Greetings and Salutations Friends, Neighbors, and Alaskans!

Thank you for reading the inaugural edition of “Robb’s Report”. It has been a vexing several months in Juneau as we have worked to try and address the financial pandemic faced by our state. Here is a quick recap of what happened during the 2021 regular session of the legislature. After several months of negotiations, the Senate Majority at the eleventh hour announced its organization for the new session. This year the majority is made up of 13 Republicans and 1 Democrat, formed without a binding rule. As many of you know I campaigned hard against the restrictive and draconian binding caucus which in the past hindered the ability for honest and thoughtful debate on how to address Alaska’s budget crisis and the PFD.

Speaking of organization, I was honored to be chosen as the Senate Transportation Committee Chair and Senate Community & Regional Affairs Vice-Chair for this session.

While the Senate was able to organize at the start of the session the House, unfortunately, took longer than any time in recent history starting more than a month behind the Senate and in the end, did not reflect the will of the voters. Despite the Republicans having an elected majority, two decided to join a Democrat-dominated binding caucus.

Due to the inability of the House to organize the budget process started well behind schedule requiring a mad dash to complete our work before the end of the regular session. The budget eventually passed by the House did not meet the fiscal needs of the state and unfortunately included no PFD for the people. The Senate attempting to make up for lost time rushed through its own end of the budget process producing a large omnibus budget that left much to be desired. The Senate spent hours debating amendments to the budget and was only able to pass our own version of the budget (which included a $2,300 PFD determined from the new formula proposed in the Governor plan) on day 121 with only a minute left in the regular session to take the vote to form a budget conference committee. The Conference Committee on HB 69 and HB 71 now have control of the budget and we are watching closely to see how negations progress for the sake of our state’s fiscal health and the people's PFD. 

The Senate is currently in one of two special sessions called by the Governor the first of which began immediately following the regular session and is covering the budget, this year's PFD, and the full constitutional PFD fix (SJR 6).  The second will begin August 2nd and will cover a constitutional spending cap, a constitutional provision to require a vote of the people for a tax to take effect, acts related to increasing state revenues, and acts related to distributing any federal relief.

As always, we ask that you all stay in touch and stay diligent as we traverse these trying times in our state and around the world. My team and I will continue to work hard advocating for the people of District B and Alaska and will do our best to keep you in the loop as we move forward in the 32nd legislature.

Committee Updates

Transportation: I am pleased to report that the Senate Transportation Committee has concluded its business for the year after a productive session. I feel that this year the Senate Transportation Committee reasonably vetted all bills that came before us and maintained a focus on reasonably addressing infrastructure and transportation issues in the state. I would like to thank committee members Vice-Chair Senator Shower, Senator Bishop, Senator Micciche, and Senator Kiehl for helping to make this first session a great one, and I look forward to working with all of you next year.

Community & Regional Affairs: This session I had the pleasure to serve as Vice-Chair of Senate Community & Regional Affairs (C&RA). Typically, C&RA has been one of the slowest committees in the Senate meeting rarely but this year the committee under the leadership of Chair Senator Hughes has worked diligently on numerous bills with a large variety of topics including VPSO reforms, workers' compensation for firefighters, school civics education and more. I was also pleased that my own bill SB 136 limitations on firearms restrictions was able to move from committee before the end of the regular session.

Senate Judiciary Committee: This session Senate Judiciary Committee was incredibly busy, informative and covered many diverse topics. One major achievement of the committee this year was the passage of SJR 5, SJR 6, and SJR 7 from the committee. SJR 6 was altered in the Judiciary Committee so that the PFD will be constitutionalized.  It will be 50% of the 5% POMV draw.  We made changes in Judiciary to make sure that the dividend won't be able to be altered by either the legislature or the governor, even if they lower the amount of the overall draw.
Under SJR6 the Earnings Reserve Account will be rolled into the Permanent Fund principal so that overdraws won't be possible. The Power Cost Equalization Fund will be rolled into the Permanent Fund, adding about $1 billion to the PF.  PCE would then be constitutionally guaranteed, coming out of the government's half of spending.  PCE would still be managed statutorily, and the plan would not lower the dividend.  While it has been a tumultuous year in Senate Judiciary I thank Senators Reinbold and Holland for chairing the committee and showing strong leadership this past session.

Bill Updates

 

SB 90 ELECTRONIC WILLS- SB 90 aims to fill the gap in probate legislation by allowing the electronic signing and witnessing of wills. This bill enables individuals to draft and sign a will on a computer, tablet, or other electronic devices. This last session SB 90 was amended in Senate Judiciary Committee before it was moved from committee. The bill was then heard in Senate Labor & Commerce Committee where it was held till the next session. We look forward to working with Senate Labor & Commerce Chair Senator Costello and her office over the interim to improve the bill and have it heard again next session. 

SB 105 ROAD SERVICE AREA CONSOLIDATION- SB 105 provides second-class boroughs with the ability to consolidate two or more road service areas (RSAs) if the boards representing those RSAs request consolidation and no new parcels are added to the single new service area. SB 105 is currently in Senate Transportation Committee and has been placed on hold while we consult with the Fairbanks North Star Borough and residents. 

SB 129 ELECTION PAMPHLET INFORMATION RE JUDGES- SB 129 requires election pamphlets to contain more information on judges during retention elections to help voters make informed decisions. SB 129 is currently in Senate Judiciary Committee and we look forward to having another hearing on it next session. 

SB 136 LIMITATIONS ON FIREARMS RESTRICTIONS- The goal of SB 136 to clarify the extent of the emergency authority granted during an emergency declaration in regard to the Second Amendment and to prevent unnecessary infringements on the right to keep and bear arms. SB 136 was moved from the Senate Community & Regional Affairs Committee during the committee's final meeting of the regular session. The bill is now in the Senate State Affairs Committee and we look forward to a future hearing next session. 

SB 138 REALLOCATIONS BY STATE AGENCIES- SB 138 limits transfers or changes of over 10% between allocations by state agencies without approval of the legislative and executive branches. This bill has been referred to the Senate Finance Committee and we look forward to a hearing next session.

About Me

Senator Robert Myers was born in Fairbanks, Alaska. He spent much of his young childhood at the Salchaket Roadhouse which his parents owned. Growing up Robb developed a passion for Alaska. He attended the University of Alaska Fairbanks where he studied Philosophy, Political Science, and History. During college he drove for a tour company where he was able to share Alaska with countless people. He currently drives truck and travels the haul road frequently. He ran for office because he wants an Alaska his children will choose to make their home down the road. When Robb isn’t working, he enjoys reading, history, board games, and spending time with his wife Dawna and his five kids.
