Summer is here! 

 

On Monday June 14th the WHNA General Meeting will feature Barry McKnight, Community Relations of the LaCrosse Public Library.  It is a good time to hear about the programs, services, and events of the LaCrosse Public Library where you can stay cool!

Bring your questions for a great discussion about all the services the Library offers.  Are you and your family taking full advantage of this LaCrosse institution?  Come find out!

ATTENTION WHNA MEMBERS
 
NOTE: Members eligible to vote will be sent a link to vote virtually in July 2021.

The pandemic has pointed out several issues with our current Association bylaws.  We no longer always meet in person so voting needs to change as does the way one becomes a member.  Board recruitment has been challenging and committee membership has plummeted.
 
Because of these issues the WHNA Board is recommending the following 4 by-law changes
 
Change #1-Membership: 
 
Remove the requirement to sign the meeting roster to become a member.  If meeting in person is not possible, attendance at a virtual meeting is sufficient.
  
Change #2:  Governance
 
Rather than have members elect Officers and 3 Members at Large we propose to elect a 7-person Board who then will assign roles to its members.  We are recommending combining the Secretary and Treasurer’s duties and adding a Communications Officer to improve communication with members and residents living within association boundaries.
 
At the first meeting of the new Board, the new Board will elect officers: President, Vice-President, a Secretary/Treasurer and a Communications Officer.  This is being recommended as we believe it will provide a more equitable distribution of Board work.
 
Change #3:  Committees
 
It has been challenging to recruit members to serve on on-going committees.  We are proposing to move to an ad-hoc committee structure if membership in current committees is small.  These ad-hoc committees would be task oriented.
 
Change #4:  Amendments
 
This change allows voting virtually on bylaw changes if the Association cannot meet in person.
 
Please go to https://whnalax.org/2021bylaws/ to read the verbiage of the suggested bylaw changes.  As required by our current bylaws, we will send you 2 notices of the recommended changes and then we will send you a ballot in July to vote on the changes.
The 2021 Hogan Victory Garden continues! We just harvested the first crop of radishes!  Watch for announcements of future harvests on  FaceBook and NextDoor.  If you would like to help on this important project for our neighbors, we would certainly appreciate some weeding when you go to harvest.  Many hands make light work!  For any other questions contact Linda Lee at llee9279@gmail.com or Sue Bulk at suebee4147@gmail.com.  We will need help planting, weeding, and harvesting. This is our second year and we hope to make it even more successful!

Tell Us Your Thoughts!
Every year the City of La Crosse designates CIP (Community Improvement Program) funds for various improvements throughout the city. These funds are designated for projects that improve the City's infrastructure, safety, beautification, etc. CIP funds are being used to replace the Weigent Park shelter and have been designated in the past to help neighborhood associations realize infrastructure improvements within their boundaries (think the new play structure in Weigent Park, boulevard trees and the rapid flashing beacon on Cass and 21st St).
The WHNA Board is interested in learning what other improvements you would like to see within the WHNA boundaries. Don't hold back, let us know your top five concerns or desires for Weigent-Hogan by completing the survey on our web site. General Meeting Address and Time

WHNA meetings are held the second Monday of the month from 6:30 pm to 8 pm at the Unitarian Universalist Fellowship Building (401 West Ave.)

Please use all or our forums to keep in touch with WHNA.  WHNALAX.org has city and neighborhood information and links as well as meeting minutes to keep you abreast.  Weigent-Hogan Neighborhood Association Facebook page will have up-to-date announcements.  Weigent Hogan is also accesible through NextDoor.com.  Announcements are usually copied there in addition to citywide topics.
 

Committee Reports

 
Treasurer's Report:  $320.71

Environment:  (Chair: Bob Fisher)  The pollinator garden on the corner of 19th and Mississippi Sts. has been enlarged and is ready for next seasons butterflies and bees.  Kudos to the Environment committee and all the volunteers! A fence and commemorative stone have been placed at the garden.

Infrastructure:  (Chair: Linda Lee) The committee will be working with Jim Flottmeyer (P&R) and HSR on design for the new Weigent park shelter.

Membership:  (Chair: Kathy Sims)  The committee is focusing on building participation and getting out meeting information.

Executive Board Meeting will be June 21st

Any WHNA member may listen to the Executive Board meetings.  They are held the third Monday of the month from 6:00-7:45 PM virtually via Go to Meeting.  To listen to the meeting contact Linda Lee at llee9279@gmail.com to get the meeting link.  The agenda for the Executive Board is published after the monthly General Meeting at http://whnalax.org
