June Council Meeting Debrief


At Council’s 15 June 2021 Councillors endorsed the following noteworthy donations;
 
$1,500 towards a Ngadjuri event at the Burra Community School,
$1,500 towards the Australian Mining History Association Conference including a welcome address by the Mayor; and
$1,000 towards the Eudunda Show.
 
The Annual Business Plan and Budget was adopted and folks, start your engines as the Copyworld Walky 100 Car Rally returns in 2021 on Saturday 14 August.
 
The LGA provided Council with a full analysis  of the 2021 – 2022 federal budget and both the Mayor and Deputy Mayor attended the National General Assembly virtually representing Goyder on Monday 21 and Tuesday 22 June.
 
Further amendments have been made to the ever-evolving Planning & Design Code and Burra Caravan & Camping Park and Paxton Square Cottages saw further improvement with a $81,284 income received for the month of May 2021 compared to only $21, 745 with the advent of COVID19 last year.  

Project energy connect is full steam ahead with the Marshall Government welcoming the decision by Electranet to proceed with the SA-NSW Interconnector and lets not forget to congratulate Deputy Mayor John Neal on his successful second term appointment to the Native Vegetation Council.

AGL HALLETT WIND FARM COMMUNITY FUND OPENS 1 JULY 2021

 
The AGL Hallett Wind Farm Community Fund Program provides financial support for a range of community based initiatives, projects and events that benefit the Goyder community.
The Fund is available to support a range of community needs including; health and social welfare, safety,
environment, education and youth, sport and recreation, culture, arts and economic development.
 
Application forms may be obtained from the Regional Council of Goyder offices in Burra or Eudunda, or via
Council’s website www.goyder.sa.gov.au.

2021-22 Community Calendar


Copies of The Regional Council of Goyder’s 2021/22 financial year calendar will be available from the Burra and Eudunda Council offices and local town agencies from Monday the 28th of June.

Congratulations to all the winners of the Council’s annual community photography competition “Capturing Goyder through a Local’s Lens” whose stunning images have been showcased in this year’s calendar.
 

Thank you to our judges Beverley Fleming (2021 Citizen of the Year- Burra Ward) and Cr Debbie Hibbert for their enthusiastic involvement within the competition. The quality and diversity of the entries made it a very difficult process for all the judges in determining the thirteen photos to be included in the calendar.

The Regional Council of Goyder, the Elected Body & staff, the Burra Community Management Committee, the Eudunda Community Business & Tourism Committee (ECBAT) & the Robertstown & District Community & Management Committee are ensuring that the maximum possible impact & interaction is gained from these projects in the local communities from Burra to Eudunda by connecting the contractors of each project to the local labour force, accommodation & food providers & other businesses. This is being done as a community service project with Mel Zerner, a former local Eudunda resident, voluntarily assisting Council & the other community groups in this initiative. Mel is in regular contact with the  key owners or employees of all of the above projects to obtain status reports and then respond to their local requirements as needed. We thank Mel for all his enthusiasm and commitment to this project.

SA Power Networks will be in the BURRA area in May and June completing aerial inspections by helicopter of our infrastructure as part of an essential preparation program for th e2021 bushfire season. Where necessary, ground patrols will be completed by asset inspectors: they will carry photo ID so you know who they are. Where our infrastructure is in paddocks, this may involve access to private land using our easement. If you have any concerns, please call SA Power Networks on 13 12 61 in business hours. The COVID SAfe Check-In is one of the most important tools we have in tracing the potential spread of COVID-19 during an exposure or outbreak. When an outbreak occurs, if everyone has been checking in consistently, we are less likely to need measures like widespread requirements for isolation, lockdowns and border closures.

Launch of Operation Trace
SA Police have launched Operation ‘Trace’ today, using plain clothes police officers to ensure that people are checking in and providing their contact details when they enter a business or attend a public activity.
Police officers will also be ensuring businesses have QR codes displayed, are providing a secure hard copy check-in option and are ensuring as far as possible that customers and patrons are checking in.
Full details and requirements in relation to using the COVID SAfe Check-In system are in the Emergency Management (Public Activities No 24) (COVID-19) Direction 2021.

Keeping physical contact tracing records secure
Following an incident of a person misusing information taken from physical contact tracing records at a business, we would like to help you ensure your physical contact tracing records are kept secure.
Contact tracing records must be kept in a way that reduces the risk of them being copied, photographed, taken or used by another person (other than an authorised officer). Here are some ideas to help you reduce the risk of your customer’s details being copied:
  • Place paper-based contact tracing records where they can be supervised by a staff member as well as regularly removed and replaced with a new contact tracing record sheet.
  • Provide customers with individual check-in sheets that customers can fill in and put into a secure box. Individual check-in sheet templates are available at www.sa.gov.au/checkin.
  • Store records in a safe location at the end of each day. After 28 days they should be disposed of securely. If your business does not have bins specifically for confidential documents, please shred or rip the records into small pieces before disposing.
  • You can scan the records and keep them electronically instead of retaining all paper records for 28 days. If you do this, please ensure your system is secure and the electronic records are fully deleted/disposed of securely after 28 days.

