Border Restrictions

Victoria's lockdown has been extended, but now there are differences between Greater Melbourne and the regions. For a clear guide on the new rules and restrictions visit here

Travelling from Victoria

Effective 7:45 pm 28 May 2021

Travellers arriving from Victoria from 7:45 pm 28 May 2021 are not permitted to enter South Australia.

Essential travellers and permitted arrivals (returning South Australian residents, persons relocating, and domestic violence arrivals) are permitted entry but are subject to Level 4 requirements (self-quarantine for 14 days; test on days 1, 5, and 13; and wear a mask in public).

Cross Border Community Members – persons who are ordinarily residents in the cross border corridor (the area 70 km either side of the border between South Australia and Victoria) are without restrictions if they have not been outside this area in the 14 days prior (but not before 20 May 2021). If they are not able to meet this requirement then they will be subject to Level 4 requirements of (self-quarantine for 14 days; test on days 1, 5, and 13; and wear a mask in public).

Travellers who arrived in South Australia (excluding travellers from Greater Melbourne or the City of Greater Bendigo) after 7:00 pm on 26 May and prior to Cross Border Travel—Associated Direction No 15 are required to self-quarantine until a negative COVID-19 test is received, test on days 1, 5, and 13 and cannot enter a high risk setting or COVID Management Plan event for 14 days after arrival.

Essential Travellers or permitted arrivals driving into South Australia from Victoria are only permitted to use the following prescribed roads:

  • Sturt Highway, Yamba; Mallee Highway, Pinnaroo; Dukes Highway, Wolseley; Wimmera Highway, Laurie Park; Casterton Road, Penola; Glenelg Highway, Myora; Princes Highway, Glenburnie; Glenelg River Road, Donovans/Nelson

Cross Border Community Members

Under the current Cross Border Travel – Associated Direction No 15, Victorian Cross Border Community Members are not restricted in their movements within South Australia, unless they have been outside of the cross border corridor in the past 14 days. They are required to have a current approved Cross Border Travel Registration form which can be obtained here.

Essential travellers living in cross border communities are still able to enter the South Australia. A South Australian who travels over the border into Victoria must comply with Victorian restrictions at all times. If a SA resident travels beyond the cross border corridor (70 km of the SA/VIC border), the person will be subject to Level 4 restrictions upon their return. Victorian restrictions are subject to change and can be found here.

If you are ordinarily a resident near a South Australian border you can cross enter South Australia if you have reasonable cause to travel for any purpose and if you have remained in the cross border corridor in Victoria in last 14 days, you have unrestricted entry into the whole of South Australia.

NewAccess for Small Business Owners

 
Following the announcement of further COVID-19 restrictions for Victoria, we want to remind all small business owners that mental health support is available.

Beyond Blue has developed NewAccess for Small Business Owners, a free mental health coaching program for sole traders and small business owners to give them the support they need to manage stress and get back to feeling themselves. It is normal to feel anxious, stressed or overwhelmed during these challenging times, and it can help to talk things through. The program is available nationally by phone or video call.

Tourism & Hospitality Workforce Survey


The South Australian Tourism Commission has engaged Deloitte Access Economics to survey tourism and hospitality businesses, to find out more about the difficulties currently being experienced, particularly with finding and keeping skilled staff.

The aim is to understand what is happening, how big the issues are and what will help.

The Limestone Coast Local Government Association has partnered with Deloitte Access Economics to distribute the survey. The more responses to the survey, the better the data used to inform solutions to the problems faced. 

Limestone Coast tourism and hospitality businesses are invited to participate in a 5-15 minute survey to share recent experiences. The duration of the survey will depend on the number of issues you identify your business as facing.

Landowner Information Service

Bridging the gap when resource companies request land access


The Landowner Information Service is a free, factual and impartial information service for landowners, farmers and community members who have queries on resources exploration, mining and quarrying.

The focus of the Landowner Information Service is to:
  • Provide easy to understand information to any individual or business affected by resources exploration and mining activities.
  • Explain your options, rights and responsibilities.
  • Empower you to make informed decisions.

