGM is being held on 24 June. The AGM is the equivalent of the Annual Report Presentation (ARP) that each Group, District and Region holds but at the Branch level.
This year the AGM is being held in a hybrid format, combining the face-to-face format that was used every year until 2020 when the on-line format was used during the CIOVID-19 restrictions. The on-line format was welcomed last year by Group Leaders and Commissioners who, as a result of their geographic location, for the first time had the opportunity to directly participate in the meeting so we have sought to retain that arrangement. It is likely that there will be a video feed of both the presenters and the audience available to Branch Council members accessing the meeting remotely and those participating face-to-face will have a view of the assembled remote participants via a large screen.
Meeting invitations have now been issued for the AGM and voting arrangements are progressing, in particular for the changes to the Branch Constitution aimed at further modernising and removing duplication within the content.
Exciting Progress Snippets
- Moreton Bay Region Council site work has commenced to replace Clontarf Beach Scout den.
- Site work has progressed to concrete slab and steel frame for the replacement Kallangur Scout Den jointly financed by the Moreton Bay Region Council and the Commonwealth Government. Great outcome for Group Leader Kerry Skillington.
- The Springfield Community Open Day to gauge support for the proposed Springfield Scout Group attracted 750-1000 people. 31 expressions of interest were received from people attending the day who were interested in becoming either a Leader, Group Support person or Youth Member. We are now progressing the concept due to the interest shown by the community to form a Group in the area. Congrats Regional Development Support Officer Tony Langler, Deputy Chief Commissioner Geoff Doo and Region Commissioner Alex Mair in progressing this initiative.
- A budget submission has been made to build a Far North Region Scout hub within the Bentley Park College in Cairns in-part enabling the delivery of Scouting leading to VET qualifications attainable through Scouting within the College.
- Early bookings for our Brisbane based Holiday Outdoor Experience program over the June/July School Holidays are very encouraging. Investigations have commenced to deliver this program into regional centres, starting with Cairns.
- There is a now a licence agreement in place for Kairos Community College to use the Caloundra Scout Group den for schooling purposes. Kairos funded extensive improvements to the den to increase its suitability.

We achieve the Purpose of Scouting through youth participating in the Youth Program and in particular the program essentials. Program Essentials is about Scouts' active engagement in the weekly Scout program. Program Essentials is regarded as the ‘base camp' of all the aspects of the Achievement Pathways (previously known as the Award Scheme) for youth.
The first step in Program Essentials is to complete the Introduction to Scouting (if a youth member is new to the Movement) and then the Introduction to Section. These assist youth members understand Scouting, meeting those within the Section, and to set initial goals for what they wish to get out of their time in Scouting and the Section. These are completed before the new member is invested or re-affirms their Scout Promise.
Program Essentials are divided into a series of Milestones within each section. Each Milestone should take approximately 6-12 months, and recognises the active participation in the program and personal development that has occurred during that time. There are two key elements to each Milestone in Program Essentials - Participating, Assisting and Leading in the four Challenge Areas and having a Personal Reflection at the completion of each Milestone.
It is expected that all Scouts will achieve the Program Essentials milestones, regardless of their interest in exploring the rest of the Achievement Pathways elements. Program Essentials should always be tailored to individuals, with the individual demonstrating their personal development, providing their reflections and exhibiting their personal best during participating, assisting and leading. For a more in-depth understand of participating, assisting and leading in the Section, refer to Scouts | Terrain, Section Guide, Record Book or Program Handbook or visit the Scouts Australia Website Here.

A big BRAVO to Aspley Venturer Scouts from the BP Park Management Committee for helping to remove lantana from the grounds to widen camping opportunities for other scouting members. A couple of weeks later, the Samford Rural Fire Brigade visited and “burned the efforts” and by doing so, opened up more vital campsite grounds at BP Park for other Scout Groups to camp in the outdoors.
Thank you to Therese Christiansen, Assistant Venturer Leader, Aspley Scout Group for her dynamic leadership, compassion and service in helping others through her wonderful youth members’ efforts.
If other Scout Groups would like to volunteer while staying at BP Park, you are very welcome to volunteer, discuss projects to suit your level of ability and help to enhance Queensland Campsites.

Another successful Leaderbuild session last month was conducted by St John’s Wood Scout Group.
Apart from increasing parental awareness of our great work with youth the Group are set to sign up two Section Leaders and one Assistant Group Leader.
Indooroopilly Scout Group also ran a recent session with a potential Assistant Group Leader, a Cub Scout Leader and a Rover Advisor.
What can Leaderbuild do for YOUR Group?
Leaderbuild is the mechanism to engage with Parents and share the personal and community benefits of volunteering in Scouting. Its success is due to its consistent clear messaging and structured presentation and therefore requires the one, or even better, two people from a Group to be trained as Champions to deliver a local information session for parents and other interested adults within the Scout Group.
The next courses for Leaderbuild Champions are 7 July, 1 September and 4 November 2021.
Yes, you can do the Leaderbuild Champions course via MS Teams!

In Australia, Refugee Week (Sunday 20 June - Saturday 26 June 2021) is an annual activity to inform the public about refugees and celebrate positive contributions made by refugees to Australian society. It provides a platform where positive images of refugees can be promoted to create a culture of welcome throughout the country. These celebrations create better understanding between different communities and to encourage successful integration enabling refugees to live in safety and to continue making a valuable contribution to Australia.
In Kenya (BP’s final resting place), Scouting has been introduced to the world’s largest refugee complex, Dadaab camp, since 2012, under a Scouting for Refugees programme that aims to support young refugees through education, skills development, community service and fun activities. Scouting is practiced in 22 primary and secondary schools in the massive camp, benefitting nearly 900 young refugees.
Aden is from Somalia, he grew up in the Ifo Refugee Camp, part of the Dadaab Refugee Complex in Kenya and joined the Kenyan Scouts when he was 12 years old. Throughout his Scouting life in the camp, Aden has never ceased to do his best to help others and make a difference in his community, leading numerous Scouting initiatives across different camps.
When COVID-19 hit in 2020, he and fellow Scouts stepped up yet again to install hands-free handwashing stations for the local community. Aden’s story underlines how important Scouting is for young people in refugee camps, giving them leadership and other vital life skills to help them thrive in the harshest of circumstances.

Branch Commissioner (Diversity & Inclusion)