Public Activities Direction Update
The Public Activities Direction has been updated in South Australia and came into effect on Friday 7 May 2021. The Direction amendment prohibits interference with COVID SAfe Check-In QR codes.
This means a person who interferes with or removes a sign containing a dedicated COVID SAfe Check-In QR code without authorisation is in breach of the Direction and may receive an expiation notice under the Emergency Management Act 2004.

is seeking expressions of interest from anyone who would be interested in
managing the Licensed Post Office and
coordinating volunteers at the Community Centre in Robertstown.
The Position is for 30 hours per week.
Job & Person Spec available on application.

Lifeline Connect Centre Is Now Open in Clare


Lifeline Connect is a centre for people to gain information on services available in the community.  Trained volunteers can offer information on a range of services and are available from 9 am - 5 pm Monday to Thursday. The volunteers not only provide information but act as a low key 'triage' for service delivery agencies. An extensive database of service providers gives up to date information on services, programs and deliverers. This service is available to all residents in the Goyder region.

The centre also caters for training groups and workshops. All workshops are open to the public and free of charge.

Volunteer Emergency Services Fund Grant Program

Grants of up to $25,000 are available for disaster resilience and response activities that may include rebuilding or upgrading emergency services infrastructure, replacing or upgrading emergency services equipment; enabling the support and management of an emergency services volunteer workforce through recruitment and training; and programs to support volunteer mental health and wellbeing.
The Volunteer Emergency Services Fund Grant Program aims to support the needs of local volunteer emergency services and first responders supporting communities affected by the 2019/20 bushfires.
This grant program has been made possible through a private donation.

Wine Tourism and Cellar Door Grants

The objective of the Wine Tourism and Cellar Door Grant is to support wine or cider producers who add value by
attracting visitorsto wine regions, and thereby encourage wine tourism.

Wine producers who have met the eligibility criteria in the preceding financial year may apply for a grant payment of 29 per cent of the notional wholesale selling price of their eligible rebatable domestic cellar door sales (up to $100,000 (GST exclusive)). Total funding under the grant program is capped at $10 million each financial year.

Applications for Round 3 (2020–21 financial year) open on Thursday 1 July and closed at 5.00pm (ACST) on Thursday 30 September 2021.

Infrastructure Projects Grant Programs 2021-22


Eligible sport and recreation groups can now apply for their share in $20.6 million through our Infrastructure Projects grant programs, consisting of:
🔹 Community Recreation and Sport Facilities Program
🔹 Grassroots Facilities Program
🔹 Regional and Districts Facilities Program
These programs will assist organisations to develop infrastructure that will enable greater opportunity for participation in active recreation and sport for all South Australians.

Community Grants Program

Australia Post’s 2021 Community Grants program funding locally-led and delivered mental health and wellbeing projects is now accepting applications.
Not-for-profit organisations can apply for up to $10,000 for projects that “help build connections between individuals and their community and that encourage open and positive conversations around mental health”.
Applications close on 4 July and all applicants will be notified of the outcome in September 2021.

Regional Growth Fund 2021 -2022


 
This year $15 million has been allocated for the Regional Growth Fund
The 2021 - 22 Fund will support:
1.  Up to $5 million for the Regional Growth Fund Competitive Grants - applications are Now Open 
     and will close 12 noon on Monday 12 July 2021
2.  $10 million for the Minister for Primary Industries and Regional Development to commit to strategic regional growth projects - open year round for applications

Applicants can seek grants form $50,000 up to $2 million.

Applications now open for Future Drought Fund’s Networks to Build Drought Resilience program

Community organisations and networks can access a share of $4.5 million under the Networks to Build Drought Resilience program, with grants on offer to drive action on drought resilience. The program will be delivered by the Foundation for Rural & Regional Renewal (FRRR). 

Through the Networks to Build Resilience program, the Australian Government’s investment of $3.375m, together with a $1.125m contribution from FRRR, will enable $4.5 million to be available for on-ground community capacity building projects, across two funding rounds. 

The Networks to Build Drought Resilience program will support the community organisations, networks and infrastructure that help people and communities prepare for, and live through, times of drought. The program will fund events, activities, training and small-scale infrastructure that assist communities to build their capacity.

FRRR CEO Natalie Egleton said local community networks are the foundation of resilient communities.

“Through this program we’re helping to invest in the future of agriculture-dependent regions by enabling them to prepare now for periods of ongoing dryness,” Ms Egleton said.

“A key element of this program will be to build stronger networks, and to encourage greater sharing of learnings and more collaboration within and across networks.”

Applications are now open and close at 5pm AEST, 5 July 2021. Grant recipients will be announced October 2021.