RBS can assist landowners to navigate the often complex technical and legal processes involved with mining and mineral exploration, empowering them to make informed decisions and be better prepared when liaising with the resources industry. 

The RBS Landowner Information Service Officer Brett Klau will be working across SA to deliver the service, either face to face, on the landowner’s property, at one of RBS’ regional offices or at a mutually agreed convenient location. Find out more here

Leadership Workshop


The Local Jobs Program supports tailored approaches to accelerate reskilling, upskilling and employment pathways, supporting Australia's economic recovery from the COVID-19 pandemic.

Christine Willersdorf, Local Jobs Program Employment Facilitator for our region, has arranged for Scope Training to deliver a one day Leadership Workshop in Mount Gambier and she is seeking expressions of interest from businesses and individuals who may be interested in attending. The workshop is planned for Monday 16 August 2021.

Destination Australia Scholarship: Regional Students


The Destination Australia Scholarship is an initiative of the Australian Government Department of Education designed to support students to undertake their studies in regional Australia.

TAFE SA has 20 scholarships available for full-time commencing students, 10 of the scholarships are for students studying the Certificate IV in Training and Assessment (TAE40116) from our TAFE SA Mount Gambier Campus. Each scholarship is to the value of $15,000 for course commencement in Semester 2, 2021. Find out more here

Green Industries SA and KESAB are co-hosting a regional forum on South Australia’s New Food Waste Strategy and the Circular Economy.

Speakers will include Mr Andrew Hutcheon (Green Industries SA), Mr Aaron Izzard (City of Mount Gambier), Mr Tony Wright (Limestone Coast Local Government Association), Mr Paul Beckman (Van Schaik’s Bio Gro), Ms Wendy Bevan (KESAB environmental solutions) and Dr Ian Overton (Green Industries).

Restart Investment to Sustain and Expand (RISE) Fund - Guidelines Amended


The RISE Fund is supporting the arts and entertainment sector to reactivate through targeting funding to assist in the presentation of cultural and creative projects, activities and events to rebuild confidence amongst investors, producers and consumers.

The RISE guidelines have been amended to better articulate which organisations may apply and what activities are eligible for funding. Key changes include:
  • There is no longer a requirement for projects to be new or reimagined. Applications can be submitted for new, existing or recurring arts projects, activities or events so long as they meet all eligibility criteria.
  • Local governments are now eligible to apply for funding to support cultural and creative projects, events and activities
  • Individual business units and entities of state or territory governments with an arts or cultural heritage purpose are also eligible to apply without the need to have a separate ABN.
  • The recommended minimum request for funding has been lowered to $25,000, lower amounts will still be considered. Amounts of greater than $2 million will be considered where warranted as assessed on a case-by-case basis.
The guidelines and frequently asked questions (FAQs) can be accessed at the Australian Government's GrantConnect website.

Community Grant scheme: Grant District Council - New Round Opened

 

The District Council of Grant Community Grants Scheme is for community groups to develop projects and events that enhance community wellbeing and increase participation in social and leisure activities.

The grant has been established in three categories: 
  • Community Halls
  • Sporting Clubs
  • Community Groups
Incorporated organisations are able to apply for up to $1000 in the halls category and council will contribute 75% of the project cost. Sporting Clubs can apply for up to $800, Council will contribute 50% of the project cost. Incorporated organisation are able to apply for up to $2500 in the Community Groups category and Council will contribute 75% of the project cost.

804 Fewer Schools by 2041: The Delayed Impacts of Closed Borders

The reduction in the number of school-aged students forecast in the next 20 years is among the most significant flow-on effects of the pandemic and the resulting border closures.

Our COVID-adjusted forecasts show that, by 2041, there will be 519,000 fewer school-aged children in Australia than previously forecast (318,000 primary and 201,000 secondary-school aged).

If you assume an average new primary school has 500 students, this equates to the equivalent of 636 fewer primary schools than would’ve been required had COVID-19 not happened and 168 fewer secondary schools (assuming the size of 1,200 students).
